Although previously announced, OSCE did not publish first election results, at their press conference. It was said that the preliminary results will not be published at all, while official results are expected in 12 days. OSCE Mission Head, Barry said that publishing temporary results is not in the interest of legitimate results of voting.

Media Experts Commission (BiH TV called IMC this) severely condemned arrest over several transmitters used so far for re-broadcasting of Croatian Television programme. IMC General Manager deputy, Gillette said that HRT re-broadcasts their programme via ‘Erotel’ from Mostar, and that ‘Erotel’ prevented RTV BiH broadcasting in some areas of BiH, and thus violated the IMC broadcasting regulations. By this decision, the transmitters will be under IMC control until RTV BiH and ‘Erotel’ make an agreement on usage of the transmitters, or until the IMC decides otherwise.

OSCE Media Experts Commission President severely condemned arrest of RTV BiH reporter in Banja Luka, saying that arresting of journalist on the second day of elections supervised by the IC is shocking and cannot be tolerated. MEC received documents, which can prove that Serb Radical Party violated the election blackout. On September 12, SRS RS President Poplasen appeared in Belgrade’s ‘TV Palma” programme, at the RTS frequency. RTS is currently under investigation of Election Appellation Subcommittee for violation of election blackout, by broadcasting a programme, which included interview with the President of Serbian Radicals, Seselj. OSCE spokesperson Schultz said that some reports that say MEC ceased the “Sveti Jovan” radio license are completely false.

Westendorp prolonged the deadline for apartment retrieval for another six months. Westendorp said that the Parliament will not be able to make this decision during the elections, and passed it, hoping that the Parliament will adopt it upon its constitution. OHR decided this decision was necessary, due to obstacles in the implementation of the Law on Abolishing the Law on Abandoned Apartments.

Bicakcic answered OHR, saying he supports the IC efforts to remove the obstacles, but disagreed with the decision to prolong the deadline. Bicakcic said that the HR crossed over his authorities. Bicakcic said he could not accept the HR standpoint that the municipality authorities are not organised enough regarding the submission of requests for apartment retrieval, and that there was no information on how to claim the owners’ rights.

Situation in Kosovo worsened today. Conflicts continued in the North part of Kosovo, near Podujevo, and Rudnik.

Numerous refugees arrived from Kosovo, and gathered in front of UNHCR offices, thus expressing their protest for not resolving their status. Albanian refugees from Kosovo have spent two past days in the lobby of UNHCR building. UNHCR representative said that UNHCR gave the money for accommodation of refugees to the Ministry of Civil Affairs and Communications, but the ministry refuses to accommodate the refugees. Silajdzic said that this was not true and that Kosovo refugees need to be accommodated as soon as possible.

IPTF Chief, Monk, passed the decision to replace RS Police chief Savic for his post for life, because of taking part in harassing 14 persons arrested under suspicion for murder of RS policeman Knezevic in Pale. Seven persons were detained due to evidence for taking part in the murder, while other 7 were detained with no legal grounds.

HDZ announced that Presidency candidate Jelavic won 65.44% votes, SDP candidate Gojer 21.15% and NCI candidate Zubak 11.14%. Soljic said that elections were democratic and that HDZ expectations were fulfilled.
