Sarajevo, 18 August 1999 The final version of the Annex to the Brcko Award was issued today, marking an end to nearly four years of arbitration over this most difficult of issues. The High Representative considers the Final Award, issued in March, and now the final version of the Annex, to be both balanced and just.

On Saturday, 26th June 1999, Brcko Supervisor Robert W. Farrand, issued a Supplementary Order on privatization, following his previous order of December 4, 1997. The Supplementary Order extends the prohibition against privatization without previous approval by the Supervisor to the Federation part of the Brcko pre-war Opstina.

Brcko, 4 June 1999 Brcko Supervisor and Deputy High Representative, Robert W. Farrand, and United States Regional Commercial Officer, Patrick Hughes, signed today an agreement to initiate a feasibility study of the Brcko port. This agreement constitutes the first step in the tender process for contracting a U.S firm to conduct the study.

The Office of the High Representative understands the Federation comments on the Annex of the Brcko final Award are now in the public domain for reasons unknown. The High Representative and the Supervisor have no connection whatsoever with the comments of the Federation.

During demonstrations held in Brcko on Sunday, March 28th, a crowd gathered outside the OHR North building and inflicted minor damage on it by throwing rocks and stones. Sarajevo, 11 March 1999 Tomorrow, the High Representative Carlos Westendorp and Brcko Supervisor Bill Farrand will meet with the RS National Assembly Expert Commission on Brcko. The High Representative warmly welcomes this early invitation from the Commission to discuss their views.

Sarajevo, 8 March 1999 Dismissal of President Poplasen The High Representative notes the opinion of the National Assembly of Republika Srpska regarding the dismissal of Mr. Poplasen. However, Mr. Poplasen's removal was final and irrevocable. He is no longer president of Republika Srpska.

The OHR would wish to underline what the High Representative said at his press conference yesterday by stressing the following points: Firstly, all parties agreed at Dayton that Brcko would be subject to independent arbitration. They agreed that the arbitration award would be final and binding, and to implement it without delay.

Yesterday, 3rd of December 1998, Brcko Supervisor Robert W. Farrand issued an Order suspending from office Mr. Franjo Cancarevic, councillor of the Ravne-Brcko Municipal Council. Mr. Cancarevic is barred from all elected or administrative positions in the pre-war Brcko Opstina for a period of twelve months.
