Jazvic – In a proceeding before the BiH Court, the procedure pleading to the accounts of charges related to Hercegovacka Bank case of Ante Jelavic, Miroslav Prce, Miroslav Rupcic, Ivica Karlovic and Ivica Sevo was postponed for 10 June. Lawyers of defendants asked from the BiH Court to exempt judge Bernard Boland in this procedure arguing that he was also involved in the case as a judge in pre-trail proceeding.

Orahovac – Prosecution representative Johnatan Ratel stated he sees no reason why the plea procedure had to be postponed: “BiH Constitutional Court in March rejected Jelavic’s appeal, therefore there is no groun to request replacement. Pasic – At the SDA press conference held in Sarajevo on Friday SDA Vice President Seada Palavric called on High Representative Paddy Ashdown to reconsider and harmonize his decision on appointment of 16 members of the Higher Judicial and Prosecutorial Council (VSTV) with the law. Palavric added that it is completely unacceptable that 3 Bosniaks out of 16 members of the VSTV reflect composition of BiH peoples and ethnic structure of BiH people according to the census from 1991.

Macanovic, Nezavisne Novine pg 3 ’31 mass grave identified’ mentioned on cover ‘31 new mass graves identified in Srebrenica area’; Glas Srpske pg 3 ’31 mass graves detected’ – The press release issued by RS Government said that the Srebrenica Commission has identified 31 new mass grave since it was founded. According to press release, Commission compiled information on new mass graves from RS institutions and testimonies of witnesses. The release, however, did not state how many bodies those newly-identified graves may hide. As NN learnt, 30 mass graves are in the area of Srebrenica, while one is located in the area of Bratunac. The FBiH Missing Persons Commission has been informed of this, and they visited these sites with Srebrenica Commission members on Thursday and Friday. RS Government’s Press Office says that the Srebrenica Commission almost finished its job, and it currently works to complete the final report to be submitted to the Government for revision.

ONASA – “It was also agreed that the Federation commission will try as a matter of priority to exhume three new primary mass graves by the middle of July, which is the final deadline for the submission of the final report,” the press statement says.

BHTV 1 Fri, Oslobodjenje Sun pg 7 ‘We did not for 11 mass graves’ by A. Av. – According to Amor Masovic, Chairman of FBiH Commission for missing persons said that eight new mass graves are completely new for the Commission. According to the first analyses bodies of about 2 500 persons are to be found in these mass graves. “Eight locations about which we did not know, are found, two of them have primary character,…which will make identification much easier” said Amor Masovic.

Dnevni Avaz Sat pg 8 ‘Federal Commission did not known for 11 mass graves’ by E.Sarac – Masovic explains that FBiH Commission for Missing Persons in addition to 8 mass graves new to the Commission, there are also three for which they did not know exact location.

Masovic on searches for new mass graves, Srebrenica Commission

Oslobodjenje Sun cover page, pg 7  ‘Serbs asked for money to reveal locations of mass graves’ – Talking about the process of discovering mass graves in Srebrenica region, Chair of FBiH Commission for Missing Persons Amor Masovic said that his commission never received information from a Serb that would point to new mass grave, adding that the Commission was asked by some people to give thousands of KM for such information. Masovic adds that he doesn’t believe that Srebrenica Commission would not meet its main task – to discover a number and identities of killed Bosniaks. However Masovic believes that the cooperation between his and Srebrenica Commission could be better, especially as Srebrenica Commission enjoys large support from OHR who can apply pressure against RS authorities to disclose all mass graves in RS.

FTV Fri, Nezavisne Novine pg 3 ‘Number of soldiers reduced’; Glas Srpske pg 2 ‘Job approaching to its end’, Dnevni List Saturday pg 3 ‘Reduction of armed forces completed’ by De. L. – The Joint Military Commission concluded that the anticipated reduction for 8 thousand soldiers at F BiH Army and for 4 thousand soldiers at RS Army has been completed. Nikola Radovanovic, BiH Defence Minister, stated that the meeting also discussed the issue on reduction of number of military barracks and military units’ sites. He concluded that progress has also been achieved on this field, noting it is a long-lasting process. Virgil Packett, SFOR Commander, stated that following the appointments of Minister and establishment of the BiH Defence Ministry, the BiH has got new mechanism, which would ensure further progress in defence reform.

RTRS Fri – Radovanovic stated that the security situation in BiH is more stabile, adding that he expects from BiH Presidency to appoint candidates for generals’ position in BiH armed forces approved by SFOR.

RHB, Dnevni List Saturday pg 2 ‘US flag will still be put out in BiH’ not signed – Virgil Packett stated that the US General will be a Commander of a new NATO’s Headquarters in BiH and this is part of the efforts exerted in order that the US flag remains put out in BiH. Packett added that in spite of its reduction the US forces in BiH will keep giving considerable support.

SFOR approves another two candidates for general positions in BiH Army 

RTRS Fri, Dnevni Avaz Sat pg 2 ‘Hajrudin grabovica and Marko Sotjcic received rank of general’ – The SFOR Commander Virgil Packett informed BiH Defence Ministry that another two candidates were approved for the generals’ positions with the BiH Armed Forces. Those are brigadier Hajrudin Grabovica and colonel Marko Stojcic.

SDA: RS responsible if BiH fails to join PfP and will demand sanctions

Dnevni List Saturday pg 4 ‘SDA demands sanctions for RS officials’ by E. Mackic – At the SDA press conference held in Sarajevo on Friday SDA Vice President Seada Palavric stated that the RS and its officials will be responsible if BiH does not join Partnership for Peace at the Summit in Istanbul.

SBS said it prevented illegal entrance of 38.000 foreign citizens in past four years

Slobodna Dalmacija Saturday pg 13 ‘Gotovina will be in The Hague by end of year’ by S. Selimovic –SD carries an interview with ICTY Chief Prosecutor Carla del Ponte. Asked whether it is truly hard for SFOR to find Radovan Karadzic and Ratko Mladic, del Ponte says that after 9 years of hiding it is certainly much harder to find them since they built a structure that can protect them  during this period of time. She also said that they (ICTY) are aware that some people from the military and political institutions protect Karadzic.  

Radovanovic to visit UK

 

Oslobodjenje Sat pg 7 ‘Radovanovic in UK’, Dnevni List Sat pg 7 ‘Minister Radovanovic in Great Britain’ not signed – BiH Defence Minister Nikola Radovanovic will pay a one-day visit to Great Britain on Monday where he will meet with British State Secretary Geof Hoon. The two of them will discuss the BiH position within the preparations for joining to NATO’s program Partnership for Peace, bilateral cooperation and transfer of SFOR’s competence on the EU forces.

RTRS on SB article re Bin Ladin’s alleged visit to BiH last year

 

RTRS Fri – RTRS refers to the article that appeared in magazine Slobodna Bosna on 3 June which says that Osama Bin-Ladin, the notorious Al-Qa’idah leader, using state-of-the-art technology is moving freely around BiH. SB calls upong immigration records of the BiH State Border Service. Article reads that his entry into BiH was discovered quite unexpectedly, when SBS chief Mile Juric gave a presentation of the immigration records containing information on passengers who entered our country via Sarajevo Airport. Apparently, in August 2003, the SBS registered the entry of Bin-Ladin and six of his fellow soldiers into BiH. RTRS comments although this information should be taken with reservation, the fact is that the most wanted terrorist in the world has BiH passport and citizenship.

SFOR arrests another person in Modrica

RTRS Sat – On Friday evening, SFOR troops arrested another person in Modraica, fourth in a week. Detained was Milos Milosevic, brother of earlier arrested retired colonel of RS Army Petar Milosevic. SFOR returned Milosevic home after seven hours of interrogating. He commented that SFOR asked him about military activities of his brother.

DA says ex PM of Belgium to head BiH Police Reform Commission

Dnevni Avaz Sat pg 4 ‘Former Belgium prime minister Martens to head Commission for police reform in BiH’ by S. Numanovic – DA learns that former Prime Minister of Belgium, Wilfred Martens, will head the Commission for police reform in BiH. Chairman of Council of Ministers Adnan Terzic commented: “We asked from the High Representative to offer us someone of European authority to head the commission. I also heard that Martens could be a person on that position, which would mean that we got a person of quality and authority, somebody that could complete this reform.”

Nezavisne Novine supplement Revija pgs 5-6 and cover ‘Organised crime exists in Sarajevo’ by Almedin Sisic – In an interview to NN, Kevin Carty, EUPM Commissioner, says that “some statements have been made hastily that not a single executor of murders, which took place in Sarajevo over the past few months, has been arrested. A tax driver was recently murdered in Sarajevo. I read that Sarajevo police has arrested a person suspected of being connected with this murder.” EUPM Commissioner disagrees with the assessments of Branka Sljivar, Sarajevo Chief Cantonal Prosecutor, who said that Sarajevo has become the centre of organised and non-organised criminal groups. He adds: “I am not trying to present the picture of Sarajevo as a city without crime. However, owing to statements of this sort, BiH and Sarajevo get a negative publicity, which they do not deserve.”  On SIPA he expresses hope that new law on SIPA would be adopted in the shortest time frame possible, which would enable SIPA to become operational from the police aspect. On Visegrad police action, he denies journalists’ claim that EUPM supported the position taken by RS authorities. He underlines that “EUPM did not support a single individual or institution. It supported the Rule of Law and existing police procedures. “

Nezavisne Novine pg 3 ‘OHR is financially penalising HDZ’, Dnevni Avaz Sat pg 13 ‘Sanctions over non-harmonization of the law on primary and secondary education’ by M.Dr.– Mario Brkic, OHR Spokesperson, stated that the financial penalties would be increasing until cantonal Laws on primary and secondary education are harmonised with the State Law.

Milisic on education laws; Posavina Canton harmonizes education law

 

Dnevni List Saturday pg 4 ‘OHR: Rule of law won in Posavina’, mentioned on cover, by T. Bijelic, I. Glibusic – OHR spokesperson Oleg Milisic stated that the issue of harmonization of Cantonal laws on primary and secondary school education with the state law is the issue of rule of law. According to Milisic, Cantons must harmonize their laws with the state law that was unanimously adopted last year. He added that some Cantons have already done it and have achieved progress, while the others still fail to do it.

Mandzic – Following the session of the HDZ Main Board held in Bugojno, party’s President Barisa Colak stated on the OHR’s demand to harmonize cantonal laws on primary and secondary education. He said he hopes that this issue will be solved on Monday. “I am optimist and I think these issues will be solved very soon to satisfaction of both sides.”

Medunjanin, Dnevni List Sun pg 2 ’70 political parties verified’, mentioned on cover, by Nina – The BiH election Commission confirmed entries of political parties for participation at local elections in October this year. Out of 71 entries the BiH Election Commission confirmed 70 political parties for the election units that meet prerequisites prescribed by law.

BHTV 1 Sat – Sehic also said he believes there will be enough of financial means to hold elections. Out of 3.5 million KM needed, 1.85 has been collected. “Municipalities Doboj and Bijeljina have not yet paid anything” said Sehic.

Nezavisne Novine pg 4 ‘SNSD, SP RS, HDZ, SDA and SBiH may participate in elections’, Dnevni Avaz Sat pg 2 ‘Mayors that deceived voters sanctioned’ by A. Malagic – Vehid Sehic, President of the BiH Election Commission, stated on Friday that SNSD, SP RS, HDZ, SDA and SBiH provided conditions necessary to take part in the upcoming local elections in BIH, since these parties accepted resignations to some political positions filed by persons, against whom OSCE and OHR imposed sanctions.

FTV Sat – “BiH Elections Commission rejected only one political party. We gave 2 days to several parties to fulfil other terms they did not meet, and they fulfilled all terms so that they have been allowed to participate the elections” Vehid Sehic, Commission Chair.

FTV Fri – Head of Bugojno Municipality, Mustafa Strukar announced he would file a complaint on decision of BiH Elections Commission banning him candidacy for upcoming elections.

New party ‘Croat Block’ established

Begic and Dnevni List Sun front, pgs 4-5 ‘Croat Block BiH: Mario Vasilj elected first President’ by M. Relota – The dailies carry that Croat Block BiH was established in Mostar on Friday. During the inaugural assembly it was stated that this party will stand for equality of all BiH citizens and constituent peoples. SD says that although invited, representatives of political parties with Serb and Bosniak prefix did not attend the inaugural assembly. Addressing the attendants of the assembly founder of Croat Christian Democrats Petar Milic announced revitalization of Croat People’s Assembly. Mario Vasilj was elected President of HB, while Ivan Madunic and Marko Krilic were elected HB Vice Presidents. VL carries that President of HB Croatia Ivic Pasalic stated that BiH is the only country in which people are being deprived of basic human rights on the ground of the decision passed by one person (he was referring to the High Representative). He added that they should fight against such practice and he hopes that HB BiH will succeed in it.

Comments on new political party

Dnevni List Saturday pg 9 ‘New party on political scene dilemma for voters’ by R. Radic – DL carries opinion of HDZ spokesperson Pero Pavlovic on the establishment of a new Croat political party Croat Block (HB). Pavlovic says that in the HDZ’s opinion this is not good for Croats to have too many political parties, however, on the other hand there is nothing bad in the idea that some people try to politically engage themselves through some other political parties and become a trustworthy political factor in BiH. President of the NHI Executive Board Dobrica Jonjic stated that NHI believes that HB will be a sort of alternative to HSP and it will publicly represent the interests that HDZ is thinking about secretly.

Session of HDZ Main Board Comments on

Dnevni List pg 7 ‘Bacak and Tokic are no longer HDZ members’, mentioned on cover by M. Relota – The HDZ Main Board held its session in Bugojno on Friday. According to HDZ President Barisa Colak during this session it was decided to focus on inter-party elections and intensify relations with HDZ Croatia, with the International Community and some political parties in BiH and there are serious intentions regarding the HDZ aspirations towards European People’s Party. Also, it was decided that in the coming period HDZ will focus its activities on the October elections.

SDHR Wnendt meets FBiH Civil Service Agency Director

Zivak, Dnevni List Sat pg 6 ‘With professional Civil Service towards progress of BiH’ by I. Tabucic – Director of the FBiH Civil Service Agency Enver Iseric met with Senior Deputy High Representative Werner Wnendt in Sarajevo on Friday. The main topic of this meeting was the establishment of the efficient and professional Civil Service Agency that will contribute to the reforms in the area of civil service and to the progress of BiH and its citizens. SDHR Wnendt stated that this Agency will play a very important role in the process of reforms in BiH since without the Civil Service Agency, which is free of political influence and which is competent and professional enough, it will be very hard for BiH to start moving towards the Euro-Atlantic integration.

BHTV 1 Fri – “Without Civil Service which is a professional and independent of the political pressure, as well as competent and ready to implement reforms, BiH it would be very hard to be admitted to Euro-Atlantic structures,” said Wnendt. “We will ensure that these workers would be at civilians’ service, that they are independent in their work, without any political pressure, and we will try to ensure their motivation for extremely important job they are going to deal with,” stressed Enver Iseric. The Agency is expected to start with the work next year.

Terzic says CoM to expand

Nezavisne Novine pg 2 ‘BiH to get two new ministries’ – Adnan Terzic, Chairperson of BiH CoM, on Friday stated that at the next session of the Peace Implementation Council, which is to take place middle this month, he would propose the establishment of two new ministries within BiH COM. He said: “I will suggest the expansion of BiH CoM onto two new ministries, one of which will be dealing with economic issues, which will include department for agriculture. I also intend to divide Ministry of Civil affairs onto two ministries, one of which will be in charge of social and health care policy.” Beriz Belkic, delegate of Party for BiH at BiH Parliament, claims that nobody now needs duplication of institutions.

Kalinic on SDS financing

Glas Srpske pg 2 ‘Move without precedent’ – Yesterday in Kozarska Dubica, Dragan Kalinic, SDS President, stated that one of serious problems, with which the party of SDS is facing is the problem of financing. He said that the decision of cutting funds for the upcoming elections is a controversial decision of High Representative to BiH, which has frozen the party resources at local and RS level. He added that this measure was applied only towards SDS, stressing that it would be recorded as a move without precedent.

GS on HR’s 2nd anniversary

 

Glas Srpske pg 5 in GS weekend supplement Plus ‘Reforms – it s a nonsense!?’ by Gojko Dakic – The author writes a critical article upon 2nd anniversary of High Representative to BiH, Paddy Ashdown. He begins the article by revoking some of the announcements by HiRep when he assumed the position on 27 May 2002. Such include establishment of basic democratic conditions, justice and jobs. He stresses many people would agree with him that not much has been achieved since then, noting that people of BiH are still living hard lives. The author brings statements by Mile Dmicic, Professor of Constitutional Law at Banja Luka Law Faculty, Predrag Lazarevic, Professor with Banja Luka Law Faculty, Mladen Micic, President of RS Chamber of Commerce, Predrag Radic, Director of Banja Luka Brewery, who agree that nothing much has been achieved in the promised fields. Micic said that certain reforms, launched within Bulldozer Initiative 1 and 2, were of great importance for economy, noting that the problem lays in the fact a great part of it has not been realised. The author concludes the article by saying the following: “It is logical that the only thing the HiRep entrusted the people of BiH is doubt. Doubt in mostly intentions and capabilities.”

NN on BiH Presidency’s expenditures

Nezavisne Novine pg 5 ‘Response on money wasting at BiH Presidency on Monday’ by N. Krsman – NN unofficially learnt that the responses of the financial experts of the BiH Presidency on audit reports will on Monday be forwarded to Audit Office for BiH Joint Institutions.

Nezavisne Novine editorial pg 7 ‘Presidents and their hungry people’ by Natasa Krsman – ­The author is writing about Thursday protest of RS Association of farmers, during which the pensioners were stepping on each other just to get one frozen chicken “as the last straw of salvation”. She concludes the people are hungry.

She further criticises the statements regarding “justified expenses at BiH Presidency, whose members spend 2 thousand BAM for a dinner”.

She further says that BiH Presidency should be the institution respecting and complying with the Law, because the money they are spending was provided to them by the citizens of this state.

Dnevni List Sunday pg 25 ‘State did not even free City of Mostar of tax for reconstruction of Old Bridge’ by N. Bise carries an interview with Mostar Mayor Hamdija Jahic who says that he hopes that the decision on the adoption of the unified budget will be passed most probably at the next session of the Mostar City Council. Talking about the reconstruction of Old Bridge Jahic reiterates that BiH and its entities have not invested a single KM in this project. Talking about his position within SDA and commenting on the journalist’s claim that it seems that sometimes he takes moves that SDA does not agree with, Jahic says that his ideas and ideas of SDA coincide completely.

Slobodna Dalmacija Sunday pg 12 ‘Government’s support to HT Mostar’ by M. Landeka – SD carries that immediately after the last session of the Federation of BiH Government, FBiH Minister of Traffic and Communications Nedzad Brankovic sent a request to the CRA for extension of a deadline for handing over necessary documents for getting the third GSM license. CRA spokesperson Amela Odobasic stated that the deadline expires on June 7 and that on behalf of the FBiH Government Minister Brankovic demanded a 7-day extension. Odobasic said that the CRA will declare itself on this request soon.

Dnevni Avaz Sat pg 13 ‘RAK got Minister Brankovic’s demand’ – Odobasic reminded that CRA already once extended the deadline, and stressed that any possible new extension for submitting application is not related to the deadline for granting GSM licence which is 30 June, as it was set by CoM.

Oslobodjenje Sat cover, pgs 4-5 ‘HT closest to getting the third GSM licence’ by Azhar Kalamujic – Brankovic supports the proposal of the HT Mostar to transfer 49% of its shares from Eronet to HT Mostar [where it also possesses 30% of shares.] On Thursday the FBiH Government established the Commission to examine the offer from HT Zagreb, which is the reason it asked for CRA to extend the deadline for submission of applications. Oslobodjenje claims HT Mostar [in competition with Eronet] is closer to getting the third GSM licence.

DA says electricity for households in FBiH to increase

Dnevni Avaz Sun cover page ‘Electricity for households to be more expensive’, pg 2 ‘Electricity for households to be 22,7% more expensive by the end of June?’ by E. Plecic – DA writes that expert team of the Ministry for Energy, Mining and Industry has suggested the new tariff system for electricity in FBiH. If adopted, in accordance with the proposal the electricity price for households will be increased for 22,7% in Federation, while industry tariffs would be decreased for 17,3%. The adoption of the new tariffs system should take place in the course of this month. 

Solaja on OHR regarding Telekom Srpske

Nezavisne Novine pg 5 ‘Dragan Solaja: OHR did not have a stance’ – Dragan Solaja, RS Minister of Traffic and Communication, on Friday stated that during the inauguration of the Steering and Supervisory Boards of “Telekom Srpske”, OHR was consulted on this issue, including the status of the former Boards’ members. He said: “The joint conclusion was reached that the appointments at these Boards fall under an exclusive authority of Commission and Share-holders Assembly. OHR did not have any specific stance.” Oleg Milisic, OHR Spokesperson, stated: “It is evident that the entire Steering Board was removed at another tele-communication operator, where audit established misdeeds.” According to Solaja, not many new members have been appointed at Steering and Supervisory Boards, because the new law on public companies in RS is soon to be enacted. This new law abolishes Steering Boards.

Update to Brod Oil Refinery

Glas Srpske cover page story ‘They do not ask for the price’ – Damir Miljevic, President of RS Association of Employers, claims that BiH Federation will try by all means possible to thwart the opening of representational office of Serb Brod Oil Refinery in Sarajevo.  He says it will not be easy for Refinery to open its Office in Sarajevo, because FBiH officials will ensure that the sale of oil from Serb Brod Refinery is prevented.
