Presidency members held a meeting with HR Westendorp, discussing the upcoming Madrid conference of the PIC. Westendorp gave the Presidency members seven days for forming the working group and the final document with which they will go to Madrid. After the meeting, Presidency members held a special Presidency session, discussing organisation of the CoM structure, as well as the preparations for signing the agreement on special relations between BiH and Croatia.

HR deputy Klein said for Zagreb’s daily “Globus” that there will be no changes of the Agreement on special relations and that it will be signed on November 16. Federation President Ganic also commented on the Agreement on special relations and said that the Federation Parliament must declare on the agreement. Commenting the issue of corruption “that has become worse in the Federation than in the RS” Ganic said that the things are more complicated in the Federation for the return has already begun, while in the RS, everything is clear, there are no privatisation laws, and private property is not respected, therefore they have less problems.

Mujo Djurijan, resident of the Borojevici village near Stolac was wounded last night in an explosion that occurred at his house. Ten minutes after this incident, the house of Mustafa Bilal in the same village was bombed too. There were no injuries.

Reconstruction of 85 Croat houses in the village of Paklarevo near Travnik was finished today. This project will enable return for 350 residents of nine villages of Travnik municipality. The Japanese Government financed the project.

Kosovo. Armed Serb civilians started kidnapping Albanians with the presence of the Serb police. About 100 Kosovo Albanians were kidnapped today only. Some of kidnapped Albanians were released, while others were kept for ransom for two kidnapped Serbs, taken by the Kosovo Liberation Army.

Third mass grave in Doboj municipality was discovered today. Seven bodies were exhumed, of Bosniak soldiers, imprisoned and then killed in 1992.

OHR Special Negotiator Sir Artur Watts held a meeting with BiH delegation and experts’ team members for succession of former Yugoslavia property. Sir Artur Watts said that one of the main problems is identification of the property and the ratio of allocation between Macedonia, Slovenia, Bosnia and Herzegovina, Croatia and Federal Republic of Yugoslavia.

Brcko supervisor Farrand recalled decision of Ravne-Brcko Municipality Council, on replacement of Council Governor Mijanic and Council President Jurisic. Supervisor Farrand said that no replacement could be done without his authorisation.

RS President Poplasen visited Brcko and met with Supervisor Farrand and representatives of the multiethnic administration. Poplasen said that it is not accidental that Brcko is the first place for visit, for Brcko is the problem of the RS. Poplasen supported quicker functioning of multiethnic administration, implementation of the arbitration decision and supervisor’s orders, stressing that he was assured that none of current Brcko citizens will be evicted without secondary accommodation. Poplasen also said he expects the arbitration decision to leave Brcko in the RS and under RS jurisdiction.
