Yugoslav Army killed four members of a Kosovo Albanian family this morning, and among them three children of 2, 6 and 12 years of age. The victims were with a group of returnees who were returning from Albania to the villages of Djakovica. The NATO Council approved the operative plan for the military air supervision over Kosovo. UN SC did not bring a new resolution due to opposing of Russia. The White House condemned repression of the media in FRY, and demanded from Belgrade to cease these actions against the independent media. BiH TV reporter from Pristina said that heavy Serbian attacks commenced in the evening in four Kosovo municipalities. Kosovo Liberation Army police forces said that the police forces arrested two “Tanjug” journalists two days ago, for driving a car without visible press identifications. The investigation procedure is in progress, and if it is proved that journalists were not taking actions against Kosovo Albanians, they will be released.

Montenegro President Djukanovic held a press conference, and said that MG Government is leading parallel negotiations from London to Podgorica and does not recognise decision of the Federal Government. Djukanovic also stressed that Monenegro wishes to stay within FRY for many reasons, including, among other things, pretensions of neighbouring countries toward Montenegro. Asked which countries are those, Djukanovic said that Croatia, Albania and Serbia have pretensions toward Montenegro.

About 300 Kosovars were transferred from the Coca-Cola factory in Sarajevo to Zenica and Kljuc.

Federation “Official Gazette” published the Regulation on Criteria for allocation of another apartment to the residential permit owner or the current user of an apartment. Cantonal authorities will use these criteria as the guideline for allocating another apartment. BiH TV failed to get a comment from Minister for Urban Planning, Morankic, who signed the Regulation, but brought a coverage from the press about the issue.

At the meeting of representatives invalids of war associations with the World Bank mission head deputy Mitra, it was said that privatisation will not start before the two Federation partners agree on military booklets as certificates. War invalids representatives proposed that ratio of the 7 billion DEM, as previously agreed with the World Bank, should be 4:1 for the benefit of BiH Army.

Brcko Mayor, Borko Reljic resigned to his post in the SDS, due to the lack of understanding for the duties he was carrying out in Brcko, as he said himself. Reljic added he did not have support from his party, ehich appointed him to this post, in the past two months, stressing, that Brcko is an interest of the RS, and not of any political party. Reljic said that he would remain to be Brcko Mayor should the RS Government support him, and added that he decided to resign from the SDS due to forthcoming Brcko arbitration process.

Former BiH TV journalist Nikola Gurovic, was arrested today at the Sarajevo Airport. The Primary Court II in Sarajevo ordered his arrest on March 31 1997, because of committed crime of embezzlement. As RTV BiH found out, the court order was issued because of unpaid travelling order and money, granted from the television for business trips.

OSCE Media Experts Commission said that local policemen in Banja Luka who were securing “Banski Dvori” on September 12 and 13 1998, violated the right of journalist for freedom of movement and speech, by apprehending them obstinately.
