This is now the third year that I am addressing the UN Security Council as High Representative for Bosnia and Herzegovina. Since my appointment on 27 May 2021, I have submitted to the UN Secretary General and the Security Council six reports on the implementation of the General Framework Agreement for Peace in Bosnia and Herzegovina.

Almost three decades have passed since the signing of the Dayton Peace Agreement. I see encouraging developments in post-conflict Bosnia and Herzegovina, but I also see profound threats to the fundamentals of the Peace Agreement. I am pleased to have the opportunity to report to the UN Security Council about the situation.

The constitutional deadline for the formation of the Federation Government has passed. This means that the election results cannot be fully implemented, even though there are majorities in both chambers of the Federation Parliament to vote on a Government. The lesson of what happened in Srebrenica must never be forgotten. It is that the politics of hatred, the politics of resentment, of fear delivers nothing except misery.

I took note of the long overdue decision taken yesterday by the BiH Council of Ministers which seemed to be a step in the right direction. After reviewing it, I have seen that it was good, but not good enough.

It is an honor to address this distinguished body for the first time in my capacity as High Representative, presenting the 61st Report of the High Representative, as it is a good exercise and important to keep the United Nations informed about developments in Bosnia and Herzegovina.
