Request for Proposals For the provision of aTelevision News Studio For the Public Broadcasting Service in BiH

The Office of the High Representative (OHR) invites proposals for the provision of a modern television studio and editing suites as an important and time critical first phase of a larger facility for the Public Broadcasting Service (PBS) based in Sarajevo, Bosnia & Hercegovina.

The studio, which will be installed in an existing studio site of approximately 200 square meters, is initially intended to broadcast national news bulletins, but will have the additional capacity to produce short programmes of other genres between bulletins.

New studio must be installed and ready for acceptance by 31 July 2002.

Tenderers should also take note that this studio, whilst stand-alone in function, is the first phase of a larger television facility to be financed and installed by the EC, and compatibility of equipment and systems is therefore a consideration. The EC facility is the subject of a separate Invitation, the Forecast for which may be found in the Official Journal and on the EuropeAid website at: http://europa.eu.int/comm/europeaid/index_en.htm, reference EuropeAid/113092/D/S/BA.

Technical Specifications:

A full list and description of the equipment required is shown in the attached Annex.

Instructions to Tenderers:

Complete proposals will cover the supply of a fully operational studio, including the supply of equipment, installation, full repair and replacement warrantees, plus a minimum of one week of on-site training for local technicians.

Proposals should itemise all equipment to be provided, in sufficient detail to enable the evaluation panel to establish that the proposal meets the requirements, including an outline block diagram, indicating the way in which the tenderer intends to realise the sound and vision systems.

The Proposals should also indicate any areas where the offered equipment does not completely correspond with the specification.

As a corollary to this, tenderers should not be inhibited from offering alternative solutions where this would result in meeting the purchaser’s objective at the same time as lowering the bid price.

The total price should include the provision of a set of operation and maintenance manuals for the broadcast equipment supplied together with wiring schedules for any pre-wiring carried out.

Proposals must include:

Fully detailed description of all equipment proposed/included,

An outline block diagram of the sound and vision systems.

Functional diagrams for the vision, sound and editing sections showing how the offered equipment is to be interconnected,

Individual prices in EURO for all items including delivery and delivery insurance to Sarajevo,

Separate costings for installation, warrantees and training,

Full replacement and repair warranties for both individual items and completed facility,

Terms of Payment required (OHR payment policy is bank transfer within 30 days of receipt and installation of goods),

A detailed timeline for delivery, installation and commissioning.

OHR may wish, at its option, to discuss or negotiate aspects of proposals, to contract for the complete facility as offered, or to conclude the matter without award.

Any award made as a result of this Request will be on the basis of price, timeframe, equipment specification and compatibility, and the tenderers experience of previous projects.

Schedule for Submission and Evaluation of Proposals:

In order to meet the intended timetable, proposals – marked PBS TV STUDIO – must be delivered to Head of Procurement at the above address by no later than Friday 29th March, 2002.

Tenderers wishing to visit the site are invited to do so at their own expense on Tuesday 12th February, 2002. It is intended that the evaluation panel will be convened in the week commencing 1st April, 2002 and that orders for equipment will be placed during the following two weeks.

In order for the facility to be operational by 31st July 2002, the successful tenderer will be required to undertake the necessary preparatory installation in the period before the equipment arrives in Sarajevo. It is anticipated that the installation should start on 1st July 2002.

We request that all potential tenderers advise us of their intention to submit a proposal by the due date. This will ensure that all interested parties receive our response to any clarification sought by others.

ANNEX 1 – PBS News Studio – TECHNICAL SPECIFICATION

Summary of Requirement

Tenderers should assume that the area to be equipped lacks all infrastructure and should include suitable provision of control desks, equipment bays, cabling and other fit-out.

The studio complex is supported by three adjoining tape edit suites that are also sources to the vision and sound mixers for play in purposes.

Vision Equipment

It is a requirement that the vision chain should be 270 Mb serial digital to ITU R-BT 601/656 standard from each source via the mixer to studio output. Where sources do not provide an SDI output it is acceptable to incorporate a component to SDI converter. These should be included in the total price offered. Where analogue signals are referred to, these are either component (YUV) EBU specification or 625 line 50Hz PAL encoded composite 1 volt pp 75 ohm. The tenderer should allow for and provide sufficient equipment bay space, vision jackfields and patchcords for the proposed installation.

Although there is no intention in the short term to transmit in other 4:3 aspect ratio all supplied broadcast monitors should be capable of working in 16:9 aspect ratio.

Broadcast quality cameras (3 x 2/3″ CCD) with 15 or 16:1 zoom lenses, 5″ studio viewfinders, electronic pan-bar remote controls for zoom & focus. The cameras should offer a minimum horizontal resolution of 850 TV lines and a minimum vertical resolution of 480 TV lines utilising a minimum effective pixel array of 750 x 580. With the lens offered, the camera should be capable of producing a fully exposed picture at f11 with an illumination of 2000 lux (90% reflectance) and signal to noise ratio of better than 60dB.

The lens should have a zoom ratio of 15 or 16x, a minimum focal length without extender of 8mm on widest angle, a minimum object distance of 600mm and an aperture of at least f1.8 (@ w/a).

Camera control units for the above cameras, associated camera cables, operational controls for lift (black level), iris, gain, colour balance, gamma and other normal camera functions to be operated by a vision engineer.

Small studio gas pedestals with fluid heads, dual pan-bars and wedge plates for the above cameras. The pedestal/head combination should be suitable for the camera offered together with a flat screen prompting device.

Lighting Equipment

The studio has a fixed lighting grid made from scaffold tubes. Given the nature of the programme output, the tenderer should offer a lighting solution that he/she deems appropriate but should bear in mind that to maintain maximum flexibility there would not necessarily be time to reset lights between productions.
