The 2nd session of the RS NA continued today in Banja Luka. President Poplasen said that the agreed stands of the RS delegation to the Madrid Conference were addressed to the OHR. The RS agrees to implement reconstruction of police which will lead to multi-ethnic police and would result from multi-ethnic population, not vice versa. Chairman of the BiH Presidency, Zivko Radisic, emphasised the significance of the forthcoming Madrid Conference and said that no corrections of the Dayton Agreement will be accepted, regardless of where they come from. Radisic also said that the RS stand should be that authorities of the HR should not be expanded, but that the priority should be enabling of constitutional – legal institutions of the RS and Federation and that international agencies should assist with suggestions. RS PM, Milorad Dodik said that the delegation should insist on passing of final arbitration decision on Brcko. The next continuation of the session is scheduled for December 22nd.

RS President Poplasen, RS PM Dodik, Minister of Internal Affairs, Sredoje Novic, Special Envoy of the UN Secretary General, Elizabeth Rehn, and UN IPTF Commissioner, Richard Monk, today signed a General Framework Agreement on Reconstruction, Reforming and Democratisation of RS Police. The Agreement should also be verified by the RS NA. Poplasen stated that this Agreement provides the structure of the RS police to reflect the principle of citizens’ equality, regardless of nationality, and at the same time respects the autonomy and the position of the RS described in the DA.

Information from Brussels states that NATO Secretary General, Javier Solana, and NATO Commander in Europe, Wesley Clark will visit BiH tomorrow. They will talk with the members of the BiH Presidency, HR, Carlos Westendorp, SFOR Commander, General Montgomery Meigs as well as with other international representatives and political leaders in BiH.

RS Deputy PM, Djuradj Banjac, Minister of Traffic and Communications, Milan Pavic and Minister of Finance, Novak Kondic, today in Banja Luka met with the Delegation of the European Investment Bank from Luxembourg. They discussed the engagement of this Bank in the realisation of projects for reconstruction of the RS, mainly in infrastructure (power supply and environmental protection). The investment of the Bank should amount to ECU 100 millions and the delegation needed to gather information on traffic, transport, power supplying and necessary instruments for the concluding of a contract.

The IMC held a press conference in Sarajevo, stating that all the electronic media in the BiH area needed to submit licence requests by February 28th, 1999. Issuing of licences started today.

The report from the end of today’s continuation of the RS NA 2nd session states that the information on the platform for the RS delegation to the Madrid Conference, presented by President Poplasen, Chairman of BiH Presidency, Radisic and PM Dodik, was accepted by the deputies.
