Talks between Presidents Bill Clinton and Alija Izetbegovic took place in Washington. Before the meeting, President Clinton said that there was still much work remaining to be done within the mandate in BiH. President Izetbegovic once again stressed that the civilian aspects of the Dayton agreement represent the greatest problem. The implementation of the civilian aspects, as well as the implementation of the “Equip and Train” program and the Vienna agreement regarding the disarmament, are the key conditions for SFOR to leave Bosnia without greater problems, said Izetbegovic.

The International Donors Conference has been postponed once again. Director of the WB, Rory O’Sullivan said that chances for the April Conference to take place were small, until the Program with the IMF has been completed. That, said O’Sullivan, will not happen in April.

The leading International organizations have come out with a new joint report about the situation in Mostar, before and after the incident on February 10, while Michael Steiner has sent a letter to Vladimir Soljic and Ejup Ganic, Federation President and his Deputy, requesting urgent measures in resolving the problems. Ambassador Steiner’s letter warns that he will not hesitate to suggest implementation of the travel sanctions to western countries for those who obstruct efforts to stabilize situation in Mostar. In a statement for BiH TV, Colum Murphy, HR Spokesman, stressed that the new report was an addition to the picture of discrimination which is present in West Mostar.

A three day meeting of the Forum for the reconstruction and the possibilities of investing in BiH started in Sarajevo today. Minister Hasan Muratovic pointed out that last year’s investment in BiH was irrelevant compared to the situation, while Rory O’Sullivan said that privatization was the key for the industry to begin functioning.

After the meeting with the American President, Alija Izetbegovic said that BiH recieved support to enter the “Partnership for Peace” soon. Izetbegovic said that he was returning home as an optimist since he was reassured by the Americans that they support a united Bosnia, indictment of the war criminals and a united Mostar on multi-ethnic principles. President Clinton promised to visit Sarajevo soon, said Alija Izetbegovic after the talks.

Unlike the WB and the IMF, members of the Permanent Committee for Economic Affairs, which was established by the UN at a meeting in Sarajevo, have stated that speedy privatization in BiH is not necessary since it does not lead to economic efficiency in the country.

Manfred Novak, UN Envoy for Missing Persons in the former Yugoslavia, has said that he is resigning from his post. The resignation was his protest since no progress had been made in searching for 25.000 missing persons.

President of the RS Biljana Plavsic met in separate visits with the Charges d’affairs of the Greek Embassy in Sarajevo and the Chief of the EC Bureau. The political situation in RS, as well as the implementation of the Dayton agreement were the issues discussed with the Greek diplomat during the meeting. Chief of the EC Bureau stressed that the Union was still willing to help RS in the post war reconstruction, adding that the isolation period was over and that RS should expect more aid in the future.

Nine Ambulance vehicles donated by the EU to RS were handed over at the Hospital in Banja Luka. The value of the vehicles is 790,000DEM and this is only a part of the donation, which is worth 5,6 million DEM. The EU has said that they would acquire 12 million DEM for the reconstruction of the telecommunication network and other programs.
