BiH Presidency Chairman Radisic, Presidency member Izetbegovic and Federation Co-president Ganic testified at the Brcko hearing. Radisic said Brcko should remain in the RS, while Izetbegovic and Ganic said that it should be a part of the BiH Federation. Radisic also said that district would be a new division, which could implicate armed conflicts and bloodshed. US Special Envoy Gelbard and HR Principal Deputy Klein also arrived to Vienna this evening. TV BiH also brought Izetbegovic’s statement, who said that the just decision would be if Brcko should be in the Federation or if it becomes a district, out of the RS jurisdiction. Izetbegovic also said that the Federation Government would recognise the Arbitration decision, “while I personally do not have to respect it, and I personally will not respect it, I would be unhappy with that decision, I got the right to stand aside and to keep saying as long as I live that it was unfair decision, and they are not handing Brcko over to me, but to the Federation.”

Kurdish leader Ocalan was arrested in a secret action of the Turkish Security Forces in Kenya capital Nairobi. Kurds all over Europe held violent demonstrations in front of Greek embassies in Europe, taking hostages and threatening to burn themselves to death.

Negotiations in Rambouillet continued with no progress. Albanian daily Koha Ditore published that should the agreement be signed, the Kosovo Liberation Army could be transformed into political party called Kosovo Liberation Party, but this news was refuted by KLA officials late afternoon.

Two-day meeting of the Interstate Commission for marking the Borderlines between BiH and Croatia ended today in Mostar. The complete state borderline was analysed, and high accordance was reached, participants of the meeting said.

OHR reacted to yesterday’s HVIDRA announcement, in which the High Representative is being accused of implementing double standards against Croats, which is why the third entity is demanded. OHR said that there are no hidden plans on assistance to Bosniaks to create unitary state. OHR priority is to implement the DPA, which defined the state of BiH with two entities and three equally important and significant nations.

In the presence of HR deputy Klein, President and the Co-president of the Federal Missing Persons Committee, Pusic and Masovic signed the regulation book on internal establishment of this body, which implemented decision of the Federal Government from 1997. The Commission exhumed about 1800 bodies last year from more than 400 locations, and more than 80% of victims were identified.

OHR organised a meeting of Bugojno Serb refugees in Bijeljina. Main issues of the discussion were possibilities of return of about 1500 Bugojno Serbs. OHR representative Lonnback said he will hold additional meeting with Bijeljina Municipality President, Savic, as Savic was absent from the meeting.
