In November 2008, the Steering Board of the Peace Implementation Council urged all authorities in BiH to stop blocking completion of the five objectives and two conditions that the PIC SB set nine months earlier, and reminded them of their obligation to cooperate with the High Representative and his staff as required under Annex 10 of Dayton. Instead, in November 2008, the RS Government filed spurious charges against journalists, NGOs, prosecutors, judges, police officers, and the Principal Deputy High Representative.
A year later, the RS Government has issued another set of spurious and baseless accusations. Instead of completing the 5+2 agenda, the RS has spent more than 10 million KM of its taxpayers’ money on lobbyists and lawyers trying to undermine OHR and prevent it from carrying out its mandate.
OHR underlines that the legal obligations of the Parties under Dayton and the Brcko Final Award will not change, and the RS will eventually have to meet its Dayton obligations one way or another.
