PURPOSE AND SCOPE OF POSITION

The Office of the High Representative (OHR), based in Sarajevo, is an international organisation which acts as the final authority regarding implementation of the civilian aspects of the Dayton-Paris Peace Accords, which brought peace to Bosnia and Herzegovina. 2005 will see the tenth anniversary of the end of the war, and the end of a decade of peace implementation in BiH.

Within the OHR’s Political Department, the Strategy Section is responsible for providing strategic policy advice, primarily to the High Representative, Lord Ashdown, but also to other OHR Principals. The Section acts as an in-house ‘think tank’ for the OHR, and is responsible for devising and drawing up strategies to implement to organisation’s policy objectives. It has a key role in drafting and evaluating progress in putting into effect the OHR’s Mission Implementation Plan (MIP). While its main role is forward strategic thinking, the section is also engaged in providing day-to-day political advice. The Section also works to develop new ideas, and to learn from best practice within the region and beyond. It has a particular role in helping the OHR to adjust its strategy to changing circumstances in BiH, and to the steady shift in the country’s focus from peace implementation to the challenge of integrating with Euro-Atlantic structures. It contributes to the OHR’s communication of its objectives by writing and contributing to speeches and key policy statements.

DUTIES AND RESPONSIBILITIES

The person selected will be responsible for:

  • Drawing up policy papers for the High Representative and his team;
  • Contributing to formulation of strategic policy objectives for the OHR;
  • Offering day-to-day political advice;
  •   Coming up with imaginative and creative solutions to complex problems in the BiH context.

PROFESSIONAL REQUIREMENTS/QUALIFICATIONS

·        Relevant university degree;

·        At least five years of relevant professional experience;

·        Deep understanding of the political situation in BiH;

·        Detailed knowledge of legislative, constitutional and governance issues in general and in BiH in particular; 

·        Knowledge of the international presence in BiH;

·        Knowledge of the European and Euro-Atlantic integration agenda in which BiH is involved – specifically the EU’s Stabilisation and Association process and NATO’s Partnership for Peace Programme (PfP);

·        Proven ability to produce imaginative and workable solutions to complex problems;

·        Excellent lateral thinker;

·        Proven experience in project implementation;

·        Ability to work on own initiative with minimal supervision, but also to operate as a part of a small, multi-national team;

·        Excellent communications skills;

·        Proven ability to work fast, and long and unsociable hours under considerable pressure.
