In September 2003 the Special Auditor uncovered and documented widespread corruption and incompetence among senior managers at BiH Public Companies. The problem was found to be systemic and deeply rooted in a management culture permeated with cronyism and unaccountability. As a result, the profitability and competitiveness of BiH Public Companies has been eroded; these companies have failed to fulfill their role as dynamos for the BiH economy as a whole, and their management style has cast a pall over the business environment. The Entity Prime Ministers publicly committed themselves to a package of laws aimed at cleaning up Public Companies in BiH. In May 2004 the OHR produced and distributed this brochure in support of the authorities’ efforts to have these laws enacted.
