Federal Government representatives held a meeting with OHR, discussing the issues of criteria on allocation of flat to the present or pre-war owner of residential permit and military flats. OHR spokesperson Stiglmeyer said that the issue of the criteria was not especially discussed, but there were many other issues of discussion. Stiglmeyer did not want to comment on conclusions of the meeting before the conclusions are reached and said that agreement could be expected in the weeks to follow.

BiH Trade Union announced the general strike of workers in the Federation should the Government decide to resolve the status of employees “on waiting” by the cantonal law, Trade Union President Hrle said.

Federation Vice-President and Minister of Finances, Covic said that BiH delegation in Zagreb is conducting preparations for upcoming meeting of BiH Federation and Croatian delegation, in order to solve many problems that accumulated up to date.

NATO Commander for Europe Clark and with SFOR Commander Meigs met with HR deputy for refugee return, Bearpark. The meeting was held behind the closed doors, and General Clark said that main issue of the meeting was SFOR‘s support to refugee return programme in BiH. Commenting on recent HVO generals’ appointment, Clark said that armies of both entities are obliged to follow SFOR procedures.

New conflicts in Kosovo resulted today with 15 killed KLA soldiers near Decani and two international monitors wounded. NATO General Clark warned that should diplomacy fails to achieve results, global conflicts in Kosovo may occur. Serbian forces were shelling villages south of Pristina, followed by infantry movements.

Commission for succession of SFRY property continued its session in Brussels. Today’s issue of discussion was Slovenian request. Slovenian representative said that this time again, everybody was listening to Sir Arthur Watts and his personal vision on allocation of the joint inheritance.

CoM Co-chairman Silajdzic said that he would resign should unjust decision on Brcko be made. At the session of Cantonal Board of the Party for BiH, Munib Jusufovic presented the data, which clearly show that Brcko should be returned to Brcko citizens. According to the presented data, over 42% of Brcko pre-war citizens were Bosniaks, 25% Croats, 20% Serbs while Bosniaks were also dominant amongst 11% of Yugoslavs. Silajdzic, who was also participating at the meeting, said that there is no justice for Brcko until refugees are returned. The New Croat Initiative presented their proposal for the Brcko arbitration decision, and said that Brcko should have the special political and legal status, “which could be called district.”

Followers of Fikret Abdic addressed to the press and said that the Fikret Abdic’s case is “a school example of fixed process” while extradition of the accused to the Federal Law representatives “would be a crime.” Ministry of Justice of the Republic of Croatia cannot make a statement on Fikret Abdic’s case, for the official request from BiH is not yet arrived, assistant to the Croatian Minister of Justice, Lukina-Karekovic said.

Cantonal Prosecutor in Tuzla/Podrinje Canton, Dzanic said that names of RS and FRY Army high officers who ordered shelling of Tuzla on May 25 1994 are known. 72 people were killed of a single grenade, and documentation is to be delivered to the Hague Tribunal.
