Late last night in Zagreb at a meeting between Croatian President Franjo Tudjman, OSCE and Bosnian Croat officials, the HDZ agreed to change its decision and to take part in the local elections. The OSCE had met some HDZ requests, such as to exclude the Central District Zone from the forthcoming elections. According to reliable sources, maintained the report, there was a possibility that elections in Mostar and Brcko could be postponed for a week. The report also underlined that a meeting of the PEC was in progress and that such decision was likely to be taken at that meeting.

US Special Envoy Robert Gelbard arrived in Sarajevo today to meet with HR Carlos Westendorp and his associates. In the course of the day, Mr. Gelbard went to Banja Luka to hold talks with RS President Biljana Plavsic. Upon his return to Sarajevo in the evening, the US Special Envoy met with BiH officials.

Sarajevo – The BiH Presidency held a session today to exchange list of candidates for BH ambassadorial posts, while a final agreement was to be reached at the next session, said the report. The BiH Presidency also agreed to hold the first meeting of the Permanent Military Commission on Monday, under chairmanship of Kresimir Zubak, a member of the BH Presidency, and to take part in the Second summit of the European Council.

Due to the non-implementation of the DPA, the EU has prepared a decision to prohibit Momcilo Krajisnik and some other RS ministers from entering the EU countries. This prohibition could also be applied against some Federation officials as well, said the report

Sarajevo – At its session held today, the BiH CoM agreed to sign a memorandum on opening of airports in Mostar, Tuzla and Banja Luka as well as on telecommunications. NATO Secretary-General Javier Solana and NATO Southern commander Gen. Wesley Clark attended this session.

UN Spokesman Alex Ivanko was quoted to the effect that ICTY does not approve of OSCE’s decision to alter Article 232 of the Rules and Regulations. Ivanko underlined that the Hague Tribunal had not been consulted on this decision (related to arrest of war criminals during the elections).

The media conveyed a message from NATO Commander Gen. Angus Ramsey who addressed voters in BiH to take part in the elections and thus take the future in their own hands. The General explained the role of SFOR in the organization of the elections.
