The OSCE called on all RS citizens who had the right to vote to come out and vote at the forthcoming RS parliamentary elections, and informed the public that the procedures for voting abroad had been reactivated. The International Migration Agency opened its offices in Belgrade, Zagreb and Vienna, in order to provide the possibility of voting in absentia. There will be 79 polling stations in the FRY and 64 in Republic of Croatia. The OSCE emphasised that there would not be a new registration process for the parliamentary elections.

In an addition and amendment of an order passed on August 30th 1997 by Robert Farrand, Supervisor for Brcko, the RS police and customs are forbidden to charge any fees from people crossing the bridge in Brcko on foot or in vehicles, in any direction. The BiH Council of Ministers passed a Law on Customs Policy and Fees which took effect on November 13th, 1997, and which regulates a united policy on customs fees at BiH international border passes. RS and the Federation Governments agreed on a reciprocity system of deposits for traffic of high-value goods. In the event of RS officials not respecting this Law, Farrand said that he would take steps to prevent such discriminatory or illegal activities. This order refers only to charging deposits and customs fees on bridges.

In its pre-electoral activities, the Socialist Party made objections in Banja Luka today about the work of the state media, because there is allegedly no impartiality or equal approach to all the parties. The Socialists, the Serb Peasant Party, the Serb Patriotic Party, the Democratic Party, in their press releases condemned the attack on the premises of the Serb People’s Union in Bijeljina that occurred yesterday. The Party of Independent Social Democrats requested the RS Financial Police to take immediate control of the pre-electoral financial activities of the RS Government, suspecting that “who knows how much money belonging to the RS people was spent on buying SDS votes”.

Rajko Dukic from Milici, a former member of the SDS Main Board, addressed the media today on the issue of his resignation from that post. He said that he was one of those who established the SDS in 1990 as “a movement of national defence”, and that his morals did not allow him to take part in the post-war activities of that party, which created an autocratic authority.

The Vice-President of the RS, Dragoljub Mirjanic, met today with a delegation from the Ministry of Science and Technology of Slovenia, and they discussed the realisation of the Assistance Programme for the RS and the establishment of an information infrastructure.

The Ministry of Internal Affairs in Banja Luka held a press conference today about the recent visit of IPTF High Commissioner, Manfred Zeitner, and activities regarding the re-organisation of the Serb police. Deputy Minister of Internal Affairs, Predrag Jesuric, emphasised that groups of RS policemen will be sent for training courses to Spain and Canada. Predrag Ceranic, Head of RS State Security, warned about a line of terrorist activity in the area of Brcko, which remained unsolved. He said that control must be established in that part of RS territory as soon as possible and added that the crisis in the RS Ministry of Internal Affairs should be resolved after the parliamentary elections.
