During a one-day visit to Bijeljina RS President Biljana Plavsic talked with the Head of the General Headquarters of the RS Army, Momir Talic. He informed her about the activities and changes within the General HQ. Together with the members of the General HQ, the RS Minister of Defence, Manojlo Milovanovic, also took part in the talks. After the meeting, the President Plavsic visited the aircraft repair institute, “Orao” (Eagle), and in her address to journalists she expressed her satisfaction with the Institute’s high quality equipment. Afterwards, she also met with the mayor of the Bijeljina municipality, Dragomir Savic, and his closest assistants, and with the Orthodox Bishop of Zvornik and Tuzla Vasilije.

Representatives of the Serbian authorities and Kosovo Albanians reached an agreement in Pristina today on normalisation of the teaching process in parallel Albanian primary and secondary schools and at the Albanian university. This agreement was signed on December 1, 1996 by President Slobodan Milosevic and Albanian leader Ibrahim Rugova. By the implementation of this agreement it is expected that Albanian students will return to the classroom. Since Albanian representatives did not attend the meeting with the Serbian authorities for the seventh time, the latest invitation from the Serbian authorities to hold talks with Rugova and his supporters has been sent and the meeting will be held on Wednesday at 11 o’clock in the usual place. The elections held yesterday in Kosovo failed.

The member of the B&H Presidency from the RS, Momcilo Krajisnik, sent a letter today to the High Representative to B&H, Carlos Westendorp, and SFOR Commander, General Eric Shinseki, in which he expressed his concern about the increasing number of arrested and missing RS citizens on Federation territory, underlining that all those arrested believed in the freedom of movement in both entities. Everything became more complicated after the arrest of Milomir Tepes on March 21, who is now kept in the Central prison in Sarajevo. “Dear gentlemen, we ask you to take the measures necessary to find the missing and to release the arrested”, he stated in his letter.

“Annex 7 of the DPA concerning the return of refugees and displaced persons to their homes is one of the most difficult to implement. Its implementation also depends on financial support in repairing the damaged housing units. The refugees and DP’s must decide for themselves if they would like to return or not to their pre-war homes. The return must be performed in a gradual and orderly manner. Drvar and Grahovo are good examples of the implementation of Annex 7 of the DPA“. These are just a few remarks on the return issue made by the Chairman of the NW RRTF, Nils Kastberg, in his address to journalists in Banja Luka today.
