President of the RS, Nikola Poplasen had a consultative meeting today with Heads of caucuses and representatives of the parliamentary parties at which there were no new proposals for the PM nominee. Poplasen stated after the meeting that he did not find the assistance he expected. During the meeting, the RS President insisted that a compromise solution should be found for election of the new RS Government and the PM nominee which will be supported by the NA majority. Poplasen also said that the composition of the new Government does not have to be proportional to the composition of the NA. President of the SPRS, Zivko Radisic said that the Coalition “Sloga” is not ready to assist President Poplasen in the consultations as they had a very bad experience with the nomination of Brane Miljus. President of the SDS, Dragan Kalinic advocated election of an all-Serb Government which will approximately reflect the electoral results. Head of the KCD BiH, Safet Bico said that this block will decide on the PM nominee only on the basis of the nominee’s expose. Acting President of the SRS, Mirko Blagojevic suggested Poplasen should not nominate the current PM, as the PM nominee should be a neutral, non-party person.

The 43rd session of the RS Government was completed in Banja Luka today. One of the issues discussed was the forthcoming arbitration on the Brcko area. PM Dodik officially opened the RS Government Press Centre by informing the media about the conclusions of the session. Dodik stated that the RS is ready and capable of accepting the responsibility for implementation of the Supplementary Arbitration Decision on controversial part of Brcko IEBL, under the condition that Brcko stays in the RS. The PM said that in that case the Government will issue a Memorandum about all the plans for Brcko, with precise deadlines. He said that the Decision should be final and its realisation should be supervised by the IC. The Government will propose a concept of supervision for five years, with possible extension for five more years. Dodik also informed the press about the detailed plan of his visit to the USA.

PM Dodik met with the Director of the IMF Mission in BiH, Frederic Ansola. They discussed the projects of fiscal policy in the last year and continuation of those activities in the current year.

RS Minister for Refugees and DPs, Miladin Dragicevic attended the meetings of the Commission of Article 11 of the Erdut Agreement, yesterday in Slavonski Brod. Besides the Ambassadors from 22 European countries, the meeting was also attended by Lovre Pejkovic from the Croatian Government’s Office for DPs and Refugees, representatives of Association of Serb Refugees from Krajina and Croatia, representatives of DPs and refugees from Bosanska Posavina, representatives of UNHCR and OHR from their offices in BiH and Croatia. Minister Dragicevic centered his expose on the issue of two-way return between the RS and Republic of Croatia.

International Mediator for the BiH Federation, Christian Schwartz Schilling (in the news he was called “International Mediator for the RS and BiH”) held a press conference in Banja Luka and he spoke about more intensive work on solving the problem of refugees and DPs in BiH.

The RS Ministry of Finance issued a press release today, clarifying the way and mechanism of payment of salaries to the users of RS budget. A decision on this issue was passed by the RS Government at its session yesterday. According to the decision, 50% of the payments will be in dinars and 50% in KMs.
