OHR to cooperate with EUPM to investigate Stankovic Escape
The escape from Foca Prison last weekend of Radovan Stankovic continues to be of serious concern to OHR. In the immediate aftermath of Stankovic’s flight there appears to have been a scandalous degree of confusion at all levels regarding what should be done by whom and when.
OHR has asked EUPM to provide investigators that will examine how this event could have happened and monitor the conduct of any disciplinary and criminal proceedings. OHR will also explore the general issue of the execution of criminal sanctions ordered by the Court of Bosnia and Herzegovina.
OHR welcomes the measures that were taken by the RS authorities yesterday, but further measures are needed.
A thorough review of how a person recently convicted for one of the most serious crimes could be allowed to be taken outside of the prison premises without a proper police escort.
The priority now is to make sure that Stankovic is caught, and then to make sure that the organizational and administrative failures that made this fiasco possible are speedily and effectively addressed.
