Agreed Statement

On the first anniversary of the signing of the General Framework Agreement, Bosniac and Croat representatives of the Federation of Bosnia and Herzegovina have agreed to the following measures which are intended to give new impetus to the strengthening of the Federation within a democratic Bosnia and Herzegovina:
  1. The Prime Minister and Cabinet will be nominated and submitted for approval by the House of Representatives of the Federation at its Wednesday, December 18 session. The nominations for the President of the Federation will be agreed at the following session. The nominations for the President and Vice President of the Federation will be agreed at the following session of the House of Representatives of the Federation.
  2. The Constitutions of the Neretva and Central Bosnia Cantons should be equal in their arrangement. Consequently, proposed Article 8A of the draft Neretva Constitution is to be deleted, at this issue is regulated by the Federation Constitution. The Neretva Cantonal Assembly should pass the Constitution during the week of December 16-20, 1996.
  3. Legislation on internal affairs will be submitted to the Sarajevo, Neretva, and Central Bosnia Cantonal Assemblies during the week of December 16-20, 1996, for approval by the Assemblies for following week. Legislation on internal affairs will be submitted for passage in all other cantons by January 31, 1997.

    As soon as the Sarajevo, Neretva, and Central Bosnia Cantonal Assemblies approve the legislation for their respective cantons, the IPTF and cantonal police authorities will work together to establish immediately ethnically balanced cantonal police forces, as provided for in Article V.3.10 of the Federation Constitution, including a unified structure and a common uniform, and as agreed with IPTF concerning the Sarajevo canton.

  4. By December 31, 1996, all cantonal governments shall be formed and shall have assumed their function.
  5. The Federation Assembly, at its Wednesday, December 18 session, should consider for passage the wage tax and finance-related legislation that defines revenue allocation between Federation, the cantons and the municipalities, and should urgently propose the Law on Corporate Tax.
  6. By January 31, four Ministries (Commerce; Transport and Communications; Mining and Industry; Education, Science, Culture and Sport) will be relocated to Mostar, and appropriate housing for their employees will be located. Similarly, appropriate housing for Federation officials and employees in Sarajevo will be located.
