News Summary

Farrand on Brcko District Statute, current situation in Brcko and return of refugees

International Supervisor for Brcko Robert Farrand stated that creating the Brcko District Statute is the top priority and a Joint Implementation Commission should be constructed to this end. Farrand has met with representatives of all authorized institutions and asked them to appoint members to the commission. According to the arbitration decision, RS and BiH Federation Armies will be withdrawn from Brcko. Farrand does not expect difficulties during the withdrawal. Brcko multiethnic police will provide protection in the District and the formation of joint police patrols was a very successful step. The IPTF are monitoring these patrols. Regarding the return of refugees, Farrand says that the situation in Brcko cannot be the same as in Sarajevo, because Sarajevo is a big city with more space, while Brcko is a small city full of displaced persons.

RS Journalists Association Assembly session

The RS Journalists Association Assembly held a session in Visegrad on Sunday where members adopted the association code and statute. The RS Journalists Association Executive Board will address a request to authorized international organizations in BiH, the World Journalist Federation and RS Government because it believes that laws regulating BiH media should not be imposed and that journalists should be consulted on all laws adopted in this regard. Delegations of the Yugoslav and Montenegrin Journalists Association also participated in the meeting. The RS Journalists Association supported the code proposal and a working group was appointed. The code includes points on freedom of the media, respecting differences, respect of information sources, journalists’ rights, responsibility and professional status. A proposal for territorial organization was supported; the regions are Serb Sarajevo, Semberija, Posavina, Birac, Herzegovina and Banja Luka. There will be three members in each regional presidency. An initiative to form an information trade union was also supported. RS Journalists Association President Branislav Bozic stated that they did not want to experiment, because the RS Assembly, OHR, IMC and OSCE had separately defined media rules and obligations. Bozic wants media laws to be defined on the same model and supports proposals by the European Council. Bozic believes that the RS National Assembly should adopt media laws.

Chetnik Duke Djujic dies

On Saturday, 92-year-old Duke Momcilo Djujic died in San Marcos, near Chicago. Djujic had lived in San Marcos since emigrating from Yugoslavia in 1945. Djujic was awarded Chetnik Duke by Yugoslav King Petar II and Yugoslav Government proclamation. In 1947, Yugoslavia asked for Djujic’s extradition, but the US never responded to the request.
