The President of RS, Biljana Plavsic talked today in Banja Luka with the delegation of the Institute for peace from USA and the representatives of the Committee for Foreign Affairs of the Lower House of the Canadian Parliament and the Committee for National Defense. The main topic of the today’s meeting between the President Plavsic with the representatives of the Institute for peace from USA was the project on Truth and Reconciliation in BiH, which came from the provisions of the Dayton Agreement.
The final aim of this commission is the truth to be told and to find ways of the possible reconciliation and common life of all BiH citizens. “The truth is always healing, no matter what it’s like”, said President Plavsic.
Henriette Hamcheese has explained, on behalf of the delegation of the American Institute that the aim is to collect new suggestions and ideas in order to make a new draft of plans of proving the truth and the possible reconciliation.
“In that sense, the commission in which the representatives of all three nations would work, must be objective and dependable”, said the Executive Director of the American Institute.
President Plavsic met with the delegation of the Committee for Foreign Affairs of the Lower House of the Canadian Parliament and the Committee for National Defense.
“Canada really wants to help RS”, said President Plavsic, stressing her satisfaction with the first donation of medicines delivered to RS today. The president of the Committee for Foreign Affairs of the Lower House has promised that the extension of the mandate of Canadian soldiers in SFOR will soon be discussed.
The Canadian Ambassador in BiH, Serge Marso stated that the Canadian Government has shared the efforts of RS in the reform of the Serb police and donated 100,000 Canadian dollars to the Police Academy in Banja Luka. They have also announced the donation to RS and the Federation of BiH in 2 mil. Canadian dollars.

The President of RS, Biljana Plavsic stressed today at the public tribune in Srbac, organized by the municipal board of the Serb National Alliance, the significance of the Parliament elections in RS, after which the workers would receive salaries, pensioners – pensions and refugees – roof over their heads. She has also warned on the attitudes of certain people who wish to confront the International Community. “We are too small to fight against the whole world and throw the Dayton Agreement to the floor which brought peace and certain future”, said Plavsic.

The Chiefs of diplomacy in the Council of Ministers in the European Union have discussed today in Brussels, the aspects of the implementation of the Dayton Agreement and the decisions of the International Council for the Implementation of peace after Sintra.
In the agenda of the Council of Ministers there was the report of the High Representative about the misuse in the Finance-Economic sector of BiH as well as the proposal of the Croatian Agreement on con-federal ties with the Federation of BiH
The Chiefs of diplomacy in EU have stated today in Brussels that FR Yugoslavia has not reached the sufficient level of economic reforms, and the degree of respecting human and minority rights and the implementation of the Dayton obligations is unsatisfactory. It has been especially stressed that regarding the common institutions in BiH, there has been a significant delay.
Regarding Croatia, it has been said that the functioning of the legal state must be strengthened, and that the obligations from the Dayton and Erdut Agreement are not being respected.
The Secretary General of NATO Javier Solana suggested at the counseling in Berlin, to organize a special international police that would be well armed and equipped for fast and efficient responding in BiH, say the Italian media. Solana considers this very important because of the possibility of new conflicts in the Balkans.

In Prijedor municipality several hundreds of flats are needed for the accommodation of war veterans and refugee families who wish to stay in this part of RS, said the President of the Association of veterans in Prijedor, Ranko Savic, who stressed that he discussed these problems with the President of RS, Biljana Plavsic.
The department of the Ministry for refugees and displaced persons in Prijedor has solved 2,730 cases out of 6,651 demands for accommodation.

The supervisor for Brcko, Robert Farrand, has issued an amendment to the directives from the 13th October about the multiethnic police, in which he underlined the number of Serb, Croat and Moslem policemen in the area under his supervision.
Out of 230 persons who would perform police duties, 120 would be from the Serb entity, 90 would be Moslems, and 20 would be Croatian nationality. The members of the Nord-Pol brigade of SFOR have taken over the headquarters of the 5th unit of the special police of the Ministry of Interior of RS in Doboj, today morning. From the press office of the Operation group of SFOR called “EAGLE” based in Tuzla, it has been announced that the aim of the action was to confiscate weapons, official vehicles, communication equipment, files, together with the office material.
The action followed after, according to the announcement, this department has not implemented the Annex 1a of the Dayton Agreement. It is also stated that on the 8th and the 9th September, the members of the 5th unit of the police have traveled as body guards to high officials without the approval of SFOR, and participated in the confrontations in Banja Luka. Such an act was the clear violation of the instructions for the special police which are the part of the document signed by the officials of RS who are responsible for its violation. Disobeying these demands resulted in the mentioned operation, and the unit of the special police is now considered non-operational. All members of this unit are dismissed but they can write an application for joining the police forces which are being reorganized under the supervision of he international police.

The Vice-president of the Serb National Alliance – Svetozar Mihajlovic, stated that the party would prove during its electoral campaign, that the citizens of RS were victims of the striking robbery covered by the leadership of SDS. At the press conference in Bijeljina, Mihajlovic stated that he would prove that with the information from the Ministry of Interior and the organs of law. According to him, SDS has taken the resources from the state budget for the pre-election campaign, and just for the organization of the rally in Bijeljina 620,000 dinars were spent.

The President of the Socialist Party of RS, Zivko Radisic, stated that at the Parliament elections none of the parties would win the absolute majority, therefore the Government would have to be formed to a certain key. “The Parliament would be multiparty, and we would be more depending on each other, on tolerance and understanding.
