News Summary

BiH makes some progress towards admittance into European Council

The European Council Parliamentary Assembly Committee for Political Issues held a session in Reykjavik on Monday and, among other things discussed, BiH requested admittance into the Council. “BiH made progress in some areas, but it is not yet enough” stated the Head of the BiH delegation, Edhem Bicakcic to TV BiH. The main aspects of interest in the future are the Permanent Election Law, which must be included in the parliamentary procedure, an independent judiciary and prosecution and an education system free of content that might be abusive to any nation in BiH.

Croat students boycott primary schools in Vares

The discontent of Croat representatives in the Vares Municipality with the education system culminated recently when primary school ‘Fra Filip Rastric’, the only one using the Croat language and program, was closed. This denied Croat children their constitutional right to attend school in their native language. Education Minister of the Zenica-Doboj Canton Kemal Celebic claims that this school was not closed, but transformed into a branch of another Vares school, instead of a self-standing school. “The new school curriculum in the Zenica-Doboj Canton seems bad only to those who want to divide schools into Croat and Bosniak” Chairman of the Primary School Vares Steering Board Zijad Eskic stated. On the other hand, Croat representatives think that this move harmed refugee return to the Vares Municipality, which had recently intensified.

Schooling issues in Zenica-Doboj Canton

311 primary school students, children of Bosniak returnees to Zepce, are not yet attending school and their parents organized a protest rally in Zepce on Monday to demand conditions for the education of their children. The problem of two school curriculums being used in Zepce was supposed to be resolved with the new common curriculum for the Zenica-Doboj Canton, which includes a “group of national subjects.” The school year for Bosniak children in Zepce will not start until room is made for them in the local elementary school. “The children’s right to an education is connected with finding a political solution for Zepce Municipality, for which intervention from the OHR, OSCE and BiH Federation President and Vice-president is needed” Zenica-Doboj Canton Education Minister Kemal Celebic stated.

Local authorities in Central Bosnia prevent return of Bosniak refugees

The Association of Prison Camp Inmates and Association of Refugees and Displaced Persons of Central Bosnia Canton issued a public protest letter on Monday against local authorities in municipalities with a Croat majority. “Croat authorities do not allow Bosniak prisoners of war and refugees to return to their homes and jobs or to get their property back” reads the statement.
