President of the BiH Presidency Ante Jelavic visited Banja Luka today where he had separate meetings with Radisic, Dodik, Sarovic and Djokic. Jelavic said that the reason for his visit to Banja Luka was to support the implementation of Annex 7 of DPA and stressed his satisfaction at the return of Serbs to the BiH Federation, mentioning that 5,000 Serbs had returned to Drvar and 2,500 to Grahovo and Glamoc. Jelavic stressed the importance of the forthcoming Stability Pact for BiH, as well as BiH admission to the Council of Europe. Radisic said that return of refugees was not only a matter of goodwill but a condition for the two-way and even three-way return of refugees, and stressed the importance of return of 15,000 Serb refugees to Croatia. Radisic and Jelavic that the work of common institutions had been improved, such as customs service and the establishment of the Permanent Secretariat for military issues. Croat representatives (Luzanski, Prlic and Tomic) talked to Banja Luka Bishop Franjo Komarica on return of Croats to Banja Luka.

KOSOVO AND FRY RELATED NEWS

Bernard Kouchner has taken over the duty of interim administrator of Kosovo Council. The Council comprises representatives of all nationalities who will be Kouchnerąs advisors.

SRT carried news of an explosion in Vitina where KFOR arrested 2 men, incidents in Kosovska Mitrovica and Vucitrn, an attempt by Albanians to destroy the Serb church in Pristina (KFOR prevented), Albanians plundering and looting Serb houses throughout Kosovo.

SRT correspondent from Belgrade (Radmila Urosevic) reports on activities of Serbian opposition, wave of discontent spreading throughout Serbia, Djukanovicąs visit to Finland, relations between Serbia and Montenegro and statements of DS and SPO.

Dodik said that 5 ministerial posts were offered to SDS and assessed the SDS and SRS walkout as a bad move.

Robert Farrand said at a press conference in Brcko that each official in this town who tried to sell state-owned land without his approval would be removed from office. State-owned land will be allocated only to old people, invalids and to people with no income, said Farrand.

The RS Directorate for Privatisation held a press conference in Banja Luka. The Head of the Directorate, Borislav Obradovic said that 14 enterprises would be privatised through a public bidding process in Bijeljina, Srpsko Sarajevo and Trebinje, starting on the 26th of July.
