News Summary

Johnson visits Foca

Principal Deputy High Representative Ralph Johnson visited Foca and met with Foca Municipality Vice-presidents Rajko Komnenovic and Sulejman Pilav, as well as with the Association of Bosniak Refugees from Foca. Johnson expressed satisfaction with the atmosphere of the meeting and asserted that the approach being used by the Foca Municipality is positive. He stated that “we have heard some encouraging words.” He added that the real test, like in other places, would come with actions and not just words. He announced that no one wants to see Foca as an isolated municipality. The issue of return, as a condition for economic progress of the municipality, was discussed at the meeting. Johnson stated that the authorities would be directly conditioned with the progress in returns. He assessed the issue of forming the multiethnic police as important, saying it would strengthen the of return process and improve overall security situation in the area. “We wish to see the full co-operation of local authorities with the ICTY” Johnson concluded.

Tuzla Regional Association of Refugees holds press conference

The Tuzla Regional Association of Refugees and DPs held a press conference where they warned that the 150,000 refugees in Tuzla Canton could wait no longer to return. Association President Fadil Banjanovic underlined that “we are advocating realization of the Dayton Agreement by this spring, no more backing off, those who want to go to Srebrenica, to Zvornik, to Bijeljina, to Janja, must go by this spring, no more waiting.” Refugees in the TP Canton asked the IC to take action after the recent decisions and adoptions of certain laws by the RS National Assembly. They suggested the entity constitutions be supplemented to allow the constituency of all BiH people on their territories. They appealed to the OHR to publicly name and replace those who obstruct the Dayton Agreement.

LBO press conference

LBO Vice-president Salih Foco stated that political leaders must implement what they sign, because the lack of political will is the weakest point in the implementation of the Dayton Agreement. As a problem, Foco mentioned the fact that the policy the IC is using in BiH is an experiment for resolving conflicts in Eastern Europe.
