CRHB at 15:00 hrs by Zana Rebo – the US government has added names of three more people to their black list. Similar action was undertaken by High Representative, Paddy Ashdown, who announced the freezing of bank accounts of 14 persons in Bosnia and Herzegovina. Ashdown listed the following people: Aleksandar Karadzic, Luka Karadzic, Sonja Karadzic-Jovicevic, Ljiljana Zelen-Karadzic, Zojo Arsenovic, Zvono Bajagic, Bogdan Subotic, Zarko Nikolic, Jovan Djogo, Slako Roguljic, Dragan Lalovic, Dragan Spasojevic, Milenko Vracar and Dragomir Vasic. In addition, Zojo Arsenovic was removed from the post of a delegate at the RS National Assembly. High Representative stressed that the international community wanted to cooperate closely with Bosnia and Herzegovina. The HR further said that Zeljko Majakic was extradited to the Tribunal and added that he did the right thing for both himself and all those who wanted to see justice being satisfied in Western Balkans and in BiH. Answering to the question when Karadzic and Mladic would be arrested, Ashdown said that nobody knew that, but added that the day was coming closer. The US government included Dragomir Vasic, Dragan Spasojevic and Milenko Vracar to their blacklist.

BHTV at 19:00 hrs by Vanja Ibrahimbegovic – reported on Ashdown announcing the freezing of assets of 14 persons (the names listed in the report). The HR also signed a decision on removing Djojo Arsenovic and Dragomir Vasic from the delegate positions at the RS National Assembly. “The international community is determined to cooperate closely with BiH as a partner on increasing the pressure on war crime suspects until they face the justice,” said Ashdown. Ashdown also stated that the Bonn Declaration allowed him to take these kinds of actions, even though, based on the administrative evidence, not usable in the court. Now, he is expecting further actions from the BiH authorities on the issue. Ashdown also expressed his concern that BiH authorities have not yet been officially informed of the EU black list. The US Administration has also announced the expansion of their black list (names reported).

BHTV on BiH list

BHTV at 19:00 hrs by Gvozden Sarac – the BiH Ministry of Security confirms the existence of a black list of individuals who will be banned from entering BiH. According to Barisa Colak, the Serbian Interpol has delivered to BiH Security Ministry a list of individuals suspected of being involved in criminal activities in Serbia, and possibly participated in organizing Zoran Djindjic’s assassination. Members of the list will be banned from entering or transiting through BiH. The list has been delivered to all the competent authorities in BiH. This is the first time the BiH authorities are taking this kind of action. It is expected for the list to be expanded, possibly with individuals from Western Europe.

FTV report

FTV at 19:30 hrs by Blazica Kristo – reported on Ashdown’s new decision and the expansion of the US black list. Asked why the BiH courts were not prosecuting members of the list, Ashdown says that he has made decisions based on the administrative evidence that could not be presented in the court. Ashdown has also signed a decision on removing Djojo Arsenovic from the delegate position at the RS National Assembly.

RTRS at 19:30 hrs by Snjezana Lalovic – High Representative Ashdown brought decision to freeze assets of 14 persons. These persons are part of the net supporting Karadžić and other indicted war criminals (the list reported). Arsenović is dismissed from the RS Assembly. These measures have got full support of the EU, US administration, SFOR as well as of the local authorities. “I will continue to pursue all these measures, which brought collapse of Milošević and his arrest,” said HR. Ashdown called on all indicted persons to voluntary surrender themselves. In a separate report, the RTRS also informed of the US black list being extended.

Vecernji List pg. 1 and 3, Dnevni List pg. 7 ‘Bank accounts of persons suspected of supporting war criminals frozen’, Jutarnji List pg. 11’Accounts of 14 Karadzic’s aides in BiH blocked’ – the HR Ashdown yesterday announced his decision to block bank accounts of 14 persons believed to be helping war crimes suspects, foremost Radovan Karadzic and Ratko Mladic. Furthermore, HR Ashdown removed Arsenovic from the Republika Srpska National Assembly and Municipal Council of Zvornik. Announcing his decision, HR Ashdown stated it was a part of measures the IC was undertaking in partnership with the BiH authorities whose ultimate aim was to arrest war crime suspects. However, HR Ashdown did not want to make a prognosis when Karadzic and Mladic would be arrested. Slobodna Dalmacija pg. 1 and 17 – reports that HR Ashdown stressed that the recent verdict against Ivan Bender was an important and positive step for the local judiciary (Bender has been sentenced to four and a half years of imprisonment over his role in the sale of Mostar’s hotel ‘Ero’). Nezavisne Novine pg. 1 and 3 – the daily carries extensive report from yesterday’s press conference of the High Representative Paddy Ashdown, at which he announced freezing of bank accounts of 14 individuals. Apart from listing all the names of people whose bank accounts are frozen, the daily also contacted two SDS delegates to Republika Srpska National Assembly, who were dismissed from their posts by the High Representative, Djojo Arsenovic from Bijeljina and Dragomir Vasic from Zvornik. Paddy Ashdown personally informed the two on their dismissal and freezing of their bank accounts. Arsenovic told Nezavisne Novine that in his case, Paddy Ashdown’s decision was groundless. “This is a precedent and an ultimate embarrassment for the international community. Simply said, they (the international community) could do whatever they wanted and they would do it, whether they had grounds for their decisions or not,” Arsenovic stated. Dragomir Vasic said that the OHR could take everything it found on his accounts as a gift. “I am unpleasantly surprised that my name is on the black list. I assume I ended up there due to the fact that I opposed OHR’s intentions to introduce single customs administration and VAT. This decision is worse than in colonial system,” said Vasic.Further reported that all banks in the RS have received the OHR’s request to block bank accounts of 14 individuals by the end of working hours. Directors of Zepter Bank, Ranko Labovic, Razvojna Bank, Mico Vracar, and representatives of the ‘Kristal Bank’ and ‘VB Bank’ told the NN that they would respect the OHR decision. Glas Srpske pg.5 ‘Some on ice, some dismissed’ – also carries the report on High Representative’s press conference. GS contacted Djojo Arsenovic, Milenko Vracar and Zvonko Bajagic. Bajagic told GS: ‘This is outrageous! Based on what has the High Representative made this decision? On basis of the assumption that I support war crime indictees. They have no proof, even if they try to prove it, they would fail – as I said before, the last time I saw Karadzic was in 1996. Since then I have not heard from him.’ Milenko Vracar told GS that, according to the information he has, his name ended up on the list with help of some local politicians who gave false information about him. The US embassy also announced that the process of identifying individuals who should be added to the list is continuing.

Blic pg. 7 ‘Pressure continues’ – “The OHR, in cooperation with the US Administration, EU, SFOR, ICTY and local partners in the region and BiH, is actively focused on arresting war criminals and the fight against organized crime in the country ,” Ashdown said. He underlined that ‘members of the coalition have different weapons, which they use in different ways at different times, but they all have one co-ordinated purpose and that is to clean up BiH’’. RTRS at 19:30 hrs by Milan Trbojevic – the SDS condemned the decision by the High Representative to dismiss Đorđe Arsenović, a member of the RS Assembly. The SDS finds such dismissals are humiliating, disrespectful of human rights and put BiH in a colonial status.  “…such actions may initiate radical elements to become very active,” said Speaker of the RS Assembly Dragan Kalinić. “People holding public positions are frightened to keep their functions what may cause loss of any initiative on their side,” said RS President Čavić.  They also reported that parliamentary co-operation with the PDP party was also considered and ‘the conclusion was the PDP overestimated its importance and was not an honest partner’, according to Čavić. The SDS underlines there were no disputes and frictions within the party’s Presidency. Glas Srpske pg. 5 ‘Brutal violation of rights’ – the SDS release said that prohibition to work, run at the elections or be politically active, represents ‘direct and brutal violation of basic human and civil rights, granted by international conventions, and discredits the Office of the High Representative’. The SDS requests publication of evidence that links the individuals from the lists with war crime indictees, so that the responsible institutions can undertake legal measures against those who violate local and international laws. The SDS believes that policy of pressure, suspensions and penalties redefines the role of the international community and turns this country into a colony of the international community. Blic pg. 7 ‘Policy of imposing, pressure and sanctions turns BiH into a colony’ – the policy of imposition, pressure, suspension and sanction changes the character of ‘the international community’ in the post-war BiH and turns BiH from sovereign state into a colony of ‘the international community’.

Vracar resigns

RTRS at 19:30 hrs by Pejka Medic – General Manager of the Nova Banjalučka Bank, Milenko Vračar, yesterday resigned from his position. The reason being EU sanctions against him. He said he did not understand how he was included on the black list, but probably everything was an intrigue by local people who had misinformed internationals. He said he had sent several letters to the EU institutions and expected genuine analyses of facts that would prove his innocence. Dragoljub Lekić will replace him. Nezavisne Novine – Vracar yesterday told the press that he sent a protest letter to the OHR two days ago, and to the highest European institutions, requesting them to check the information on basis of which his name was put on the EU black list.

Interview with HR Ashdown

Dnevni List pg. 1 and 7 – an interview with the High Representative for BiH, Paddy Ashdown, about the ongoing process of reorganization of Mostar. Talking about the process and work of the Mostar Commission, HR Ashdown said the following. “The process is going into a positive direction, but not as fast. We should be getting conclusions by July 31 and I think that so far we have not been able to hold even two meetings a week, which is important for the Commission. It is time to speed up the work of the Commission so it could start solving some issue that are of key importance if BiH is going to be considered seriously in its efforts to join the EU. I think the people should give up the idea that Mostar would be run solely by either Croats or Bosniaks. Mostar will be a careful balance in the interest of all communities in the city and such solution can be found (…) The aim is integration of Mostar. There is no other way Mostar can become a normal, European city and nobody should be afraid.” Asked whether he supported the idea of having one or more constituencies in Mostar, HR Ashdown says: “It is something the Commission has to decide. Mostar can only be a European city. It can regain its old flare only if it’s a unified city. I think it is not down to me to say how to achieve that or what solutions to the issues are. I hope it will never come down to me to solve it. It is an issue for the Commission to solve, at least at this stage. I hope they will finish it”. HR Ashdown also talked about the work of the Canton 7 government. “(…) I hear stories that the Herzegovina-Neretva Canton government will not start working without the three ministers. We have just received the names and we will send a reply after the vetting. There is no reason for the HNK government not to start working. They have to do a lot of work and citizens are waiting to see what the cantonal authorities are going to do (…)”.

Interview with Wheeler

Nezavisne Novine pg. 5  ‘It is difficult to make a distinction between criminals and politicians in BiH’- the daily carries an extensive interview with the ICG Director for BiH, Mark Wheeler, in which he said that the newest ICG report on BiH may be completed by the end of this month. Commenting on the publication of the EU black list, Wheeler said: ‘I believe that the list that came from Brussels is only a beginning. We all thought that the list would be much longer and contain some 100 names and at least 25 in the worst-case scenario. It was disappointing when the list with only 14 names was publicised. Momcilo Mandic and Milovan Bjelica were on that list from before and a Bishop who has been dead for five years is on the list, therefore we get an impression that those who created the list were not well informed. That is not good, when a job like this is being done.’ Wheeler also said that, even though there is a link between politicians and criminals in other countries as well, that link in BiH is much stronger, and it is very difficult to make a distinction between criminals and politicians.

Bond

CRHB at 15:00 hrs – “The IC cannot withdraw form Bosnia and Herzegovina until all persons indicted for war crimes are arrested and secure environment is created, including BiH membership to the Partnership for Peace and other North-Atlantic associations,” said US Ambassador Clifford Bond. Commenting on the expansion of the US black list, Bond said the aim of such action was to halt the network of financial and other help to war crime suspects. Bond explained that the recently signed agreement between the US and BiH on the ICC meant that the US could now help BiH in the process of defence reforms, while the US Congress was asked to approve additional assistance. Bond also warned the BiH authorities that while they were working on reforms of armies, they should also think of decreasing them. RTRS at 19:30 hrs – reported briefly Bond saying that initiatives for constitutional changes were internal BiH affairs. He suggested that public debate would be beneficial for that purpose. Dnevni List pg. 1 and 4, Slobodna Dalmacija back page ‘We are not leaving BiH until we have arrested all criminals ‘ – Bond said the US welcomed the recent decision by the EU to publish its list of unwanted persons saying that in that perspective, the US, EU, SFOR and the OHR had started to cooperate so their lists would become similar. In that context, Bond says the lists could never be identical because of different legal systems. Avaz pg. 1 and 2 – interview with Bond. Said the US though Bih was rather cooperative in the course of fight against terrorism, but added that the US wanted to strengthen the capacity of BiH to be able to fight on its own against terrorism. Civil administration reform

BHTV at 19:00 hrs by Zorica Lolic – members of five groups, conducting the civil administration reforms, discussed their work plans in Banja Luka. Chairman of the Group and BiH Minister of Justice, Slobodan Kovac, pointed out the necessity of conducting the reforms of administration of justice and public administration as one of the conditions for European integration. Slaven Pekic said the RS government was willing to conduct the reforms. According to Pekic, the first actions that have been taken are already giving results. Reform’s main objective is to reduce the cost of taxpayers by reducing the government heavy machinery. RTRS at 19:30 hrs by Daliborka Dragovic – Discussion on the reduction of civil administration was organized in Banja Luka. Inter-ministry working group together with the OHR and entity governments discussed the modalities. It was said there was a plan for the reduction of civil administration in the RS, which was also acceptable for the Federation, but social programs for new unemployed did not exist. Additional reforms require assistance from the governments and the World Bank. Avaz pg. 2 ‘Kovac: the number of officers has to be reduced’ – Kovac stated that the reform of civil administration, next tot eh judiciary reform, was one of the key conditions for entering European integration.

Reactions to Paravac’s statement

RTRS at 19:30 hrs – BiH Presidency member Tihić considers BiH suit against FRY legitimate, which was confirmed by The Hague Tribunal. Tihić replied to earlier statement of Paravac, who said the suit hindered regional co-operation and was pointless. Vecernji List pg. 2 ‘Forum of Parliamentarians condemned Paravac’s statement’ – a press release of the Forum of BiH Parliamentarians saying that they reject a statement given by member of the BiH Presidency, Borislav Paravac, about the withdrawal of the BiH lawsuit against Serbia and Montenegro filed with the international court. The Forum believes such positions are typical example of betrayal demanding from the High Representative for BiH, Paddy Ashdown, to absolve Paravac of his duty in the BiH Presidency immediately. On the same issue Dnevni List pg. 6 ‘Attempts to politicize BiH lawsuit against FRY’ – a comment by SDA Vice President, Elmir Jahic, who says it is becoming a bit disgusting to react to such and similar statements given by some leaders from the Republika Srpska who keep bringing into question the BiH lawsuit against Serbia and Montenegro. He added that obviously some forces are trying to politicize the lawsuit. Avaz pg. 10 ‘Ajanovic requesting from Jurcevic to criminally prosecute Paravac’ – apart from Jahic’s statement the daily carried a statement by Mirnes Ajanovic, BOSS president. He sent an open request to State Prosecutor Marinko Jurcevic to criminally prosecute Paravac due to obstructing the BiH lawsuit against FRY. Also, a statement by the Republican Part saying that ‘citizens of this country have the right to getting justice and no one should take that away from them’.

Gligoric vs. Mikerevic

Nezavisne Novine, pg. 10  ‘Gligoric threatens to sue Mikerevic’- the daily reports that Tihomir Gligoric announced that he would press charges against Dragan Mikerevic, Republika Srpska Prime Minister, for misuse of office if he is prevented to take over his job as Director of the RS Geodetic Institute. Gligoric yesterday officially requested the implementation of the decision of the Civil Service Appeal Board, according to which the government’s decision on his dismissal was annulled.

PDP on the issue of Mikerevic’s resignation

Blic pg. 7 ‘Government will have to define a shock-therapy’ – “I have not heard that Republika Srpska Prime Minister Dragan Mikerevic said that some party’s circles, that do not have influence on the decision-making process, were asking for his resignation. But the whole PDP Presidency and Main Board absolutely support the Prime Minister and government,” Head of PDP President’s Cabinet Sinisa Djordjevic said. “I cannot say that we have any objection to the government’s work. It is better to say that we have some suggestions for improving things. And that is the Prime Minister’s job – to agree with his ministers,” Djordjevic says. “I would say that the government needs to have a plan for creating a balance between reforms and social requests, and that plan would be a sort of a shock-therapy. That means that a model needs to be find in order to work faster,” Djordjevic says.

IC officials involved in human trafficking

Vecernji List pg. 3 ‘Entertainers for foreign officials’ – according to VL, Head of the Office of High Commissioner for Human Rights in BiH, Madeleine Rees, claims that both domestic and foreign officials are involved in trafficking of women in BiH. “We’d be naïve to say the practice has stopped. There is a big number of women brought to Bosnia and instead of being in night bars, they have been put into private houses whose owners are people from the international community. They, or their friends, use the girls for fun, not trafficking,” says Rees. “I think the IC has recognized good ways to deal with people who are involved in women trafficking. Still, it has to do more about the problem,” concludes Rees.

Oslobodjenje commentary

Oslobodjenje pg. 2 ‘Paravac’ by Mirko Sagolj – the author thinks that Paravac misses no chance to show that he is a great opponent of the country he is heading and loyal follower of Karadzic’s fascist ideas. Sagolj goes on to say that everything that Paravac has done so far was in favor of dividing BiH and eventually ruining it. At the same time he keeps talking about Dayton RS and Great Serb concept. The fact that he has started advocating the abolishing of the BiH lawsuit and that he keeps advocating in favor of another country says it all.

 

Military Affairs

Army reform

CRHB at 15:00 hrs – senior officials of the Permanent Commission on Military Issues, entity ministries of defence and SFOR discussed army reforms at a meeting held in Rajlovac. Special attention was paid to the system of weaponry and equipment of the future army, including the decrease of the locations were they were stored. Commander of the FBiH Army Joint Command, Colonel Atif Dudakovic, said that the actual reform envisages the restructuring of existing armies on the principle of unified concept and doctrine. Dudakovic also said he hoped that by January 2004 it would be possible to establish a joint command at the state level. BHTV at 19:00 hrs by Ratko Kovacevic – ‘New reconstructed military forces have to be compatible to NATO standards’ was the conclusion of the Commission on Military issues in BiH. According to Simon Young, SFOR Vice Commander, a number of sites of equipment storages also have to be reduced. It is expected that the Joint Command of BiH will be established by January 2004. There are still different attitudes on the existence of a single BiH Army. Dudakovic stands up for building of trust and integration as the only way of solving the military issue. FTV at 19:30 hrs by Tomislav Djuric – participants of the meeting raised two main issues concerning the future reconstruction of the military forces in BiH: the introduction of NATO standards and military equipment reduction. CRHB at 15:00 hrs – the FBiH and RS governments will send to the Council of Ministers an initiative to start a new way of tax collection for high-tariff goods as of August 1. RS Prime Minister Dragan Mikerevic stated this on Monday following a meeting with FBiH Prime Minister Ahmet Hadzipasic. Besides the creation of a single economic space, two prime ministers also discussed the issue of refugees and DPs in BiH. BHTV at 19:00 hrs by Marina Boskovic – according Mikerevic, there are numerous possibilities for improving the pay balance and reducing the illegal product flaw. The establishing of a single economic space in BiH and protecting domestic manufacturers are just some of them. “We are not approaching the problem on the regional or entity basics. Instead, we are examining a single industrial concept for the entire BiH,” said Hadzipasic. FTV at 19:30 hrs by Rasim Borcak – new system of tax collection standards will be applied to oil and oil products starting next month, followed by the other high-tariff products. RTRS at 19:30 hrs by Jelena Rajakovic“New tax reforms will improve budget revenues and it will make possible to stimulate export and support agriculture production,” said Hadzipasic. The RS and Fed government delegations yesterday discussed in Sarajevo the establishment of a single economic space, tax collection as well as the process of return. Vecernji List pg. 2 ‘New way of tax collection as of August’ and Dnevni List pg. 1 and 5 – reported on the meeting of entity delegations. Blic pg. 6 ‘Against grey economy’ – Mikerevic said this would be a good way to curb the grey economy. Hadzipasic said that merging of a single economic space in BiH will result in a higher level of budget filling, thus satisfying the key tasks of the entity governments, such as trade balance lowering, financial discipline, stimulating export companies and resolving of social issues. Third GSM

Dnevni List pg. 3 ‘Eronet has been functioning for seven years although it does not have a license’ – asked when the final decision on the third GSM operator will be passed and whether it would be the Mostar ‘Eronet’, BiH Minister of Traffic and Communications, Branko Dokic, stated that the third GSM license should be issued by the end of this year. Dokic added that the problem was even more complicated because Eronet had been functioning for six or seven years and it had its subscribers although it did not have all necessary licenses as the BiH Telekom and Telekom Srpske had. Dokic also said that the Ministry should give certain period of time to ‘Eronet’ to meet all necessary conditions and if it did not make it, its work should be banned and the third GSM license should be given through tender to some other operator in whose work ‘Eronet’ would be incorporated. Avaz pg. 4 ‘Eronet should be given a chance to meet all necessary conditions’ – he said that the process stalled at evaluating the value of the third GSM license. He said the move had to be made by the CoM and the question is whether 21 million KM is the real value.

PDP on Shearer’s decision

Nezavisne Novine pg. 6  ‘Shearer’s decision is a precedent’, Glas Srpske pg. 2 ‘Shearer ignores the rest of the world – the PDP assessed that the decision of the High Representative’s Broadcasting Agent, John Shearer, represents a precedent in the modern world judicial practice and a historic precedent as well. According to the PDP, Shearer’s decision may cause serious political, judicial and economic consequences as it abolishes the editorial and institutional independence of public broadcasters. An ordinary clerk, even if his name is John Shearer, behaves like supreme judicial authority, showing no respect for the Constitution, laws passed in legal procedure, or laws imposed by the High Representative and adopted by the Republika Srpska National Assembly and BiH Parliament’. Dokic on PBS decision

Vecernji List pg. 2 ‘Criticism of decision on the PBS’ BiH Minister of Traffic and Communications, Branko Dokic, believes that the forming of the Central Public Broadcasting Service Steering Board can have very negative consequences and that it will not resolve financial problems of the entity RTV broadcasters and PBS.

RS property issues

CRHB at 15:00 hrs – the RS Ministry for Refugees and DPs warned all temporary occupants of properties, which did not belong to them and were claimed by previous owners to vacate them within 15 days after receiving instruction from the Ministry. Otherwise, the Ministry said that in accordance with the Property Laws it would file charges against all those who did not follow this instruction within the given deadline.

Seminar on criminal procedures

CRHB at 15:00 hrs – the US Justice Ministry, US Foreign Affairs Ministry and the European Union organized a seminar on criminal procedures for prosecutors, judges and police investigators from cantons, entities and Brcko District. The seminar started on Monday and will last till 12 July in Sarajevo.

Dnevni List pg. 6 ‘Balija, ustasha and chetnik should be expelled from life’ by Slavko Kukic – an editorial which, among the other things, welcomes the fact that language of hatred and inflammatory terms was deleted from BiH textbooks, unfortunately thanks to the OSCE and not BiH citizens. The author also mentions the language of hatred, which has been used by Mostar Mufti recently and by one ‘respectable’ Mostar Franciscan priest before and Kukic says that there is no difference between the two of them. Kukic also notes that now the language of hatred can be heard often at all levels in BiH thanks to ‘reform’ forces that have come in power again. The author concludes that there will be no prosperity for this country until ‘balije’, ‘ustashe’ and chetniks’ are deleted from every day life.
