President Plavsic visited the municipalities of Eastern Herzegovina. She talked with representatives of the municipalities of Bilece and Trebinje about the current problems, refugee accommodation and dissolution of the collective centers.

At the 4th RS NA session held on March 21st, a law on Changing the Law on Customs Policy was made. The RS is now obliged to apply the BiH Law on Customs Tariffs.

An Agreement on US Government financial aid to BiH was signed in SA today. The agreement, which will provide $75 million for the reconstruction of BiH, was signed by the CoM Co-chairmen, Boro Bosic and Haris Silajdzic, US Ambassador to BiH, Richard Kauslarich, and USAID Head of Mission to BiH, Craig Buck.

DHR, Hans Schumacher, was in Bijeljina today. He met with the mayor of Bijeljina and talked about the consequences of further stalling the constituting of municipal authorities.
After a reception in the municipal building, DHR Hanns Schumacher spoke at the public tribune, which was heavily attended, about the present situation regarding civilian implementation of the DA. At the tribune, organised by the Helsinki Committee for Human Rights of the RS, Hanns Schumacher particularly welcomed the change in the general mood in RS, which is being created by the actions of the new Government.
