BHTV, FTV, RTRS, Oslobodjenje pgs. 4-5 ‘Deputies from RS delayed adoption of defence law’, Dnevni Avaz pg. 9 ‘Deputies increased their budget’ – The BiH House of Representatives on Thursday failed to discuss the draft BiH defence law in an emergency procedure. Deputies from the RS asked that the bill be sent back into regular parliamentary procedure, once the entity parliaments have voted on it. The deadline for the adoption of the law on defence is December 15, in order for BiH to join the Partnership for Peace. Serb Democratic Party (SDS) deputy Momcilo Novakovic claims there is enough time: “I say with full authority that the SDS floor group will do its best for the law to be adopted by 15 December in a normal, regular procedure,” he said. Deputies also adopted amendments and addenda to the budget of the BiH institutions and amendments and addenda to the law on its implementation. The budget rebalance envisages an increase in the funds of about 6.5million KM.

OHR reaction to Dodik’s defence reform-related statement

Croat Radio Herceg Bosna, Oslobodjenje pg. 4 ‘OHR surprised with Dodik’s opposition’, Dnevni List p 10, by Fena, Nezavisne Novine, pg. 6 – “Views of Dodik, Pavic and Djokic unacceptable”, Glas Srpske, pg. 3 – “Dodik missed the target”, FENA – The OHR is surprised that the leader of the SNSD, Milorad Dodik, as well as the leaders of the SPRS and the DNS have decided to voice their opposition to the implementation of the defence reforms that will provide genuine and lasting security to the citizens of this country and are an essential precondition for this country’s further integration into NATO. It would be ironic if a party that says it supports BiH and opposes nationalism should obstruct the establishment of a functional defence structure for this country, and obstruct this country’s path to Europe. These reforms do not abolish the RS Army, as Dodik claims. Rather, they establish state-level command and control over BiH’s armed forces. These defence reforms are necessary if BiH is to join NATO’s Partnership for Peace, as NATO’s Secretary General George Robertson has confirmed, according to OHR. Those who wish to be considered as reformists on the path to Europe should be careful to ensure their actions match their claims. It is not the act of a reformer to appeal to the forces of the past for electoral purposes, the OHR says.

Blic: ‘RS Army is a part of BiH Army’

Blic pg. 13 ‘RS Army is a part of BiH Army’ – The RS Government has forwarded to the RSNA an initiative for changing the RS Constitution in the part that refers to the defence reform in this entity, so that as of 1 January next year defence system in the entities and BiH is harmonised with the Defence Reform Commission’s proposals. The Constitution’s changes have been initiated by Republika Srpska President Dragan Cavic, which is a logical step after the Commission presented its report. The report says that amendments to the RS Constitution are necessary, because the existing provisions are contrary to the draft law on defence in BiH, as well as to the Commission’s mandate. The main goal of changing the Constitution is to amend every provision that may prevent country to protect its sovereignty, territorial integrity, political independence and international subjectivity. Practically, that means that by adopting the constitutional changes in both entities, BiH will take over the full responsibility over the defence issues. The basic change of the Constitution refers to declaration of war – entities could not do it anymore, but only state BiH.  Another amendment says that there will be RS Army and it will be a part of BiH armed forces, organised in line with the state and entity laws.

Oslobodjenje front page, pg. 17 ‘A billion KM of tax money disappears in BiH every day’, Dnevni Avaz pg. 10 ‘They cannot export due to non-existence of a state law’, Dnevni List page 5, “Talks with minister Doko today”, unsigned , FENA – Principal Deputy High Representative Donald Hays visited Coca Cola factory in Hadzici on Thursday. He discussed with General Manager Fuad Strik and employees reasons preventing this company from even further development of their activities. They called for the urgent adoption of a law at the state level that would define operations related to bottled waters. OHR developed the draft law in April at the proposal of Coca Cola and it represents one of the 50 reform proposals of the Bulldozer Committee. They stressed that the lack of such legislation prevents Coca Cola and other producers of non-alcoholic beverages and mineral water in BiH to export their products and it even further increases the already high trade de-balance of BiH. “Despite a large number of inspectors we have a situation that companies that are working correctly are being inspected while companies from the field of grey economy are not. We assesses that BiH loses approx 1 billion KM annually to tax evasion and customs problems”, Hays said and added that he would urge relevant authorities to work on the urgent adoption of the law on bottled waters and the resolution of other problems producers of non-alcoholic beverages and mineral waters in BiH are facing. Hays announced that he would discuss this issue with BiH Foreign Trade and Economic Relations Minister Dragan Doko on Friday.

BiH, European Commission sign agreement on CARDS program

BHTV, FTV, RTRS, Oslobodjenje pg. 8 ’31.5 million euros to stimulate cooperation’, Nezavisne Novine, pg. 14 – “BiH and countries of the region got 31,5 million Euro”, Dnevni List p 3, “Amount for BiH remains unknown”, ONASA – The chairman of the BiH Council of Ministers, Adnan Terzic, and the head of the delegation of the European Commission (EC) to BiH, Michael Humphreys, signed on Thursday the agreement on financing of the regional CARDS [Community Assistance for Reconstruction and Development and Stabilization] Program of the European Union (EU) for the year of 2003, worth 31.5 million euros. The goal of the CARDS programme is stimulation of cooperation between countries of the Western Balkans (Bosnia-Hercegovina, Albania, Croatia, Serbia-Montenegro and Macedonia) with the process of stabilization and association. The funds are divided in four general fields of support – integrated borders managing, institutional building, democratic stabilization and regional infrastructure.

Update to RS Telekom audit report

Glas Srpske, pg. 5 – “”Siemens” wants face to face meeting” – the daily reports that representatives of “Siemens” company requested a meeting with the Special Auditor, Dale Ellen Ralph and PDHR, Donald Hays, in order to clarify certain issues from the report. The Company claims that its reputation was undermined as well as its business operations in the country. GS learnt from international community sources that Hays answered “Siemens” request for a meeting by saying that the company should deliver its objections to the authorities of RS and BiH Federation and not to the OHR.

Gligoric case and Fatnicko Polje Tunnel update

 

Nezavisne Novine, pg. 6 – “RS Government to discuss Gligoric’s dismissal again” – according to Nezavisne Novine, the RS Government will once again discuss the dismissal of the Director of RS Geodetic Institute, Tihomir Gligoric. The RS Civil Service Appeals Committee annulled the RS Government decision to dismiss Gligoric twice, however, the Head of the RS Government Press Bureau, Cvijeta Kovacevic, stated that it is uncertain yet what the Government will decide and whether Gligoric would return to his office. Glas Srpske, pg. 3 – “Tunnel to bring millions” – head of the RS Government Press Bureau, Cvijeta Kovacevic told the press yesterday that the Government sees as justified to continue with construction of the Fatnicko Polje Tunnel.

Blic pg. 12 ‘By tunnel till the end’ – The RS Government has concluded that the continuation of works on Fatnicko Polje tunnel is justified from economic, technical and legal aspect. Although the High Representative earlier had said that the construction of the tunnel should be stopped, OHR did not want to comment on this Government’s conclusion. “That is a Government’s decision and therefore that is their problem,” OHR spokesperson Vedran Persic said on Thursday.

Bulldozer initiative

Blic pg. 13 ‘Bulldozer prepares another 50 reforms’  – “Bulldozer Committee formed by the High Representative is working on another 50 reform proposals aimed at getting rid of pointless red tape that discourages investors from putting their money into BiH,” OHR spokesperson Vedran Persic announced yesterday.

Dnevni Avaz front page ‘Progress in BiH is obvious and concrete’, pg. 5 ‘I will sanction RS officials if the obstructions to Srebrenica report continue’ – Interview with High Representative Paddy Ashdown. Among other things, Ashdown emphasized that, unlike before, he had not have to explain during his recent tour around the western capitals that BiH was not any more a black home. “This shows that a big progress has been made in the country,” said Ashdown.

BiH Presidency session

Croat Radio Herceg Bosna, BHTV, FTV, RTRS, Oslobodjenje pg. 7, Dnevni Avaz pg. 4 ‘Paravac proud because his father was chetnik’, FENA – The BiH Presidency discussed preparations for sessions of Interstate Councils for Co-operation with Croatia and Serbia-Montenegro at its session in Sarajevo on Thursday. BiH Presidency member Borislav Paravac said after the session that there has been a certain delay in preparing the session of the Interstate Council for Co-operation with Serbia-Montenegro and that according to current plans its should take place on November 13. Paravac said that there is a danger of that meeting failing to resolve certain standing issues between BiH and Serbia-Montenegro. He added that the Presidency would also initiative a special meeting with relevant ministers in the BiH Council of Ministers in order to get adequately prepared for the session of the Interstate Council for Co-operation with Serbia-Montenegro. The BiH Ministry of Foreign Affairs was tasked to prepare for signing already agreed bilateral agreements with Serbia-Montenegro. Interstate Council for Co-operation with Croatia should meet early December. Paravac said that the decision on the date for this session was somewhat rash, as it will practically coincide with the parliamentary elections in Croatia. Paravac said that the BiH Presidency would also initiate a trilateral meeting between representatives of Croatia, Serbia-Montenegro and BiH during which standing issues concerning all three countries would be discussed.

Bosniak ministers froze their participation in HNC Government’s work

BHTV, FTV, Oslobodjenje pg. 4 ‘Bosniak Ministers left Government’ – After an extraordinary session of Herzegovina-Neretva Canton government four Bosniak ministers froze their participation in the body’s work. Government revoked authorisation for Finance minister Semir Boric to be exclusive signatory for budget expenses. He had sent letter to the bank without consultation with PM. Bosniaks ministers sent a release informing the public they were being outvoted frequently and that their views were being ignored as well, so that they will not participate in work of the government, but that they will continue performing their duties in the ministries.

Dnevni List (front and page 3 “Government approves payment of salaries to budget beneficiaries”, by Miso Relota) – regarding yesterday’s report that the Canton 7 Finance Minister, Semin Boric, sent a memo to all the banks declaring himself as the only signatory for the allocation of the funds from the cantonal budget (see yesterday’s Cropress summary), today’s DL carry the Canton Prime Minister, Miroslav Coric, as confirming that the Cantonal Government held an extraordinary session yesterday at which the Government annulled Minister Boric’s decision. PM Coric explains that he tried to have a conversation with Minister Boric prior to the session to see what made Boric make such a move. “He did not want to withdraw the memo sent to the banks (…) At the session we heard an explanation by Minister Boric that he has certain problems with the Head of Cantonal Treasury, Nada Glibic, which is not a reason good enough for his decision. By the decision of the Government, we only confirmed the earlier agreement between Minister Boric and myself who the signatories on emptying of the budget are”, says Coric. Questioned what the reaction of the Bosniak Minister was like, PM Coric says: “One Minister from the line of the Bosniak people abstained, one was against, whilst two of them did not vote at all”. When it comes to the latest decision by Government, PM Coric says the decision must be observed and that Minister Boric must observe it too. “The decision must be observed, because failure to observe the Government’s decision implies some other sanctions”, says Coric. VL: Reactions to Sulejman Tihic’s speech

 

Vecernji List (front & p 2, “Kalinic: We will defend RS with all means!”, by Fena), Nezavisne Novine, pg. 6 – “Tihic’s speech was inappropriate” carry that Dragan Kalinic, the RSNA Speaker, finds that it was inappropriate from Sulejman Tihic to raise the issue of constitutional changes and disappearance of the RS at Alija Izetbegovic’s funeral. “RS citizens and institutions will defend the survival of the RS no matter how much Tihic and his likes may want the RS to disappear from BiH”, Kalinic said. Goran Milojevic, Deputy Speaker of the House of Peoples of BiH Parliamentary Assembly, is of the view that the High Representative should react to Tihic’s speech delivered at Izetbegovic’s funeral. Since the HR was personally present during this anti-Dayton statement, Milojevic says the HR should answer the following questions: will he invoke sanctions that were resorted to against RS officials for far softer positions; does he think reforms can be implemented in such a constellation and such goals that cause anxiety of the Serb people; can positions like Tihic’s be a guarantee for the survival of the Serb people in BiH. Milojevic says that unless the HR reacts it will mean siding with Tihic. (also covered by Dnevni List, p 2, “Tihic’s address at Izetbegovic’s funeral – the most serious anti-Dayton statement”, by D. DL (p 10, “Tihic reiterated need to abolish RS”, by Fena) carries PDP press release saying that abolishment of the RS is for Tihic the utter goal of the struggle started by Izetbegovic and PDP wonders when the reaction of the IC and the HR against Tihic will come.   

Nezavisne Novine, pg. 6 – “PDP condemns Tihic’s speech” – The PDP announced yesterday that Bosniak member of BiH Presidency and SDA President, Sulejman Tihic, used the funeral of the late Alija Izetbegovic to once again express his “inflammatory calls for abolition of RS”. PDP wonders when will the international community and the High Representative react and apply measures against Tihic, as they did before in cases less drastic than this one, towards Serb and Croat representatives.

Izetbegovic left – who will be his successor?

Slobodna Bosna front pg, pgs 5-7 ‘Following Izetbegovic’s death his son Bakir, Hasan Cengic, Silajdzic and mufti Ceric will fight to become a Bosniak leader’ – Magazine reads that in past 13 years, SDA went through difficult personal conflicts, private wars and other turbulences, but Alija Izetbegovic was able to conceal and solve them. It further claims that in upcoming months there will be a conflict within the party for the position of a Bosniak leader and Izetbegovic’s successor. As candidates, Slobodna Bosna names: Hasan Cengic, current member of SDA Governing Board and a delegated to BiH House of Peoples; Bakir Izetbegovic, FBiH Parliament representative and a son of late Alija Izetbegovic; Haris Silajdzic, founder of Party for BiH currently without official political position; Mustafa Ceric, leader of Islamic Community and Omer Behmen, Izetbegovic’s friend of radical stands. Magazine concludes that important, and perhaps key, argument in upcoming competition will be wealth of each of the candidates. 

VL on Izetbegovic’s death, Dayton and situation in BiH

Vecernji List (page 6, “Crow and fox”, by Frano Vukoja) – says that the death of Alija Izetbegovic said more about BiH as it is than anything that has been written so far about the “state of two entities with three constituent peoples”. “One has to say everything best about the deceased, which cannot be said for this set-up of BiH. It was best illustrated these days. No one will ever be clear how and why the state of three peoples was divided in two parts in Dayton. And they say that the US have divided Iraq in three parts – fully leaded, unleaded and diesel. BiH, after the difficult labour, is going through teething problems and the pediatrician is Paddy. Sometimes, the symptoms do not match the disease, sometime the sickness to the therapy and vice versa. So many believe that BiH qualifies for the world’s greatest clinic”, says Vukoja.

Golden Star to Cavic for contributing to strategic progress

Blic pg. 13 – The Association for International Strategic Studies from Washington informed the RS President, Dragan Cavic, that he will receive the “Golden star” medal, for his contribution to strategic progress. The highest award of this prestigious association from the United States, which deals in strategic research throughout the world, is aimed at attracting of international attention to the significance of positive results of the RS and its president and encouraging them on this path. The medal will be handed to Cavic in late November in Banja Luka.

Croat Radio Herceg Bosna, BHTV, FTV, RTRS, Oslobodjenje pg. 7 ‘Del Ponte meets Ashdown behind close doors’, Dnevni Avaz pg. 4 ‘Del Ponte meets with Ashdown’, Nezavisne Novine, pg. 3 – “Del Ponte to meet with representatives of the international community and RS”, FENA – Chief Prosecutor of the Hague Tribunal Carla del Ponte arrived on Thursday evening in Sarajevo. Shortly after arrival she started a meeting with the High Representative, Paddy Ashdown. On Friday Del Pone should meet with the Commander of SFOR, Virgil Packett, and the EUPM Commissioner, Sven Frederiksen, after which she is to head for Banja Luka. During her visit to the RS, the ICTY Chief Prosecutor will be meeting the top RS officials.

Dnevni List (front and page 2, “Talks closed to public”, by Renata Radic) – announces the arrival of the Chief ICTY Prosecutor, Carla del Ponte, to BiH saying it is still a secret what the topics of her meetings with domestic and international officials will be about. DL was told by an OHR spokesman, Oleg Milisic, that del Ponte would meet the High Representative for BiH, Paddy Ashdown, upon the arrival to Sarajevo, but the meeting was to be closed to the media. ICTY Outreach to BiH, Refik Hodzic, also could not specify what the aim of the visit was, and also could not comment on a statement by del Ponte’s spokesperson that late Alija Izetbegovic was under investigation of the ICTY.

On the same issue, Vecernji List (page 2, “Del Ponte will ask about Izetbegovic”, by Branka Stevandic) – says the expectations in the RS are that del Ponte will talk to the RS authorities about the arrest of Radovan Karadzic and other ICTY indictees, about documentation that the RS authorities should hand over to the ICTY and about the Alija Izetbegovic case, who was under investigation although the RS authorities were not aware about it.

Vecernji List (page 2, “Who is Carla visiting?”, by Dejan Jazvic) – says that by judging the list of her interlocutors from Sarajevo and Banja Luka, it is very clear why Del Ponte is visiting BiH. In that context, the author says it is not hard to guess that del Ponte will again request the RS President, Dragan Cavic, and other RS officials to arrest Karadzic and to cooperate more with the Tribunal.

Blic pg. 13 ‘Del Ponte arrives because of Srebrenica’; Vecernje Novosti pg. 17 ‘Meeting with Cavic and ministers’ also announced Del Ponte’s meetings with top RS officials. Blic reports that most probably the subject of meeting will be the Government report on Srebrenica.

Last socialist Yugoslavia PM testified before ICTY

BHTV, FTV, RTRS, Oslobodjenje pg. 3 ‘Milosevic and Tudjman admitted to me they were dividing BiH’, Nezavisne Novine, pg.3 – “Tudjman and Milosevic admitted they planned to divide BiH”, Glas Srpske, pg. 2 – “Ante Markovic testified” – Last Prime Minister of the socialist Yugoslavia Ante Markovic testified in trial of Milosevic and directly accused him of break-up of Yugoslavia. Marković said: “Milosevic and Tudjman told me they agreed on division of BiH, because BiH was in their opinion artificial community …Milosevic never does what he speaks about…his ultimate goal was establishing of Greater Serbia…I was informed on telephone conversation between Milosevic and Karadzic in 1991 as preparation for the war in secret operation RAM”. After prosecutor’s insisting, Markovic confirmed that Milosevic was only focused on Greater Serbia and did not want to preserve ex-YU as he was claiming.

Mladic

Blic pg. 10 ‘False tip-off, not a trace of Mladic’ – Members of the Serbian police and the Security Information Agency (BIA) in a joint action carried out a search for the Hague indictee Ratko Mladic in Beogradskih Bataljona Street, in the Belgrade settlement Cukarica, and along Drina River. Serbian Prime Minister Zoran Zivkovic said that the action of checking out Mladic’s whereabouts, based on an anonymous tip-off, had started on Wednesday at 5 p.m. According to Zivkovic, arrest of Mladic is the priority of Serbian Government. Sarajevo media also covered the issue.

FTV, Osloboodjenje pg. 8 ‘State Intelligence Agency as of January 1’, Dnevni Avaz pg. 4 ‘Lateness in process of establishment of the state intelligence service’, Slobodna Dalmacija p 16, “Speed up passing of new Law”, by B. Kristo – It was warned on Thursday that the law enabling start of the State Agency for Intelligence’s operations should be adopted in 15 days. Ambassador Kalmac Kocsis and Senior Deputy HR Werner Wnendt, who are involved in drafting of the new law, said they understand objective problems, but authorities should overcome all the differences and enable the Agency to start functioning as determined. Both warned that otherwise there might be chaos in the sector created because existing agencies will cease their operations by the end of the year and they will remain without budgetary funds as of the beginning of next year.

Nezavisne Novine, pg. 4 – “Politicians obstruct the Law on BiH Intelligence agency” – the Chairman of the Intelligence Services Reform Commission, Kalman Kocsis warned yesterday that local politicians obstruct the adoption of a Draft Law on BiH Intelligence Agency. NN quote him as saying: “I do not think that the High Representative will impose this law as it is too important.” Kocsis recalled that he delivered the Draft Law to the Chairman of the BiH CoM, Adnan Terzic, more than a month ago, but that very little was done within those 40 days. One of the problems, according to Kocsis, is how many regional centres there will be: “Bosniak politicians want four regional centres, Serbs want two and Croats want three. This Law will be the best in Europe, if passed the way it is now, with some minor changes.”

Slobodna Bosna reads that this raid caused division within Croatian intelligence, as SFOR confiscated the computer found in the office of Kristina Silic, FOSS Chief Special Ops, which had protected and direct connection with the office of Croatian president Stipe Mesic, that is with his secretary and the representative of the President’s Cabinet in the Council for Coordination of Intelligence Services in Croatia Zeljko Bagic. It adds that FBiH Government was also not aware of this. Magazine further writes that FOSS provided information to Croatia on the movement of Ante Gotovina, ICTY indictee for war crimes, who is still at large. While FOSS had accurate information on Gotovina’s whereabouts, ‘upon taking over the leading position in FOSS, [Ivan] Vuksic removed investigators who followed movement of general Gotovina in Bosnia and Herzegovina’. Article further speculates that since than onwards publicizing incorrect information on Gotovina seriously damage the reputation of both Croatia and its’ President. However, the real problem for Croatian Intelligence allegedly presents the fact that the equipment used to supply Zagreb with information was provided by donation from UK, while Vuksic were under the direct control of British intelligence. Magazine further says that in Croatia there is not doubt that the operation with aim of UK break into Croatian intelligence was ordered by High Representative Paddy Ashdown.

Audit report on RS Interior Ministry

Nezavisne Novine, pg. 5 – “RS Police entered business deals with “Dusanic” company without tenders” – the audit report on the work of RS Interior Ministry, made by the RS Supreme Auditor, discovered that the RS MoI spent 13 million KM more than envisaged by the last year’s budget and that it frequently violated the Law on public purchases. Auditors from Bosko Ceko’s office found out that the purchase procedure was not respected and in several cases, the purchase of goods was carried out without tenders.

SB: Another trial prevented to dismiss FMoI Director Miletic

Slob odna Bosna pg 14&15 ‘Another trial to dismiss FMoI Director Miletic ruined!’ – During SFOR raid into FOSS premises, Italian Carabineers discovered that one device for surveillance and bugging was missing. Asked where was it, FOSS said that the device was given to Unit for fight against organized crime within the FBiH MoI. Continuation of the control confirmed this was a true, and that the device was used for a day to ‘bug phone calls of two criminals who communicated with about 20 people, including a representative of the international community in BiH, an employee of the Office of the High Representative. After obtaining the transcripts of the conversation, SFOR immediately handed over the material to OHR and EUPM who than decided to remove Director of FBiH Police Administration Zlatko Miletic for alleged illegal bugging. In the same day, Miletic verbally conflicted with the representatives of OHR and EUPM, who asked him to provide with confidential information related to mentioned case, which Miletic refused. Such move by Miletic only reinforced OHR and EUPM determination to remove him… However, dismissal did not happen.’ Magazine concludes that detailed examination established ‘undeniably’ [not mentioned by whom] that Miletic’s conduct was in accordance with the Law and following the order by authorized Court and Prosecution’s Office.
