Dragan Covic gave statement on Hercegovacka Bank case  

 

BHT 1 Fri – Prosecutor of the BiH Prosecutor’s Office Special Department for organized and economic crime, John McNair, on Friday interrogated the BiH Presidency member Dragan Covic as a witness in the Hercegovacka Bank case. McNair confirmed that Covic voluntarily have statement. “Covic might be subpoenaed again to give additional information. It is also possible that he will be a witness at the Hercegovacka bank trial,” McNair added. The BiH Prosecutor’s Office has charged the former BiH Presidency member Ante Jelavic, and former FBiH officials Miroslav Prce, Miroslav Rupcic, Ivica Karlovic and friar Ivan Sevo with multi-million embezzlements related to the bank’s operations. The trial is scheduled to begin in 23 September.

We are intensively preparing for a trial on first charge in case of HB, which should start in September,” said McNair.

Ostojic – Italian daily ‘Corriere della Sera’ published on Friday that a group of 10 terrorists came to Rome from Brcko in order to attack Vatican during the celebrations at the St Mark square. According to the daily, Multinational Specialized Unit of carabinierri regiment based in Sarajevo has reported to the Carabinierri Force General Command and intelligence service on an alleged threat. The attack is to allegedly be carried out by using plastic explosive C4. Apparently, the carabinierri attached a list of suspected people living in Brcko area to their note whose names are now being checked. Controls have been set up at land borders, particularly with Slovenia , and airports.

Razanica, Slobodna Dalmacija Sat pg 7 ‘There is no terrorist organization in Brcko’ by F – In a statement for Fena news agency, Head of the Brcko District Police Milenko Milicevic denied claims by the Italian newspapers. He added that these claims are not true since there are no organizations that might be connected to terrorism on the territory of the Brcko District.

Dnevni List Sun pg 3 ‘There are no terrorist threats for BiH for the time being’ not signed – Commenting on this issue, BiH Security Minister Barisa Colak stated that his Ministry has no any information about this case. Asked whether terrorist attack threatens BiH, Colak said that his Ministry does not have such information for the time being.

Razanica, Nezavisne Novine, Saturday, pg. 2 ‘Ministry of Foreign Affairs: Groundless claims’ – BiH Foreign Affairs Ministry has said that in connection with the allegations in the Italian paper Corriere della Sera, according to which terrorists from BiH have been planning an attack in The Vatican, the relevant BiH institutions are in constant contact with the appropriate Italian services. “On the basis of information at our disposal, we have found that this is groundless misinformation,” the BiH Foreign Ministry’s press statement reads.

SFOR, OHR refuse to comment allegations in Italian media

 

Vecernje Novosti Sat pg. 15 ‘The news did not come from us’ by D. Stojakovic – VN says that neither OHR nor SFOR have denied claims brought by Corriere della Serra. SFOR Spokesperson Major Sandor Ziros (sp!)has stated he has no comment on this. He said he has read the article and claims no person from Carabinierri HQ from Sarajevo has given any statements for the newspapers. ‘These are second-hand information and we at SFOR do not comment such information’, he concluded. OHR wanted neither to confirm nor deny the claims. ‘It is not our job to comment on such claims. This is a matter for domestic authority’, OHR Spokesperson Mario Brkic has stated.

DA op-ed on foreign media linking BiH with terrorists

 

Dnevni Avaz Sat pg. 3 ‘New imputations on terrorism in BiH’ op-ed by Edina Sarac – The author claims no person in BiH, including officials from state or international institutions has information on terrorist cells in BiH. She claims attempts to present BiH as a nest of crime in the Balkans will continue to exist for a long time. She concludes by saying: ‘Regardless to such a high cost we have to pay, the most important fact is that BiH is being linked with terrorism through various intelligence–journalistic constructions, although not a single act of terrorism has been committed in the territory of BiH as yet, nor it has been proven any BiH citizen was a terrorist’.

BHT 1 Sat by Marina Boskovic – BHT 1 says that the SIPA’s special unit for arrest of ICTY indictees will be established in the next two months, while the Agency will start with investigations on organized crime in October. Seven hundred police officers requested a job in SIPA, out of which 500 of them will be employed. Sinisa Karan from SIPA states: “If we could manage to have this number of employees in SIPA, that would be enough for a start of SIPA operations.“  As for its authority to arrest war crimes suspects, SIPA officials say that they already have information which will help. Sredoje Novic, Chief of SIPA: “I think that [SIPA] will absolutely be able to solve even the most complicated cases of organized crime, narcotics abuse and terrorism, and it’s sure that [it] will deal with arrests of ICTY indictees, of course in cooperation with other law enforcement agencies.”  SIPA says its has enough finances to start with the operations, however seek support for the next year. SIPA will need 25 – 30 million KM per year.

US arrests Marko Boskic, possibly involved in Srebrenica massacre

Karacic – According to the Boston Globe, the USA authorities arrested Marko Boskic who has a residence in Massachusetts because he kept silent that he was involved in the Srebrenica massacre as a member of the Bosnian Serbs Army when he was applying for refugee’s visa and permanent residence in the USA. US Prosecutor Michael Sullivan confirmed that Boskic will be tried to lying when applying for both refugee’s visa and residence in the USA

Boston Globe says it is possible that Boskic will be tired in BiH for war crimes

 

Dnevni Avaz Sun cover splash, pg 2 ‘Boskic to be tried in BiH?’ by S. Numanovic – DA says that Boston Globe writes that despite the fact that Marko Boskic was identified as one of the participants of massacre in Srebrenica, ICTY has no intention to bring indictment against him. “Director of the Bosnian intelligence says,… that it is possible for his government to press charges against Boskic before the local court for war crimes which should start working at the end of this year,” reads the Globe’s article. SIPA Director, Dragan Lukac [note: SIPA Director is Sredoje Novic, not Lukac], stated for Globe that he was not informed on Boskic’s arrest, but that he expects “demands for his extradition and processing here.” However, Sullivan told Boston Globe that there are no plans for extradition, as neither ICTY nor BiH authorities requested so.

FTV Fri by Salih Brkic – FTV brings comments to the arrest of Marko Boskic.“When it comes to BiH this is another absurdity, as justice sooner reaches people in USA then in BiH where everyone calls upon the alleged cooperation with ICTY… Those like Boskic, who have participated in Pilica, certainly walk every day trough Srebrenica, Zvornik and Bratunac… I firmly believe that without international forces not even one war criminal will be arrested in RS territory,” Sadik Ahmetovic, Vice President of the Srebrenica Municipal Assembly, commented. President of Association “Mothers of Srebrenica”, Hatidza Mehmedovic, commented that everything can be done if there is a will, saying that many of war criminals are walking trough Srebrenica. Journalist concludes that while FBiH Commission for Missing Persons works according to the information received from Srebrenica Commission on mass graves they can’t locate, war criminals will be arrested in other States.

FBiH Comm. for Missing Persons to cease exhumations in localities identified by Srebrenica Commission

 

Oslobodjenje Sat pg 6 ‘Exhumations to cease on Monday’, mentioned on cover, by A. Avdic – Daily claims that Chief of FBiH Commission for Missing Persons, Amor Masovic, on Friday afternoon decided to cease exhumations at localities claimed by Srebrenica Commission to be mass graves.

BHT 1 Fri – FBiH Commission for Missing Persons has ceased exhumations in Kazani, due to bed weather and the fact that they haven’t found a single body. Member of Commission Murat Hurtic said that for these reasons they aren’t sure will the exhumation continue on Monday. After three days of working at the locality identified to be a mass grave in a report by Srebrenica Commission, FBiH Commission has not found anything. Hurtic said that they aren’t sure are there any bodies there, but they know that new layer of dirt was spread over that location. Chairman of Srebrenica Commission, Milan Bogdanic, said that the exhumations shouldn’t be cased.

DA interview with Amor Masovic

 

Dnevni Avaz Sat pg 5 ‘More and more we receive information on mass graves from Serbs’ by Edina Sarac – In an interview to DA, the Chief of FBiH Commission for Missing Persons, Amor Masovic, talks about the source of information on newly discovered mass graves: “Smaller portion of information are old [information] that we were checking and discovered only now where the mass graves are. However, it is interesting that lately Serbs living in smaller BiH entity give information to us all the time. I have to say that those information are precise, so we don’t have to waste time checking the field.” Masovic also commented on statements by officials from Serbia and Montenegro for necessity of withdrawing BiH’s lawsuit against SCG by saying that there is no reason for BiH to withdraw the lawsuit, and stressed that positive verdict for BiH would probably burden SCG to pay for war compensations to all three peoples for decades, but that it would bring moral satisfaction to all BiH citizens. As for the change of ICTY rule regarding the location of trials for war crimes, Masovic says that such decision would not harm justice as long as cases are not transferred to the states directly included in events from 1992 to 1995.

But, it seems that it is just like that… Can we be optimistic and say that false information was not given intentionally… After Srebrenica Commission was established with such difficulties,… did RS authorities intentionally deleted real and put non-existing mass graved. As bitter as it sounds, it is not impossible. In all these, claim by Masovic, that lately Commission is contacted by Serbs living in RS who give information, is comforting. That gives hope that not everything in this poor country is deceit, lie and hopelessness,” reads editorial.

Oslobodjenje Sun cover splash, pg 3 ‘Policemen sang at the mass grave locality?!’ by Besima Kahrimanovic – Daily writes about the dispute between local police and officials of the FBiH Commission for Missing persons at the locality of mass grave in Stari Kevljani. Apparently on Friday, a group of German citizens, who help citizens of Sanski Most, visited locality and were prevented to take photos of the mass grave by the local police who provides security at the site. This was strongly, but unsuccessfully, opposed by leader of the exhumation team, Jasmin Odobasic, who also said that several days before that police officers on duty “on mass grave in Kevljani organized a real party with loud singing and in presence of women.” Odobasic also said that their commander has been informed about this.

Media on change of ICTY rules regarding place of trials

 

Vecernji List Sun front, pg 3 ‘The Hague is dividing BiH judiciary’ by D. Ravic – The ICTY Office in Sarajevo will forward to competent ICTY bodies in The Hague demands of a few Associations from BiH that are against changes and amendments to the book of rules on the procedure and evidence referring to transferring of bills of indictment to the other court.  VL also carries a few commentaries on this issue. Lawyer Senka Nozica believes that after the ICTY ceases to exist the International Criminal Court should take over cases that the ICTY has not processed. President of the Helsinki Board for Human Rights in the RS Branko Todorovic says that the BiH judiciary, as well as, the judicial bodies in neighbouring countries have shown that they are not capable to run complex cases such as trials against war criminals. Vice President of the Association of RS Inmates Slavko Jovicic doubts that domestic courts would be bale to run the court procedure properly. On the other hand, assistant to the RS Justice Minister Mladen Mandic believes that the BiH Court is able to process war crime indictees. 

BHT 1 Sat, Dnevni Avaz Sun pg 3 ‘Office of the Tribunal will pass objections to the Hague’ by Fena ICTY office in Sarajevo announced that the changes of ICTY regulations will not allow the accused persons to chose in which country they want to be prosecuted. The Office will also pass all objections to the ICTY in the Hague.

BHT 1 feature on RSNA action plan on cooperation with ICTY

BHT 1 Fri by Boris Gagic – BHT 1 says that Analysts and opposition parties feel that RS Government has obligation to arrest war criminals, even without RS National Assembly passing the Action Plan and this issue will be the most important one for new RS Minister of Interior, who should be appointed in September. According to unofficial information, with this action plan, police prepares to arrest war criminals. Political analyst, Tanja Topic, comments that there are too many papers on this issue in RS without any concrete action. Igor Gajic, journalist of “Novi Reporter” said that this action plan is just a marketing statement.  As for opposition, they said they will not regard this as an election trick if the Government implements the plan soon. “I think that the domestic public, even in RS, is tired of hearing these stories about cooperation with ICTY, about arrests of war criminals… Finally, for once, this Government [should] arrest one suspect from the ICTY list,” Slobodan Popovic, official of SDP, commented. “Who ever becomes the Interior Minister, his first obligation will be meeting obligations towards ICTY,” Dragan Cavic, RS President, said.

Njegus stated that journalists of RTRS and ‘Nezavisne Novine’ are members of the organized group that works on his discrediting. In spite of demands, Njegus did not appear because of his urgent engagements.

During the meeting, Wnendt stressed the appointment of senior civil servants should start without delay. He also expressed regret that HDZ did not use a chance to talk about objections on some provisions of the systematisation plan during the session of the Mostar City Council.

Jukic – DL speculates that a new Mostar Mayor will be the current Mostar Deputy Mayor Ljubo Beslic. DL explains that OHR – claiming that it will play a key role in appointing new mayor – has various objections on other candidates, while cooperativeness that Beslic has shown so far with regard to the implementation of the OHR’s decision on re-structuring of Mostar and the fact that he is acceptable for other peoples in Mostar make him possibly the only serious candidate for the position of the Mostar Mayor.

Foreign and domestic officials meet over Stolac issue

Vele – On Friday, under chair of EUPM Commissioner Kevin Carty and OHR Mostar officials, key political players from Stolac and Hercegovina met to discuss current situation in the city. Article reads that several sources who attended the meeting confirmed that Croat representatives insisted security situation to be discussed, while Bosniaks insisted causes for it to be examined, which includes placing mono-ethnic flags, segregated schools and lack of employment for Bosniaks in Stolac. The meeting will again take place on 1 September.

Vecernji List Sunday pg 5 ‘Problems in Stolac are being provoked at certain time’ by F. Matic – At the meeting, President of the HNK Government Miroslav Coric stated while there are many problems in Stolac, many things are being provoked at certain time in order to raise big dust. Coric added that such practice must be stopped in order to resolve problems in peace and not in tensions. Asked to comment on the fact that there is no Law on National Symbols in the HNC, Coric said that that this Canton alone cannot adopt such Law and that they need assistance from the FBiH and state level. Commenting on this meeting, Carty only said that ‘they were there to give support to the dialogue and not to give a solution in advance’.

Oslobodjenje Sun pg 6 ‘Bosniaks rejected moratorium on flags’, mentioned on cover, by A. Becirovic – President of the Stolac Municipal Council Zoran Turkovic stated for daily that the meeting on 1 September will be at the local level. “It was agreed to solve all problems in Stolac through institutions of the system, and that HNK police will help police in Stolac,” Turkovic said. He added that HDZ representatives asked for “moratorium on flags”, that is for nobody to touch newly placed three Herceg Bosna flags in Stolac downtown, however that Bosniak side did not accept that.

Oslobodjenje Sat cover splash, Pogled supplement pg 28 ‘I am not going to Party for BiH’ by Vedrana Zivak – In an interview to Oslobodjenje, the Chairman of the BiH Council of Ministers, Adnan Terzic, denied allegations that there is a ‘silent war’ between him and SDA leader Sulejman Tihic, as it was speculated by media recently. “The fact that he is the first one as both the president of the party and member of BiH Presidency, which appointed me to the Prime Minister post, and that I am the second one, that doesn’t represent an issue for me. I have no intention to bring down his authority,” Terzic said. Asked whether it is correct that he prepares to transfer to Party for BiH, Terzic responded: “I don’t intend to leave SDA and I don’t see a reason for that. When the party was breaking apart, that is at the time of Alliance’s ruling, as a chair of SDA Club in FBiH Parliament I led those who tried to save the party… While the party was in opposition, many people from the party moved away waiting for storm to pass. Now that is over,.. they probably feel they lack physical space and those are forces in SDA that possibly mind having Adnan Terzic in this position.”

Cubro – In an interview to NN, Adnan Terzic says Great Britain will plead for the admission of BiH to EU and NATO. Terzic also announced his visit to Russia , Libya , France and Scandinavian countries and said these visits can be assessed as a lobbying for the support to the admission of BiH to EU.

Ivanic said at a reception for journalists in Banja Luka that a number of events, apart from elections, will determine future developments in the country in the next few months. He pointed out that this relates, above all, to the process of transformation in the OHR and the reduction of the High Representative’s powers. Ivanic expects to see the privatization of larger companies in BiH in the following months, which could be used for more significant investment in the country.

Croatian President Mesic visits BiH

Oslobodjenje says 300 hectares of BiH territory ‘occupied’ by SCG

 

Oslobodjenje Sat pgs 4-5 ‘Belgrade approves Bosnians to move from Bosnia to Bosnia!’, mentioned on cover, by Edina Kamenica – Article carries that at least 300 hectares of BiH territory “has been under undisturbed occupation of Serbia and Montenegro, that is former Yugoslavia, since 1992.” Actually, that territory is much larger, but at this time those 300 hectares are especially important in area of Janja,” Mustafa Begic, Director of Administration for geodetic and property related issues, stated for daily. Upon the OHR’s request, Begic made a study on this issue and made it available to daily. He also claims that this issue would stay outside of public attention if citizens of Janja region had not tried to address this issue with BiH authorities.

Asked whether they dealt with investigating of corruption within the International Community in BiH, Divjak says: “The truth is that the IC influences a lot domestic institutions and there is no the institution which is completely independent from the OHR. It is hard to talk about corruption within the OHR at this moment, however, for instance, we were warning about the ‘Siemens’ case in which big lobbying influence of the IC was present. Also, during the rule of former High Representative Wolfgang Petritsch many Austrian banks and companies came to BiH. This had exceeded limits of diplomatic lobbying.”

DA says HDZ BiH and HDZ Croatia meet tomorrow in Zagreb

Dnevni Avaz Sun pg 4 ‘Meeting of leadership of two HDZs in Zagreb tomorrow’ by H.O. – DA learns from HDZ BiH source that on leaders of HDZ BiH and HDZ Croatia will meet in Zagreb on Monday to “sum up the results of party cooperation in the part three months and to establish priorities in upcoming period.” Meeting will be participated by Barisa Colak, Dragan Covic, Niko Lozancic and Anto Spajic. From Croatia, Ivo Sanader and his associate will attend. Source says it is assumed that the large part of the discussion will be focused at cooperation with ICTY.

RAK Council rejects Eronet’s appeal on third GSM licence

Terzic on Ploce port, Vc corridor

He responded: “BiH Presidency… took over responsibility for further destiny of Ploce port. I am glad to see that they agreed with [Croatian president Stipe] Mesic to finalize this by the end of this year. I expect Presidency will do everything for us to enter management of Ploce by then, especially now when reactivating Zenica steal factory brought up the need for additional construction at Ploce.” On issue of Vc corridor, Terzic said that money from GSM licences will be used to finance drafting of the Feasibility Study, expecting it to be over by March 2005. “Feasibility Study will enable many important things about Vc corridor, it will further make this project clear and put it in realistic framework,” Terzic stressed.

Hadziarapovic – FBiH Prime Minister, Ahmet Hadzipasic, confirmed to DA that there will be no further sale of the state capital in “Sarajevo osiguranje” [Sarajevo Insurance] until FBiH Parliament give its stand on this issue. The issue came into the focus after “Croatia osiguranje”, owned by Republic of Croatia, has submitted an offer for purchase of Sarajevo osiguranje. “It is also questionable for me to have a buyer of the state capital to be a company also with the state capital of another state,” Hadzipasic said adding that this doesn’t mean that he wants to slow down privatisation process. DA says that the plan of Croatian insurance is rather obvious: to control entire market in FBiH by purchasing Sarajevo osiguranje shares.
