The Mayor of Zvornik, Jovan Mitrovic, denied that he was removed from SDS HQ, underlining that he resigned himself. In his resignation, he specified that certain individuals, the party members, who understood the party policy as their private matter and used the power for their own purposes, made him abandon the party.

Trebinje – On October 10, the local police that was appointed by the Banja Luka Interior Ministry and police representatives from Pale held a meeting. According to sources close to the Trebinje police, they talked about criminal acts organised by the State Body from Trebinje and supported by the State Security from Pale. It was underlined that smuggling of cigarettes, alcohol, and other goods by the fictitious company ‘Selekt Impeks’ caused great damage in the entire RS. It was also said that convoys with smuggled goods were escorted by employees of the State Security, who received necessary ID’s issued by the Crime Department. Former Interior Minister, Kijac, promised to close down this company six months ago, but it still works without any problems. Therefore, it was concluded that the company must be urgently dissolved, that the responsible bodies must be allowed to assess the damage and confiscate illegal documents from criminals.

Teslic – Members of special police forces from Pale, Bijeljina and Doboj have increased their numbers. Their task is to establish police check-points on all roads that lead to Teslic. They are over-paid and work in very good conditions. The local Teslic police and citizens are unsatisfied because of their presence, especially since the crime, for which they directly blame the special police, has increased over the last month. In order to cool down tensions, these policemen should return to where they came from, especially considering the fact that they possess such weapons which are not allowed by the DPA.

Banja Luka – the October recruits started their military tour of duty today. These ‘peace recruits’ consider this more as an honour than an obligation because this is in the tradition of the Serb people.

RS President and the Member of the BiH Presidency, Krajisnik met the FRY President, Milosevic in Belgrade. They concluded that the Belgrade Agreement is very important regarding the resolution of the crisis in the RS, and it must be implemented. They agreed with OSCE to postpone the holding of the parliamentary elections with Nov. 23.

Head of OSCE in BiH, Frowick, authorised the OSCE election commission to start with registration of political parties and independent candidates for the RS elections.

Brcko – Supervisor Farrand issued an order that the multi-ethnic police in Brcko must be established by December 31. He said that special police units must be removed, whereas the new chief of police and his two deputies must be of a different nationality. IPTF in Brcko said that the reconstruction of police will begin on Oct. 23 and must be completed by Dec. 31.
