Chairman of the European Union – Germany has proposed the plan for resolving the Kosovo crisis, which anticipates 24-hour suspension of NATO actions, in order to give time to Belgrade to withdraw its troops from Kosovo. The plan also covers establishment of provisional international administration for Kosovo, and military control would be trusted to NATO. RTV BiH reporter from Brussels said that according to unofficial information, UN Secretary General Annan is prepared to demand instant cessation of NATO strikes, should Milosevic accepts the peace plan. At the regular NATO briefing in Brussels, it was confirmed that the Yugoslav Army has violated Albanian territorial integrity, as it entered the area of the Kamenica village in north Albania, but has withdrawn soon after that.

NATO spokesman Shea said that NATO raids on Yugoslavia will intensify in the forthcoming period. Shea also said that NATO has in its possession proves of presence of mass graves in the areas of Djakovica, Malisevo and Kacanik. Shea also said that Serbian paramilitary forces were plundering Albanians and thus made damage of about one billion dollars. Chief Prosecutor of the Hague Tribunal, Arbour also visited Brussels today, and said at the press conference, that the possibility of indicting Milosevic for war crimes is not excluded, if there is enough evidence. UK Defence Minister Robertson said that the Great Britain has in its possession evidence that notorious Zeljko Raznatovic – Arkan is participating in crimes in Kosovo. Arkan is being wanted by the Hague Tribunal for the massacre of 250 men, taken from the Vukovar hospital in 1991. Robertson claims that Arkan is visiting prisons Serbia-wide and is enlisting the recruits for his paramilitary units, which are driving out Albanians from Kosovo. Robertson also said that Bosnian Serb General Ratko Mladic, indicted for war crimes in BiH, especially for the massacre in Srebrenica is “commanding a gang of paramilitaries in Kosovo.”

Agency “Kosovapress” reported that more than 1000 Albanians were killed in the past four days in Drenica and Malisevo, but no other agency or NATO confirmed this information. OSCE said Serbian forces shelled northern regions of Albania, quoting military sources. Albanian President Mejdani said that Albanian Army is prepared to response for any further intrusion of Serbian troops in Albania.

Belarus President Aleksandar Lukashenko said after his meeting with Milosevic that the most that Yugoslav President wanted to accept is international civilian presence in Kosovo. Serbian official media reported that only Prizren targets were hit today, and said that NATO aircraft fired at a refugee convoy on a road between Prizren and Pristina, when 20 people were killed.
