| BHT 1 by Mirela Cosic – While PDP officials have not yet decided on their stance regarding the 1 February session of the Council of Ministers, the Chairman Adnan Terzic has stated that all Ministers failing to attend the session will be relived of a duty. SDA Secretary General, Sefik Dizdarevic, stated that failure to attend the CoM session would be a breach of the BIH Constitution and the Dayton Agreement. He hopes that all Ministers are aware of this fact. SDS expects PDP Ministers to attend the sessions, and its official, Bosko Siljegovic, reiterated that SDS Ministers will not attend CoM session without PDP ministers. SNSD believes that participation of PDP Ministers in the CoM session would mean that there was no crisis at all. |

At a press conference in Banja Luka, Spiric asked who needed the BiH CoM not to function for two months, and responded that there is clearly a split between SDS and PDP because the issue is who will be the master of processes in the RS and on behalf of Serbs in the CoM – Dragan Cavic or Mladen Ivanic. Commenting on the RS Government, Spiric said: “This crisis has been used as a strong or last attack of SDS on what is called state or public property.” |

Velimir Sakan, President of RS NA Board for surveillance over the work of defence and internal affairs, is of the view that “at the moment he reached decision on establishment of Police Reform Commission, Paddy Ashdownsaid he would not impose solutions. It remains to be seen whether he would keep the promise…It is also clear that the stances of RS have not been respected. However, it raises greater concern that we have not – as yet – received final version of the concept [PRC Chair] Wilfren Martens has handed to Paddy Ashdown and Adnan Terzic.” Gostimir Popovic, military and political analysts, believes that Ashdown is again involved in matters not falling under his jurisdiction in an attempt to debilitate RS. Sinanovic – Reports that the OHR prepared the working material for the Law on internal affairs of FBiH, which was harmonized for final adoption by the Senior Steering Board of the FBiH Government, which was led by the FBiH Interior Minister, Mevludin Halilovic. After the law was discussed by the FBiH Government and subsequently sent to the parliamentary procedure, the FBiH Government received a letter from the OHR, in which the OHR noted that the law differs from the original material. We talked to Minister Halilovic, who gave us arguments and assurances that changes, about which there were no talks before, occurred after his meeting with the Senior Steering Board”. | CoM to discuss the draft Law on public broadcasting system
| BHT 1 by Tomislav Djuric – The BiH Council of Ministers should discuss the new proposal Law on public RTV system at the session scheduled for 1 February. Previous draft law was rejected by the BiH Parliament, and the new one includes some of the suggestions submitted by the parliamentarian representatives. The Law should regulate the future structure of the public broadcasting service. BIH Minister for Transport and Communications, Branko Dokic, stated that all details have already been agreed on, and he hopes that CoM will adopt the proposal and forward it to the parliamentary procedure. However, the HDZ insists for the protection of the vital national interests. Deputy Speaker of the BiH House of Peoples, Velimir Jukic says: “We believe that the best solution is to ensure broadcasting of programs in Croatian language within BHT system.” SDA representative at BIH House of Representatives Mirsad Ceman stated that SDA can’t accept the concept of ethnic TV channels within public RTV system. According to new proposal law, public RTV system would have two entity channels and one at the state level. Reform of public RTV system is one of the preconditions the country needs to meet, in accordance with the Feasibility Study. Minister Dokic believes that BIH Parliament will discuss the law in urgent procedure. |

| OHR: legislative and administrative environment for privatization still dissatisfactory

A. – The Economic Department of the OHR is of opinion that the legislative and administrative environment for privatization (presumably in BiH) is still dissatisfactory. The OHR is especially worried with the fact that the FBiH Government has not still started a procedure regarding the appointment of the Director and Deputy Director of FBiH Privatization Agency, since the current Director Resad Zutic’s mandate will expire in spring 2005. The OHR is also not happy with the FBiH Government because of adoption of several controversial changes and amendments to laws in the area of privatization of companies. According to the OHR’s economic analysis, the detrimental amendments are opening a possibility that audits can be launched in already privatized companies, “which creates enormous legal insecurity”, thus averting potential investors. |

| Coric, Maric on funding of City of | Nezavisne Novine, pg 5 ‘Mostar without money of two Elektroprivredas’, by V. Coric – Carries the President of Mostar City Council, Murat Coric, as commenting to the issue of payment of monthly compensations to the City of Mostar by the two Elektroprivredas (BiH and Herceg-Bosna) since the Elektroprivredas are obliged to pay the compensations (670.000 KM) until May 1, 2005. Coric says: “Unfortunately, the decision is no longer in the jurisdiction of the City Council, but in the jurisdiction of the OHR. I believe it (OHR) will have the understanding this time too and extend the obligation for one more year”. On the other hand, the Elektroprivredas expect the High Representative to rule in their favour. The CEO of Elektroprivreda of Herceg-Bosna, Vlado Maric, says the company will respect the OHR’s decision: “If the decision gets extended, we will have to abide by it.
