BiH Presidency held a session, discussing the issues of citizenship of persons arrived to Bosnia in the period since April 1992 until legislation of the BiH Constitution. One of the main items on the agenda was also re-activation of the Commission for Implementation of BiH Constitution and the DPA implementation.

Federation Parliament House of Representatives held a session and adopted the Law on changes and amendments to the Law on Privatisation of Enterprises, and the Laws on Defining and Realisation of debts toward citizens in the Privatisation Process. The HoR also adopted the Law on Economic Societies.

High Representative Carlos Westendorp believes that yesterday’s disapproval of Miljus’ candidacy for the RS Premier, the RS National Assembly fulfilled its constitutional role. Westendorp also appealed on the RS President to appoint new RS Government designate, which will gain the necessary majority of votes in the Assembly.

US Ambassador Kauzlarich met with RS Premier Dodik, and National Assembly Chairman, Djokic. Kauzlarich said that the purpose of the meeting was the future of the RS and important challenges, which wait for RS Premier Dodik. SNS President, Mihajlovic commented on yesterday’s Miljus’ statement at the Assembly session and said that Miljus has made damage to the RS and appealed on President Poplasen to offer the mandate for structure of the Government to the “Sloga” Coalition. SDS Presidency Chairman, Kalinic said that Miljus’ appearance revealed the red-green conspiracy made by “Sloga” Coalition and CDU BiH and expressed SDS concern for the RS survival.

Reacting to yesterday’s session of the RS Assembly, Federation Co-president Ganic said that Poplasen must face the reality and understand that it is time to propose a serious government designate. SDA Co-president Genjac said that Poplasen was trying to deceive most of the delegates in the Assembly, by appointing Miljus for the designate. Party for BiH thinks that the recent events in the RS are political engineering from Belgrade. Being a man who do not care about Bosnia, but to finish the work started by Radovan Karadzic, Poplasen would propose another designate who will fail again to receive necessary majority of votes, Party for BiH Secretary General Halilovic said.

Presidency member Jelavic and SFOR Commander Meigs made a joint statement, which says that Jelavic and Meigs discussed all proposals about HVO officer appointments, and agreed that if all necessary documentation is regularly submitted, there will be no problems to approve the appointments.

BiH Parliamentary delegation at the European Council, led by Federation premier Bicakcic met in Strasbourg with the new President Lord Russell Johnson. Johnson said there is still a lot to do in BiH, but that enormous progress was achieved in the past three years.

Meeting of Croatian and BiH delegations for identification of borderlines took place in Sarajevo. The meeting was held behind the closed door, and no official announcement was made.

OHR representatives and delegation from Zepce held a meeting in Zenica, discussing the issues of territories of Zepce, Zavidovici and Maglaj municipalities. No official information was published from the meeting, which was held behind the closed doors.

Public debate on Brcko was held today in Maoca. Dr. Grebo said that the arbitration decision for Brcko will be the subject of discussion for other, similar decisions in the future, and pointed out that postponing so far was in order to make a just and fair decision. Dr. Kasim Trnka said that if Brcko was not taken from the Federation, which did not exist in that time, it was taken from the State of BiH. Federation Arbiter, Sadikovic insisted on implementation of European convention, while Cavic believes that single-national authorities of the RS are obstructing the additional decision. SDP President Lagumdija said that Brcko should be a district as a fair and just decision, and that thus, Brcko would be an example for everyone, and everyone would want to be Brcko in near future.

International military intervention on Kosovo may be unavoidable, UN Secretary General Annan said. OSCE Verification Mission representatives reported from Pristina that Kosovo was peaceful today.
