HR Westendorp passed the Law on BiH Coat of Arms. HR chose the proposal that won majority of votes in the BiH Parliament. Westendorp thus used authority given to him by Annex 10 of DPA and by the Bonn conference.

The World Bank approved two credits for BiH. The first one of $25 million is purposed for reconstruction of the electric network in BiH, while the other of $5 million goes to the RS for establishing of private enterprises.

Presidency member Zubak received a visit of OSCE mission chief and his associates, who informed him about the current situation and activities of Provisional Elections Committee. The matters of election results implementation in municipalities Rama, Kresevo and Capljina, as well as recognition of documents of former Republic of BiH and Herceg Bosna.

BiH Federation Parliament House of Representatives continued yesterday’s session, discussing the draft Law on Pension and Invalids Insurance. After the long discussion, the law was adopted without votes from the HDZ representatives. Representatives also adopted the Law on Money Incomes for Representatives, the Law on Salaries of Federation officials and the Law on Interest Rates.

The RS People’s Assembly continued its session today. The main discussion was led about giving the mandate to OSCE to organize and supervise implementation of the September elections. Presidency Member Krajisnik addressed a letter to the Parliament in which he says that OSCE Mandate has ceased. Mr. Izetbegovic and Mr. Zubak already given their approval to extension of the OSCE mandate, but he himself says that practice where individuals are deciding about such significant matters is inappropriate to the current moment.

Memorandum on understanding was signed today in Banja Luka, in regard with regulation of legal assistance between the Federation and the RS institutions. By signing this memorandum, the process of co-operation of legal and court authorities was commenced between the two entities. Ministers of justice of the Federation and the RS signed the memorandum in the presence of the RS Government President and officials and HR deputy Schumacher. Schumacher explained that this finishes the job started by his predecessor Steiner, and this is the start of legal compatibility in the two entities.

At the regular press conference of international organizations in Mostar, Regional UNHCR chief, Wright reported on beginning of the return to Mostar municipalities, saying that 30 Bosniak families returned to Mostar South. OHR Head in Mostar, Sir Martin Garrod said that the safety plan for return was adopted at the special session of Canton Government.
