OHR BiH TV News Summary, 29 October 1998

RS National Assembly inaugural session began this evening in Banja Luka. The main subject of the discussion was the agenda for this session. The Parliament also verified the mandates of 82 delegates who took their oaths. After a pause, the commission for appointing the candidates for Chairman and Co-chairman was elected. BiH TV was informed unofficially that the International Community representatives and the “Sloga” Coalition representatives are requesting the CD Coalition representatives to quit their candidacy for the post of the chairman. The session was still in progress during the making of this report.

Sarajevo Canton assembly held the constitutive session. Due to different political opinions at the session no chairman was elected as well as the canton governor. In this regard, HR deputy Schumacher made his suggestion for appointment of the assembly chairman and said that this should be an opposition candidate, for this would be a step forward ion peace and stability of BiH, as well as an act of co-operation with the International Community.

Una/Sana Canton Assembly constitutive session was held today in Bihac. Assembly chairman and canton governor were not elected at this session, although the appointing committee was elected. It is still not certain who will be the assembly chairman, SDA candidate or party for BiH candidate.

SDA Executive Board is holding a session discussing the allocation of SDA members within the CD Coalition for all levels of authorities, in accordance with September elections.

BiH TV published a part of BiH Presidency member Izetbegovic’s interview for tomorrow’s “Dnevni Avaz”. The part of the interview is in regard with the Sarajevo Declaration. Izetbegovic said that there were no evictions or there will be any. Izetbegovic also said that only a person who uses two apartments. Regarding the Annex 7 implementation, Izetbegovic said that the only possible option is two-way return, for there are three possibilities: 1) that everything remains the same, 2) that the one-way return of Serbs to the Federation continues and 3) two-way return. The first case directly implies to division of BiH, the second one, if it continues long enough, BiH will become a part of “Greater Serbia” so the only possible solution for preserving the whole BiH with two multiethnic entities is the third option.

NATO Commander for Europe, Clark and new SFOR Commander Meigs met in Mostar with BiH Presidency member Jelavic and BiH FA Minister Prlic. Clark said that the main issue of the meeting was further democratisation the armed forces.

The trial to 7 smugglers out of 32 arrested by CAFAO and entity customs offices began today in Sarajevo. Among the arrested ones there are 11 Croatians, 10 Bosniaks, 1 Macedonian and 1 Slovenian, and the rest of them are Bosnian Croats.

Serbian tanks are moving down the Kosovo roads, toward their barracks in Pristina according to the agency news. More and more Albanians are returning to their homes, although “everything still resembles on the ghost valley”.
