Bogdanovic: RS authorities submitted information on 6 new mass graves
| RHB Fri, RTRS Fri, Glas Srpske Sat pg 2 ‘Commission caught up’ – On Friday, Srebrenica Commission Chair Milan Bogdanic stated that RS Ministry of Defence and Interior have forwarded to the Commission the information on existence of six new mass graves with victims of the Srebrenica tragedy. Bogdanic said that Commission has located the graves during the last week and that it would forward this information to the relevant Federation bodies. Srebrenica Commission on Friday forwarded the second preliminary report to the Government, which focuses on the Commission’s working results in the past fifteen days. RS Govt says significant progress noted in Srebrenica Commission work | RTRS Fri – On Friday, RS government has been briefed at a special session in Banja Luka on the second preliminary report of the Srebrenica Commission work which relates to activities undertaken by the commission in the last two weeks, from 15 to 30 April. The entity government stated that significant progress has been made in the work of commission in relation to the previous period, assessing that the improvement in the quality of material-technical equipment, as well as the stated readiness of the bodies and institutions to better cooperation, will contribute to the work of the commission being completed successfully and on time, the government’s public relations office stated. |

The High Representative required the Commission to include in this Progress Report information that was absent from its Interim Report, presented to the HR on 15 April. The Progress Report will also indicate the level of compliance by the RS Authorities with the High Representative’s requirement that they cooperate fully with the Commission. “An initial reading suggests that the Commission believe they have received improved cooperation from the RS authorities, and important new information. Ashdown postpones OSA establishment to 1 July
| Dnevni Avaz Sun pg 3 ‘Deadline for OSA establishment postponed’ – The High Representative, Paddy Ashdown, issued a decision deferring the establishment of the Intelligence and Security Agency until 1 June 2004, following the request by Ambassador Kalman Kocsis, Chairman of the Expert Commission, which drafted the Intelligence and Security Agency. The decision was brought in order to avoid any vacuum in the maintenance of proper control over the intelligence-security sector. Letter that Ambassador Kocsis submitted to CoM Chairman Adnan Terzic, Parliamentary Assembly Security-Intelligence Commission Chairman Tomislav Limov and Ashdown notes that “the appointment of the Director-General, Deputy Director-General and Inspector-General is a prerequisite for the integration of FOSS and OBS into OSA. Much rests on their shoulders. Unfortunately, despite everyone’s best efforts, the appointment of individuals to these positions appears to be slightly delayed. This creates a problem. Without the new management in place, there will be a vacuum where no one will be in charge of the intelligence-security sector.” OHR press release reads that without this technical adjustment, no one in the Council of Ministers would be operationally responsible for the actions of the intelligence-security sector. “Such a vacuum would have undermined the work undertaken to date by the BiH authorities in moving the intelligence reform along its difficult path,” said the High Representative. BHTV 1 on Edhem Besic’s candidacy for OSA Head
| BHTV 1 Sat by Damir Simic – Report comments that OHR said it does not wish to comment on the procedure of appointment of top people of the BiH Intelligence and Security Agency [OSA] until the vetting of candidates is completed. BHTV 1 reminds that Almir Dzuvo, Risto Zaric and Mladen Alpeza have been proposed for the top posts in this service. In the meantime, Executive Director of the FBiH Intelligence and Security Service Edhem Besic has applied to the competent institutions. “All my years of service have been in intelligence and security jobs. So far I have not been a member of any political party. I have done all the jobs in a legal and responsible manner and – according to universal belief – very successfully,” Besic wrote in his application. Besic says that lately he has been receiving threats: “I received intensive anonymous threatening phone calls from an unknown mobile phone… I think that they can be linked to my candidacy for the post of general director with the aim of deterring me.” |
Oslobodjenje claims notorious guard of Omarska prison to be in SIPA leadership | Oslobodjenje Sun cover page story, pg 7 ‘Investigator from Omarska to take one of the top positions in SIPA?’ by B. Kahrimanovic – Daily claims it learned that one of the top candidates for new leadership of the BiH Security and Information Agency [SIPA] is Goran Novic, “a notorious investigator from Omarska” concentration camp. Author further says that since the position of SIPA Head has been reserved for a representative of Croat people, Novic will receive position of the Deputy or Chief Insepctor. “As Sredoje Novic, current Agency’s director, is Goran’s uncle, it is not excluded that Goran also walks into the leadership of this Agency. Despite the fact that he devotedly performed the function of one of the cruelest investigators in Omarska concentration camps in 1992, Goran Novic passed harsh vetting procedures of former High Representative Wolfgang Petritsch and IPTF,” reads the article. It also gives a statement by Muharem Murselovic, former Omarska camp prisoner, who wonders how Novic could have passed all vetting procedure and added: “This is the worst insult not only for Bosniaks and Croats, but also honest Serbs. I cannot believe that those making decision on this are not familiar with Novic’s past.” |

Soldiers demand explanation from SFOR | Dnevni Avaz pg 4 ‘Soldiers demand SFOR’s explanation’ – The Association of recipients of highest FBiH war decorations requested from SFOR to publicly state the real reasons why Bosniak candidates were not approved for holding positions in the BiH defence system. The Association stated that they are well aware that these officers fought with honor on the side of justice. “If we do not receive transparent reasons for this decision we shall view it as yet another in a series of activities aimed at discriminating against the moral values of the fight for the defence of BiH. If this is the task of SFOR then we should also know that. We request SFOR to carry out its mission transparently with respect for values of the defence of BiH”, the Association stated. |
FBIH MoD invites soldiers wishing to receive severance pay to apply | RHB Fri, Dnevni Avaz pg 5 ‘Soldiers interested for severance payments should submit request by 5 May’ – Members of the FBiH Army interested in leaving military service with 6.000 KM in severance pay should file such requests by May 5, the FBiH Army Joint Staff told FENA. The FBiH Army Joint Staff received instruction from the FBiH Defence Ministry defining conditions for voluntary discharge with 6.000 KM in severance pay. At the same time the FBiH MoD delivered a number of decisions for members of the FBiH Army who applied for retirement in accordance with the FBiH Government’s regulations on conditions for favourable retirement. Some 1.650 members of the FBiH Army meet criteria for retirement under this regulation. After the FBiH Parliament adopted the program for discharging surplus members of the FBiH Army several days ago conditions have been created for downsizing the FBiH Army from 13.200 to 8.000 members. |
FBiH HoR expected to discuss Veterans Law on 4 May | Dnevni Avaz Sun pg 8 ‘Veterans law by 7 may is a condition for 51 million KM loan’ – Following FBiH House of Representatives’ failure to discuss the draft FBiH Law on Veterans’ Rights, the World Bank warned that this the draft has to be adopted by the House by 4 May which is a condition to receive 51 million KM worth loan. FBiH authorized Minister Ibrahim Nadarevic stated to Avaz that he hoped that the Law will be included in the agenda of the next House’s session. Chairman of SDA Caucus in FBiH HoR, Semsudin Mehmedovic, and Chair of SBiH Caucus Ismet Brga both announced they would support adoption of this law at the 4 May session. |

Cavic denies SDS finances extremist paramilitary formations
| RHB Fri, BHTV 1 Fri, Dnevni Avaz pg 4 ‘Cavic: Claims that SDS finances extremist organizations are nonsense’, Glas Srpske Sat pg 2 ‘Service for – nonsense’ – RS President Dragan Cavic said on Friday that the information of the west intelligence services on SDS financing the extremist paramilitary formations was “nonsense.” Cavic said he has received two letters from those “extremist organizations,” in which he is “sentenced to death,” adding he has forwarded this information to the US Embassy to BiH and RS Intelligence-Security Service. He stressed he does not have information that the SDS has been in contact with extremist organizations. Banja Luka daily Nezavisne Novine published on Friday that west intelligence services have sent to Brussels the information that the SDS has been financing the extremist Serb organization in Chicago, which is suspected that it was involved in the last year’s assassination of Serbian Prime Minister Zoran Djindjic. Nezavisne Novine also said that the documents gathered by the western intelligence services also indicate that SDS was providing direct financial support for the Ravna gora chetnik movement. RTRS Fri, Glas Srpske Sat pg 2 ‘Dirty political game’ – A statement issued by SDS reads the party dismisses all accusations and sees them as the dirties attempt of political disqualification of SDS, behind which international and domestic forces are hidden. The press statement reads that their ultimate goal is to destroy RS “while powerful and united SDS presents unbreakable obstacle to fulfill those anti-Serb goals.” SDS also says it refuses to allow attempts to use financial report it submitted to OHR as a mean of political pressure against the party. |
PDHR Hays on BiH chances to join EU | NTV Hayat Sat by Kenan Cerimagic – In an interview to NTV Hayat, Principal Deputy High Representative, Donald Hays, said he believed that since Croatia has receive a positive avis from the European Commission that rest of the Balkans would not be left behind. He stressed that Bosnia and Herzegovina has 16 conditions set in the Feasibility Study to fulfill in order to start activities on entering EU. “Only because deadlines set for June or September have not perhaps met, we should not assume that things are critically bad in Bosnia. Arbiter for these matters, [Chief of EC delegation in BiH] Michael Humphreys said that there is a seat reserved for BIH in the EU,” said Hays. He also stressed that certain time is needed in order to go through the necessary process. Adding that there is a small chance for the conditions to be fulfilled by the summer, Hays said that that there is a slightly better chance for progress to be achieved in autumn, however even if it is carried to the next year, the momentum of those reforms still present a positive message. |
RSNA discussion on draft Law on Local Governance | RTRS Fri – RS National Assembly regular session was interrupted on Friday and it will continue on May 4, when representatives will only discuss one agenda item point – draft Law on Veteran’s rights. At the session, there were also a number of reactions regarding the adoption of the draft Law on Local Governance. Mayor of Banja Luka Dragoljub Davidovic said that draft Law wasn’t agreed with the Association of Municipalities and Cities. According to RS Minister of Administration and Local Governance Slaven Pekic the text of Law was agreed with all those it concerns and harmonized with the European Charter on Local Governance. “During entire process of drafting this Law we had three working versions of the Law, which were constantly consulted with all Institutions and at the end we have settled for this draft, which is practically entirely harmonized with the experts of Europe’s Council, but also with the representatives of Association of Municipalities and Cities,” stressed Pekic. He added that in accordance with this Law, representatives of the local governance must have ensured financing sources. Banja Luka mayor Davidovic said he did not agree with this and said that text of this Law, proposed in RSNA, looks nothing like the text agreed at the joint meeting last year. He said that this Law doesn’t solve some of the most important issue such as the financing of Local Governments and issue of property. He said that this text can’t be passed and that the Association will actively participate in public debates that will be held in next two months. Slovenian Ambassador says visa regime for BiH will not change now | Dnevni Avaz pg 5 ‘We will not turn our back to this part of Balkans’ by Fadil Mandal – On the occasion of the Slovenian accession to EU on May 1, Slovenian Ambassador to BiH Tadej Labernik stated in an interview to DA: “Following 1 May, the Slovenian visa regime [for BiH] will not change. Everything will stay as it is. The visas will be free for BiH citizens. It is another thing when Slovenia becomes part of Schengen agreement in 2006, as the Slovenian border with Croatia will than become EU’s border.” |
On Education issues in Central Bosnia Canton | RHB, FTV Fri, FTV Sat – The Central Bosnia branch committee of BiH HDZ party was subjected to additional financial sanctions by the OHR on Saturday 1 May after it failed to adopt a decision on the administrative organization of schools attended by both Bosniak and Croat children, the office confirmed. Moreover, the party’s accounts were blocked for the second month in a row and its activity is virtually impossible. Under High Representative Paddy Ashdown’s decision, five per cent of the money the party is entitled to will be taken from its Central Bosnia branch every week until the decision to administratively unify said schools has been made. Glibusic carries that the session of the Central Bosnia Canton Assembly took place on Friday afternoon at the request of the Croat Caucus. During this session the decision that would resolve the issue of ‘two schools under one roof’ was offered. According to Minister Nikola Lovrinovic the aforementioned decision was agreed upon on Friday morning and the OHR promised cooperation of Bosniak representatives in order to adopt this decision. Lovrinovic added that one hour before the beginning of the session the OHR informed them that the decision should be changed in one item, that is according to Lovrinovic of crucial importance for the Croat side. Lovrinovic added that it is interesting that that the same proposal that Chairman of the CBC Assembly Velimir Valjan received from the OHR at 17”00 was proposed by the Bosniak Caucus at the session at 18:00 hrs. According to Lovrinovic, people from the OHR brought them in an unpleasant situation and in order to prevent new crises in the Assembly Valjan stopped the session. Incident in Stolac over flag | Dnevni Avaz Sun pg 8 ‘Charges filed against Nerin Dizdarev because of removal of Croatian flag’ – The President of the Youth Forum in Stolac, Nermin Dizdar, together with and several members of the Forum, on 1 May tried to remove Croatian flag from a monument and place BiH’s on it, causing an incident. In a statement to DA, Dizdar said that few days before Forum met with the Mayor Zeljko Obradovic and requested the removal of the flag, however when nothing was done in this matter, they did it themselves. According to Dizdar, after they removed the flag two police offiers came to him and demanded him to return the flag, and after he refused he was summoned for interrogation. Afterwards, he was charged for causing racial and religious hatred and intolerance. He further claims that armed SFOR vehicles appeared in Stolac, and satisfied with this support, Croats returned the flag. SFOR on the other hand claims it was no in Stolac on the day. Jacques Andrieu leaves place of OHR South Head | Oslobodjenje Sun pg 4 ‘Jacques Andrieu leaves on 10 May’ – The Deputy High Representative and Head of OHR South, Jacques Andrieu, will complete his duties in Mostar on 10 May. Ambassador Andrieu is returning to Paris to undertake new responsibilities in the French administration. His successor will be appointed shortly. “Ambassador Andrieu has made a particularly fruitful contribution during his tenure to the better understanding that now exists between the municipalities and the cantons and the municipalities and the Entities in OHR South’s Area of Responsibility,” the High Representative, Paddy Ashdown stated. The Deputy Head of OHR South, Anatoly Viktorov, will serve as Acting Head until Ambassador Andrieu’s successor is announced. Winterstein appointed as consultant in Mostar | Oslobodjenje back pg ‘Norbert Winterstein consultant to Mostar team’ – OHR Spokesperson Mario Brkic stated that Norbert Winterstein, former Chairman of te Mostar Commission, comes as a short term consultant of Mostar Implementation Unit team in charge of drafting the new City Administration Rule Book. Brkic added that Winterstein’s extensive experience, as a former Mayor of a German town, could be used so Mostar has the chance to design its administration in line with modern European standards. |

British company buys Ljubija mines
| RTRS Fri – Mine Ljubija will recommence its production after twelve years. Representatives of the Mine and British Company LNM on Friday have signed a contract on joint investment, which stipulates that LNM will invest 25 million KM in production only during this year. According to the contract, the new Company has been established which will have name New Mines Ljubija and all investments will go to start its production. LNM will use its influence in the world market to sell Ljubija’s products. Ranko Cvijic, Director of Mine Ljubija, said this contract is also good news for employees, as LNM obligated itself to pay for their health and pension benefits. In addition, LNM Director, Frank Panier said that the company will also pay out the outstanding wages for the last three years. “And that is what in privatization… presents the most significant pointer to some joint business’s perspective – that is the partner’s credibility,” said Dragan Cavic, RS President. “In this way we practically start a life of one region, Prijedor’s region, which is burdened with a number of social issues. This project has importance not only from RS perspective, but also from the perspective of entire BiH economy,” said Dragan Mikerevic, RS Prime Minister. Zigic on privatization revision | Dnevni Avaz cover, pg 9 ‘We will definitely carry out revision of Markovic’s privatization’ – FBiH Minister for Industry, Energy and Mining, Izet Zigic stated for DA that FBiH Government harmonized the content of the Law on Revision of Privatisation with the BiH Syndicate. He added that as soon as the Ministry receives written stand on the Law by BH Syndicate, it would forward it to the FBiH Government discussion. Zigic also explains that the revision would also include the privatization carried out in accordance with the so-called Markovic’s model. As for the cases when the revision has already been conducted by the government’s Audit Department, the new revision would be commissioned to the independent agency, in order to avoid conflict of interests. Law also stipulates control of the respect of contracts for already carried privatization. |

FTV on adopted PBS Law | FTV Fri – Following the adoption of the Law on BiH Public Broadcasting Service, FTV stressed that this law stipulates 7 million KM out of the amount collected through subscription would go to the RTV RS, despite the fact that the majority of subscribers are residents of Federation of BiH. The draft law intends reduction of RTV FBiH power, and it speaks about the agreement made between RS and OHR. All the income will be shared as well. Chairman of the FTV Board of Governors, Slavo Kukic, considers it a very immoral and unfair decision. FTV Sat – On Saturday, FTV run report saying that adopted Law was not a good law. Claiming that the citizens wanted them to explain what the law was really about, report informed on distribution of the subscription and that 1/3 of it will go to RTV RS, although – as noted – they have not so many subscribers as FTV. BHTV 1 on adopted Law | BHTV 1 Sat – BHTV 1 run feature that says that the Public Broadcasting System on the state level does not represent a threat to public TV broadcasters and their independent work. With adoption of the law on public RTV system, BiH will have a TV on a state level that will cover entire BiH territory. It was one of the conditions set by International Community. Lawyers Jelavic, Prce accuse BiH Court | Oslobodjenje cover, pg 6 ‘Jelavic and Prce should have been released’ – “With a large professional surprise we have received the information from the BiH Court that the BiH Constitutional Court instruction for temporary ban of criminal proceeding against Ante Jelavic and Miroslav Prce, was irrelevant for further proceedings and their further detention,” reads the statement by lawyers Josip Muselimovic and Zarko Bulic. They claim that this was breach of BiH Constitution, and call on BiH Justice Minister and BiH Constitutional Court Chair to carry out measures ensuring the decision of the Constitutional Court and release both Jelavic and Prce.
