The ICTY sentenced Ante Furundzija, local HVO commander of a unit known as “Jokers” to two sentences, eight and ten year imprisonment for crimes of torture, endangering of human dignity, including rape. Former commanders of the Omarska camp Miroslav Kvocka, Milojica Kos and Mladen Radic also appeared before the Tribunal.

BiH State Parliament HoR held a session, discussing preparations for the Madrid conference. From the introductory speech by HR Senior Deputy Schumacher, regarding the draft declaration for the Madrid conference, one could see certain significant conclusions such as reduction of international aid, and conditioning of future aid by economic progress.

NATO Secretary General Solana and NATO commander for Europe Clark visited BiH today. Solana and Clark met with the Presidency members, discussing the issues of the Madrid conference, joint institutions and minority returns. At the press conference, Solana and HR Westendorp expressed their hopes that arrest of indicted war criminals should occur soon. Westendorp commented on speculations regarding demilitarisation of BiH, saying this was a good idea, but this issue has to be discussed within the DPA.

The State Presidency accorded the Madrid Declaration text, at the session held today. Also, one of the main issues was diplomatic relations with the FRY. It was decided that diplomatic relations should be established as soon as possible.

Federation Government held a session today. The Government also discussed the internal financial transfer, as well as co-operation with the Commission for Human Rights.

RTV BiH Provisional Steering Board determined the concept of organising the public RTV in BiH and the working version of the Law on RTV BiH work. These documents propose establishment of the RTV Federation, RTV BiH and BiH Public Corporation for telecommunications. RTV BiH would still remain a member of the “Eurovision” while entity TV stations would not be members of the “Eurovision.”

The conference of donors for the RS was opened today in Banja Luka. BiH CoM members are also participants of the conference, and RS Premier, Dodik said that the main subjects of the conference will be overview of results achieved so far in the area of RS reconstruction as well as future projects.

Additional Croatian police forces arrived to Martin Brod. As reported, possibility of incidental situations is not excluded, due to regaining of a part of BiH territory. International troops were also present at the location.
