RS finds 15 kilos of explosive in Potocari

 

 

BH Radio1, RTRS – RS police has blocked the area of Potocari near Srebrenica, where explosive was found this morning. RS MoI is engaged in extensive search of the field according to initial estimates, the explosive was placed there recently.

RHB – Head of the SrebrenicaMunicipality Abdurahman Mlakic confirmed that the RS police is searching the Memorial Centre Potocari.

Pejic: Police on trial of suspect[s] in case of planting explosive in Potocari

 

RTRS radio at 12.00 – Radovan Pejic, Spokesperson of the RS Police Director, confirmed in a statement to RTRS that police is on trail of person(s) suspected of having placed 15 kg explosive at Potocari. He also said: “RS police received a useful piece of information last night, that explosive was planted in the area of Potocari. RS police, in line with stipulated procedures in such situations, immediately sealed the wide area, vacated the Memorial Centre in order not to place anybody’s life in danger. As soon as conditions were met, RS police has commenced with extensive search of the complex and found explosive at two locations. RS MoI experts and counter-diversion team are on the scene. Explosive has already been removed from any location… The extensive search of Potocari Memorial Centre is still ongoing. The entire facility will be placed under police control. Police Minister ordered that additional police teams be deployed at this location, traffic controls will increase. It was also ordered that canine units are deployed in Potocari area in order to ensure diversion protection…What needs to be added is that we have established cooperation with F BiH and Cantonal MoI’s and other security structures. Hence, extensive search aimed at identifying persons responsible for placement of explosive is ongoing in order to bring them before justice.” SRNA – Pejic added that the explosive was hidden inside the manhole ready to be activated.  

EUFOR received info on explosive, forwarded it to RS MoI, EUPM

RTRS – EUFOR spokesperson, Brigit Rose, stated that EUFOR received the information about explosives at Potocari last night and immediately forwarded it to the RS MoI and EUPM. She also confirmed that RS police did find something at the location concerned, noting that special canine units were deployed.

SRNA – EUPM representatives are on the field in Potocari attending the investigation related to the explosive found in Potocari, stated EUPM spokeswoman Zinaida Ilarija.

The Pale Police Station on June 30 presented the CountyProsecutor’s office in Eastern Sarajevo with a criminal report against 41 identified or partially identified persons who are suspected of having committed a series of crimes against Serbs in the Central Prison in Sarajevo, RS Police Director Radovan Pejic announced on Monday. FTV – Pejic said that five Serb civilians were killed in Dretelj Concentration camp, while four other died after being released as a result of torturing. “It has been irrefutably established that 191 Serb civilians were prisoners in Dretelj Concentration camp, including 71 women,” concluded Pejic. ATV on RS MoI charges against Mehmedovic, Pejakovic, etc ; Mehmedovic/Pejakovic strongly deny accusations

 

Hayat prepared by ATV– According to ATV, the RS MoI has submitted Prosecution Office in Doboj a criminal report against Semsudin Mehmedovic, former war time Police Chief in Tesanj, now SDA delegate in BiH Parliament. Mehmedovic has been accused of crimes against humanity and war crime against civilians. Spokesperson of RS Police Director, Radovan Pejic said that Serb civilians have been illegally imprisoned by Mehmedovic’s order. According to the report, almost all Serbs from Tesanj have passed trough these prisons and stresses that Mehmedovic has even brought Mujahedins to torture prisoners. In a statement for ATV, Mehmedovic has denied all these allegations, stressing that civilians were imprisoned, but that this was not done by police forces. As for Dretelj concentration camp, ATV founds out that one of the accused is ICTY indictee Vinko Martinovic – Stela, serving 18 years in prison for crimes against Bosniaks in Mostar. RS MoI has also continued the investigation on crimes against Serb civilians in Sarajevo. 42 persons, among which are Ismet Bajramovic- Celo and famous actor Josip Pejakovic, have been indicted for several crimes, among which is the crime against humanity, and these indictments refer to imprisoning, torturing and murdering in Central Prison in Sarajevo. RS MoI still waits for responds on priory submitted reports, and it is interesting that not even one District or State Prosecution hasn’t confirmed or rejected indictments. Nezavisne Novine pg 5 ‘Pejakovic threatens with counter-espionage, Mehmedovic denies claims’ by R.C. – Apart from carrying statement of Semsudin Mehmedovic, daily also carries comment by Josip Pejakovic, alterantive high representative and eminent Sarajevo actor, who said that “a half of RS may come under the hammer for the slander against him”, adding: “You have asked for war, you will get it.”

Hayat, Oslobodjenje pg 10 ‘BY Thursday, results’ – Director of RS Office for Missing Persons, Milan Bogdanic confirmed that the Office has continued examination of the field Dariva in Sarajevo, where according to some information, is located the mass-grave of Sarajevo’s Serbs. 

DA: BBC published information about Karadzic’s whereabouts 15 days late

 

Dnevni Avaz pg 11 ‘TV outlet BBC was late with information 15 days’ by C.A. – According to a well-informed DA source, the information published 2 days ago by BBC according to which ICTY fugitive Radovan Karadzic is hiding in Montenegro is correct, however, it is 15 days late. The source added that at the moment when the aforementioned information was published Karadzic was out of Montenegro . The source believes that the information was published on purpose in order to mislead the investigation of the police and secret services on Montenegro , while Karadzic and his aids were moving to another location.

SCG official: Mladic before the justice ASAP

 

FTV, RTRS – Foreign Affairs Advisor to the Serbian Prime Minister, Vladeta Jankovic, stated that there is no doubt that Ratko Mladic will be brought before the justice soon. Asked if Vojislav Kostunica, in his former capacity as the SCG President, was responsible for the fact that Yugoslav Army protected Mladic until 2002, Jankovic said that president of the state surely did not give orders to protect war criminal. He also commented Boris Tadic’s attendance at the 11 July Srebrenica commemoration as being positive for Serbia.

BHT1 on mujahedins in BiH and war crimes

 

BHT 1 report by Boris Grubesic – According to BHT reporter, BiH Prosecutor’s Office is about to discover important information about the war crimes committed by the members of the El-Mudzahid Unit in Central Bosnia. BHT 1 estimates the importance of disclosure of such evidences as no foreign mercenaries or volunteers [except in the case of Abduladhim Maktouf] have been processed for the war crimes committed in BiH. Although there is no accurate information about the number of foreign volunteers who participated in the war in BiH on all three sides, most analysts agree that they fought for adventurous or criminal motives. The member of Al-Qaeda, who had BiH citizenship, was killed in Saudi Arabia; volunteers from Serbia and Russia fought on the Bosnian Serbs’ side during the war in BiH, and volunteers from foreign countries also fought on Bosnian Croats’ side. “When it comes to so-called volunteers, there is no willingness on the Entity level to fight with “their” volunteers, to bring them to justice”, said Muhamed Dzemidzic, member of BiH Helsinki Committee.

Becirovic carries in the first part of its feuilleton that during the last months the Federation of BiH policemen and people from the BiH Defence Ministry were carefully watching a videotape on which capturing of 13 BiH Army members was recorded in Mostar on May 10, 1993. The goal of this action is to identify HVO soldiers who appeared on the videotape and talk to them in order to find out what was the destiny of 13 BiH Army soldiers who were captured that day (in so-called Vranica building) and then disappeared without a trace. The article says that, among the others, the videotape shows HVO General Dragan Curcic, who allegedly was a Commander of the attack on Vranica building. Curcic is one of the suspects in the Croat self-rule case. In order to help resolving of the case Osl. journalists distributed 6 copies of the video tape to Mostarians who might know something about this case. The article says that the results of this action were not satisfactory.

PINK by Milka Mrdja – The spokesperson for the RS Police Director, Radovan Pejic, stated at the press conference that the RS Ministry of Interior engage enough police, equipment and helicopters to provide a safe environment for the attendees of the Srebrenica commemoration, including the ‘March of Death’ which will last three days before the ceremony. RS Govt approves 180.00 KM for commemoration

 

BHT 1, FTV, Dnevni Avaz pg 9 ‘RS Government approves 180.00 KM’ by Fena, Nezavisne Novine pg 5 ‘BAM 180 thousand for Potocari commemoration’ by Agencies  – The RS Government approved 180.000 KM for organizing the Srebrenica commemoration in July 11 in Potocari, spokesperson for the RS Government Cvijeta Kovacevic told FENA on Monday. She confirmed that the Government would at its next session appoint a delegation that would represent it at ceremony.

610 victims be buried on 11 July

The transport of coffins is planned for July 9. 1.327 victims from Srebrenica have been buried in the Memorial Centre Potocari so far.

Exhumation of mass grave in Srebrenica starts

 

BHT1, Hayat, Oslobodjenje pg 6 ‘Preparations for exhumations’, Dnevni Avaz pg 8 ‘Big mass grave in Srebrenica to be exhumed’ by E.H. – Expert teams for exhumations consisting of FBiH Missing Persons Commission, International Missing Persons Commission and Tuzla Prosecution have launched preparations to open another mass grave in Srebrenica Municipality, stated the spokesperson for Tuzla Cantonal Prosecutor’s Office, Jasna Subotic. She added that this mass grave contains is believed to contain remains of Bosniaks killed in Srebrenica in July 1995. She added that the team will not reveal the location yet, and adds that the mass grave is about 15 meters long and 3 metres wide and there are possibly hundreds of body remains inside.

DA: Belgrade : Threatening messages appeared on posters dedicated to Srebrenica crime

The author of the posters Tarik Smaarah stated that photos of all destroyed posters would be published and new posters would be placed on the same locations.

FTV, Oslobodjenje pg 3 ‘Karadzic is protected by Serb Orthodox Church’ – UK-based daily ‘Independent’ published the editorial on 4 July which reads that Serbia must not have illusions of joining ‘brotherhood of civilized countries’ as long as it “protects” those responsible for war crimes. “We are about to mark the 10th anniversary of Srebrenica massacre, and some of the most notorious people from BiH war are still at large,” reads Independent. It points to recent speculations that Ratko Mladic is hiding in Serbia, and Radovan Karadzic being in Montenegro . Oslobodjenje concludes saying that Independent suggests Karadzic is under protection of the Serb Orthodox Church.

According to the article, to carry out the most notorious massacre of the Bosnian war, the organizers devised an elaborate ruse. They stole the blue helmets and white vehicles of UN peacekeepers so they could trick and capture their victims. They blocked access roads to keep away outsiders like Red Cross workers and journalists.”

Nezavisne Novine pg 5 ‘There was no genocide against Serbs’ by N.N. – In a statement to Montenegrin papers, Abdurahman Malkic, Srebrenica Municipal Head, said that there were crimes committed against Serbs in this city, but not genocide, adding: “Crimes were committed against civilians of Serb nationality during the war also, but those did not have a character of genocide. Those were separate crimes with no character of systematic and planned killing and destruction. Unlike them, crimes against Bosniaks have a character of genocide, which was run by state authorities of Yugoslavia and RS.” Commenting on this upcoming meeting with Boris Tadic, Serbian President, Malkic noted: “The fact Serbia failed to vote on Srebrenica Resolution speaks enough of Serbia as a state, which is not prepared to face with its past.”

R. – According to the Vice President of Association ‘Movement Mothers of enclaves of Srebrenica and Zepa’, Kada Hotic, many associations from Srebrenica are against the announced arrival of the Serbian President Boris Tadic to the forthcoming Srebrenica commemoration. She says that her association does not pay any significance to the arrival of Tadic, saying that everyone who wants to sincerely pay respect to the victims is welcome. Oslobodjenje reports that members of the Association met with the High Representative, Paddy Ashdown, on Monday, and according to Hotic, HR Ashdown wanted to know their position regarding the arrival of Tadic.

Dnevni Avaz pg 3 ‘It is possible that two new ministries will be introduced’, mentioned on cover ‘Halilovic: Two new ministries should be introduced’ by A. Basic – The third round of the meeting between leaders of the ruling parties to resolve the current crisis in the BiH Council of Ministers (CoM) failed in reaching any agreement that would overcome the crisis. BiH CoM Chair Adnan Terzic, who was supposed to offer the solution to this crisis, did not attend this meeting. “We intend to solve the crisis, and not to further complicate it. We have talked about meeting the conditions for launching negotiations with on Stabilisation and Accession Agreement. That is our priority. We will meet again in Thursday and than we will be more concrete,” stated SDS leader, Dragan Cavic. Asked about Terzic’s proposal to propose the non-party experts to fill in the vacant ministerial positions in CoM, Cavic said SDS will not support such solution: “I don’t think that would be wise, as CoM agenda do not include technical but political issues.” SBiH leader, Safet Halilovic, told press that Terzic is expect to offer solution to the crisis. Halilovic adds that the meeting also discuss possibility to establish new ministries: “CoM reshuffle is possible, but in which way I don’t know. There is also possibility to introduce Agriculture Ministry and Ministry of Health.” After the meeting, BiH Foreign Minister in resignation Mladen Ivanic repeated his-well known position: “Terzic has three options: firstly– to withdraw his decision, secondly – to appoint two new ministers he’s been talking about for three or four weeks, and third option is for him to resign from his post if he is not able to implement his own decision.” Terzic on the other hand told press on Monday that he has already offered solutions regarding the CoM at the last week’s meeting and that it is up to the political parties to reach a final agreement, reports Srna. He also confirmed he visited Doboj on Sunday and had a coffee with RS Prime Minister, Pero Bukejlovic.

Dnevni Avaz pg 2 ‘Terzic visits Zagreb today’ – The Chair of the BiH Council of Ministers, Adnan Terzic, pays one-day visit to Zagreb today, together with Deputy Justice Minister Niko Grubesic and Brcko Mayor Mirsad Djapo. BiH CoM also accepted the Framework general agreement on transfer of property rights between former entity intelligence agencies and the OSA, according to which OSA would claim ownership over movable properties of the former entity intelligence services, such as cars, equipment and archives. BiH CoM also discussed the issue of organizing of census in BiH, and according to Colak, BiH does indeed need a census, however at this moment there are no pre-requisites to organize it since the return process has not been fully completed.

L., Nezavisne Novine pg 4 ‘Police reform must be solved by middle September’ by SRNA, EuroBlic RSpg 2 ‘Ney: Police reform by middle September’ by M.S.SDHR, Martin Ney visited Banja Luka on Monday where he discussed the issue of police reform with RS PM Pero Bukejlovic. He stated that EU commission is anxious to negotiate on Stabilisation and Association Agreement concerning BIH before the 10th anniversary of Dayton Agreement. He warned RS to change their attitude toward the police reform and to open the negotiations if they want BIH to be admitted to EU. SDHR Ney stressed that if BiH wants to continue its European path, it has to solve the issue of police reform until middle September, adding that Banja Luka has to decide whether it wants to continue negotiations and accept three European principles. SDHR Ney also stressed that Europe is impatient when it comes to reforms and has a great wish to see the Stabilization and Association Agreement signed before the 10th Anniversary of DPA. Rycroft urges reforms in police, education and PBS

D. – British Ambassador to BiH, Mathew Rycroft held a press-conference in a tram, painted in the logo to mark of UK takeover of Chairing EU. Ambassador Rycroft stressed that Britain is prepared to help BiH on its European path, but that all responsibility lies upon BiH authorities, emphasising that priorities are reforms of police, education and PBS. “One of things that we can do is to explain what it means to get closer to the EU. I hope that leaders in this country, especially in RS will bring decisions that will get BiH closer to the EU, but at the end those are their decisions- they have to bring them”- said Ambassador Rycroft.

DL slams Ashdown over statement that Terzic is best PM

 

Dnevni List, pg 2 ‘Paddy’s choice’, by Ivica Glibusic – Carries an op-ed in which the author slams the High Representative, Paddy Ashdown’s, statement that Adnan Terzic is the best Prime Minister BiH has had to date. Glibusic says that effects of reforms that have been carried out under Terzic are that more young people are leaving BiH, that unemployment is rising and that country is in bigger debts. According to the author the only thing the BiH CoM has been doing is preparing laws, which have not been applied on the ground.

DL: Covic used to declare himself as Yugoslav

Farmers continue prostest in front of CoM building; OHR says they are right to demand Agriculture Ministry at state level 

 

RHB, PINK, BHT1, FTV, Dnevni Avaz pg 10 ‘Bakic announced lawsuit against Banjanovic’ by Fena, Dnevni List, pg 7 ‘Tons of cucumbers and tomatoes in front of Government doors’, by Nermin Bise – Representatives of the BiH Association of Farmers protesting outside the building of Joint Institutions in Sarajevo for the tenth day again stated they would not move until all their demands are met. “We have no other option. The fact that we received support from the OHR’s Economic Department and the today’s arrival of several dozen farmers from across BiH to support us shows that domestic farmers are right”, BiH Association of Farmers President Ranko Bakic said. He said that no one from the authorities has approached them so far. On Monday protesters also read an open letter to SDP President Zlatko Lagumdzija demanding him to publicly distance himself from statements made by a member of this party, Fadil Banjanovic. BiH farmers stressed that Banjanovic has made repeated statements to the media undermining the position of farmers and the Association, and also insulting them thus the Association will file a lawsuit against Banjanovic for slander and insult. S. – Inset entitled ‘Support from OHR’ reports that the farmers received the support from the OHR on Monday. In a letter addressed to the Association of Farmers, the Chief of OHR’s Economic Department, Patrice Dreiski, states that a lack of state institution for issues related to agriculture is a key problem for farmers.

Lijanovici case update: Court decides no legal ground for Simiunovics detention

 

FTV, Oslobodjenje pg 11 ‘Head of ‘Lijanovici’ legal department remains at large’ A.N., Nezavisne Novine pg 4 ‘The Simunovic’ at large’ by A.Durmo  – The BiH Court have decided that there is no legal ground for Zdenka and Ljubo Simunovic to be held in one-month detention. They are both workers of the Lijanovici company, and they were arrested seven days ago, when the FBiH police and EUFOR raided the offices of Lijanovici company in Siroki Brijeg. The 2 of them have been suspected of illegal possession of weapon and organized crime.

No inventory of the property BiH inherited from R BiH or SR BiH

 

Nezavisne Novine pg 2, announced on cover ‘Debts and property of BiH undetermined’ by R.Cengic – Daily notes there is no official list of property that does not fall under succession property and which BiH has inherited from R BiH or SR BiH, neither is there list of property BiH had at the time of independence acquisition or signing of the peace agreement. Selim Beslagic, SDP of BiH delegate at the BiH Parliamentary Assembly, says: “On several occasions, the opposition has demanded inventory of the property and cash at bank accounts be prepared. However, we still do not have even list of loans and donations.”  

FBiH Tax Administration in disarray

Dnevni List, pg 4 ‘Disarray in Federation Tax Administration’, by Mensud Zorlak, Dnevni Avaz pg 8 ‘Important investigation will be brought into question because of personnel leaving’ by M. Kukan – FBiH Tax Administration (FBiH TA) is in disarray after as many as 132 FBiH TA’s officials have got jobs with the Indirect Tax Authority. The FBiH TA Director, Midhat Arifovic, explains that this situation suits people/companies that evade taxes since many inspectors, who were in charge of investigations into business operations of big taxpayers, have left the FBIH TA. DL also notes that the law prevents the FBiH TA from hiring new people.

Prlic and Robinson to meet in next few days

Dnevni List, pg 8 ‘HT has no ground for payment’, by Marko Karacic – According to the HT Mostar (Croat telecommunications) CEO, Stipe Prlic, he and the Provisional Administrator for ‘Hercegovacka Bank’, Toby Robinson, will be meeting in the next few days in order to overcome the situation, which was caused by the Provisional Administration’s request that the HT’s bank accounts be frozen. Prlic explains that the HT Mostar is prepared to honour its obligations when it receives proper court orders.

Nezavisne Novine pg 2 ‘The way in which Al Shammary obtained the citizenship of BiH remains unknown’ by D.Mu.–  The BiH Ministry of Civil Affairs is still unable to specify the way in which Zaid Saad Al Shammary, a person believed to be Al Qaida’s man No. 3 in Saudi Arabia, obtained the citizenship of BiH [Note: Glas Srpske published on 4 July that a source close to CoM claims that a number of most-wanted terrorist suspects have BiH citizenship, including Al Shammary; for details, see BiH Media Round up for 4 July]. Al Shammary was allegedly entered in the BiH’s registry of citizens in the Herzegovina-Neretva Canon but this Canton’s MoI does not have any information in that regard.  Glas Srpske pg 5 ‘Via Split to Jihad’ – GS claims that its sources have information that Al Hayari, Al Qaida leader in Saudi Arabia killed two days ago, had two BiH passports, one of which obtained in 1995 and the second one 4 years later. He arrived in BiH through the Croatian port of Split, the route that other mujaheedens had used, too.  Darko Trifunovic, expert for terrorism, says: “Claiming that Al-Hayari did not have a new BiH passport and ID card, the institutions in charge (BiH Ministry of Civil Affairs) is only trying to trick local and international public. The key issue is why citizenship was not taken away from that man.”

DL on issuing of BiH citizenships to foreign nationals

 

Dnevni List, pg 8 ‘Unknown number of people with BiH citizenships’, by D. Kozina – Regarding the issuance of BiH citizenship to foreign nationals during and after the war, DL reminds that a commission whose task is to deal with those citizenships issued to foreign nationals was appointed 5 years ago. The Chair of Commission, Miodrag Pandurevic, did not want to reveal to DL how many cases the commission has come across. Furthermore, he stresses that the commission had sent the (BiH) Parliament in 2002 a request, asking the Parliament to provide the legal interpretation of the Law on citizenship of Republic of BiH , according to which foreign nationals, who served in the military in BiH, could get the BiH citizenship. The commission also asked whether this provision had been annulled by the DPA. Finally, Pandurevic says the Parliament declared itself incompetent for the issue, and the Parliament said the OHR should interpret the law. OHR is yet to declare itself.

Radovanovic: To abolish entity MoD by September?

 

Oslobodjenje pg 11, mentioned on cover ‘Entity Ministries to be abolished by September’ by A. Prlenda carries an interview with BiH Defence Minister Nikola Radovanovic, who said that the Defence Reform Commission would submit the report with legal solutions for abolishment of entity Defence Ministries to the High Representative on July 18. Radovanovic explains that in this way before summer holidays the parliamentary procedure would be launched and conditions to approve the proposals in September would be created. According to Radovanovic, this is about solutions of the Law on BiH defense for abolishment of the entity Ministries, single budget, creating of the professional BiH Army etc.

SD: BiH CoM to confront IC over police certification process

 

Slobodna Dalmacija, pg 16 ‘Police officers to be checked one more time?’, by Zlatko Tulic – Commenting on the decision of the BiH Parliament to task the BiH Council of Ministers that is to form a mixed commission that is to carry out an audit of process of certification of police officers, SD reckons that the BiH CoM is in troubles, firstly because it has to take a decision as to who is to perform the job and secondly it is bound to be in confrontation with the IC given the IC’s position that the UN’s decisions are final, as previously demonstrated by the OHR. However, SD argues that the audit is indeed necessary as proven in the recent arrests of RS police officers, who had received IPTF’s certificates despite committing war crimes.

VL interview: FBiH Defence Minister Nikolic on financial issues, abolishment of entity MODs

 

Vecernji List, pg 4, mentioned on front ‘There will be no big redundancies’, by Misijana Brkic-Milinkovic – Carries an interview with the FBIH Defence Minister, Miroslav Nikolic, in which he mostly focuses on financial troubles the FBiH MoD is in, given that the FBiH MoD owes the soldiers two salaries from the year 2001. Nikolic says that the debt related to the unpaid salaries amounts to some 32 million KMs, without the interest rate. On top of this, he says there are more claims against the FBIH MoD related to various disputable decisions, war reparations, lawsuits by contractors etc. Furthermore, Minister Nikolic agrees with the BiH Defence Minister Nikola Radovanovic that the entity MoDs should be abolished, however Nikolic reckons the merger will be a difficult one. Finally, Nikolic believes there will be no drastic redundancies in the FBiH Army and FBiH MoD since some report mention figures as high as 10000 redundancies.

SD says it is scandal nobody is going to be responsible for ‘Pogorelica’ case
