BiH Federation Parliament House of Representatives held a session. The Law on Employment and the Law on Telecommunications were adopted as well as the Law on Conversion of Debts for Pension insurance into Certificates.

HR Senior deputy Schumacher visited Vitez today. Schumacher met with Central Bosnia Canton officials and HDZ representatives, discussing the matter of refugee return to the villages of Gacice, Donja Vecerska and Poculica. As reported by journalists, the meeting went on in a very tense and bitter atmosphere and ended with no results. Croat representative addressed number of accusation to Schumacher and the International Community, including threats that Schumacher might experience a similar thing as Hans Koschnik in Mostar. It was also said that there is a possibility of petition that would be signed by Croat people for Schumacher’s replacement because of, allegedly, different treatment of Croat people. After the meeting was finished, Schumacher said it is obvious that the Vitez problem will be solved at the higher level.

UN Secretary General Special Envoy, Elisabeth Rehn visited Travnik and met with Central Bosnia Canton officials. Main subjects of the discussion were recent terrorist actions in Travnik, safety situation and other current items in Travnik municipality. Rehn also met with Governor Terzic and his deputy Saric and discussed the matter of joint institutions in Travnik.

Factory of plaster panels “Samoborka Comcel” from Donji Vakuf was opened today. The company was established with investments from BiH and Republic of Croatia. BiH FA Minister Prlic was also present at the occasion, as well as BiH Federation President Ganic, President Tudjman’s Special Envoy for relations with BiH, Greguric, and Croatian Ambassador to BiH, Bago.

European Commission spokesman, Ilic-Gabra said that the European Commission Office for Humanitarian Affairs will finish three project of the housing fund reconstruction. Reconstructed apartments are in Hadzici, Prozor and Zepce.AD The International Red Cross and Red Crescent Society donated 17 vehicles to the BiH Federation Red Cross Society for programmes of home care. 14 vehicles were also donated to the RS Red Cross Society.

News agencies reported that 25 Albanians were killed in Kosovo in the past two days, out of which 20 were killed in attacks of Serbian forces. One of five remained died of torture by the Serbian police, while two women and two children died due to lack of medicines. FRY Army sources reported on a severe incident occurred at the Albanian border, when two missiles were fired from Albanian side. NATO supported UNHCR efforts in Kosovo. BiH Press reported that 9.500 refugees from Kosovo are currently in BiH Federation and 1.135 refugees are registered in Sarajevo Canton.

OSCE Mission Chief, Barry met with the RS President Plavsic. After the meeting, Barry said that it is often said that the International Community is responsible for the future of BiH entities and added that this is not true. Barry said that voters are only responsible for their future.

OHR made an announcement on HR Westendorp’s and Principle Deputy Klein’s visit to Zagreb last week. It was said that Westendorp and Klein did not propose Tudjman to hold a meeting with Croat political parties’ candidates. Such meeting would only be held upon an initiative from President Tudjman, and if it comes to that, the meeting is expected to be in the spirit of DPA.

Today and tomorrow, the Croatian Radio Television (HRT) will not broadcast reports on political parties’ assemblies as previously scheduled for pre-electoral campaign, HRT Management said. HRT will make the programme scheme for presentation of the parties in accordance with recommendations from the OSCE.
