The discussion of today’s separate meetings of RS President, Biljana Plavsic, and RS PM, Milorad Dodik, with the President of Montenegro, Milo Djukanovic, held in Banja Luka, centered on the current political situation in the region and concrete economic cooperation between the RS and Montenegro. Special concern was expressed about terrorist activities of the so-called Liberation Army of Kosovo, which continues despite the Agreement between Milosevic and Holbrooke.

NATO diplomatic sources stated today that the President of the FRY, Slobodan Milosevic, agreed to withdraw the Army from Kosmet and basically fulfilled the demands of the UN Security Council Resolution on Kosovo. The information from NATO HQ states that the threat of shelling will not be realised if the withdrawal is completed within the coming 24 hours.

Serb sources from Pristina confirmed for the Beta that the FRY Army commenced withdrawal from Kosovo to their barracks, in three columns. Journalists could see for themselves that all columns were moving on the road to Pristina this morning. The FRY Army HQ confirmed that the withdrawal into military barracks in the area of Kosovo and Metohija is being finalised, in accordance with Resolution 1199 of the UN Security Council. The Media Centre in Pristina informs that removal of police check points also started today and that the remaining 20 check points should be removed by the evening. A Diplomatic Monitoring Mission will visit Kosovo tomorrow in order to check whether the level of withdrawal is really appropriate and the decision on NATO military strikes on targets in Kosovo and FRY will depend on this. This decision should be made tomorrow evening. A senior NATO official decisively called upon Albanian leaders in Kosovo to distance themselves from actions of the illegal Liberation Army of Kosovo and any other armed groups. The TANJUG Editor in Chief, Dusan Djordjevic, addressed a letter to the heads of member countries of the Contact Group, Chairmen of the OSCE and EU, appealing for the immediate release of this Agency’s two journalists, kidnapped about 10 days ago by Albanian terrorists in Kosovo.

After successful negotiations in the World Bank and London Trustees’ Club, the four-member delegation of the BiH CoM will negotiate in the Paris Trustees’ Club tomorrow. The task of the delegation is to obtain a special status for BiH, i.e. to have the BiH debt written off. An attempt will be made to reduce the total debt of $1. 531 billions to $500 millions and to negotiate the rates with each country individually, in order to reduce the debt to $400 millions.

Extensive military manoeuvers of the RS Army, entitled “Sadejstvo (Co-action) 98′” , will be held on October 28th at the Manjaca range. Attendance of the highest state and military leadership is expected at the manoeuvers.

SRNA reports that presidents of the majority of parliamentary parties held a consultative meeting in Banja Luka today in order to make preparations for constituting the legislative and executive authorities. There was no press release from the meeting.

The Coalition for Single and Democratic BiH will demand the post of Deputy PM, Minister of Justice and Minister for Refugees and DPs, Deputies of Ministers of Internal Affairs and Urbanism, in the new RS Government. According to Deputy Speaker of the RS NA, Safet Bico, these demands are the minimum as this Coalition would have at least 6 ministerial seats if the electoral results were implemented consistently.

An OHR Spokeswoman, Alexandra Stiglmayer, stated today that the OHR is displeased about the latest criteria for allocation of another apartment to tenants’ right holders or to the current user of the apartment, published in the “Official Gazette” of the BiH Federation few days ago. These criteria almost equalised the rights of the pre-war holder of tenants’ right and the current user while the number of household members has a crucial role. The OHR is disappointed by the fact that the criteria were published in the Federal “Official Gazette” while the discussion between the Federal Government and OHR experts was still in progress. Stiglmayer announced that there will be more discussion between the OHR and the Federal Government on this issue during the current week.
