Sarajevo – At the session of the Federation Forum held in the OHR, the Federal partners accorded all the matters of the Law on Housing, with demands of the OHR. The session also achieved a fair success in creating conditions for the further implementation of the DPA. OHR representative Clages said that we fully agreed that similar legislature is required in Republika Srpska, a legislation which must have the same standards like legislation in the Federation. The laws on privatisation were also on the agenda, as well as the law on forming new municipalities. Federal representatives agreed to accept the arbitration of the OHR in order to speed this process up. The president of today’s forum, the US Ambassador Kauzlarich said that there is still a lot of work to do, and that the international representatives will continue discussions with the Federation Officials in order to fulfil these agreements.

Sarajevo – BiH President Izetbegovic met with SFOR commander Shinseki, discussing the matters of election results implementation. It was concluded that the implementation has been well done so far, but that the special attention must be paid at Brcko, Srebrenica, Foca and Velika Kladusa.

Mostar – A meeting of the Coalition for Democratic and Unified BiH (CDU) and HDZ was held in the OHR Mostar. The head of the OHR Mostar Sir Martin Garrod, and the OSCE Director Foley were also present at the meeting. The main subject of the meeting was the implementation of election results. OHR Mostar spokesman Gasic said that there are difficulties, expected and unexpected. The changed HDZ President Puljic chaired today’s meeting. The implementation of the election results in Mostar should have been completed by November 9, but since the deadline was not fulfilled, it was delayed to November 13.

Gorazde – CDU representatives from Gorazde demanded for delay of the constitutive session for the Serb municipality Gorazde until the agreement was achieved between the parties who have representatives in Serb municipality Gorazde.

Sarajevo – BiH Foreign Affairs Minister Prlic said that the Presidency and the Federation officials must declare officially as soon as possible about the proposals by the Croatian Government on establishment of the special relations with BiH federation. As Prlic said, the BiH Constitution covers the establishment of special relations with neighbouring countries. The chief of Zubak’s cabinet Raguz said that refusing the proposal is not good, because that proposal has grounds in the Washington agreement and the DPA. US Ambassador to Croatia Galbriaith said that the monetary and customs union of Croatia and the Federation would not be logic. In that case, Republika Srpska would have a right to establish special relations with FRY, by the same principal. Zagreb does not want to comment on the refusal before the official reply arrives.

Sarajevo – UN spokesman Ivanko said that the Federal MUP Minister deputy Leotar replied to the IPTF letter, informing the IPTF that the chief of Jajce police and his deputy were discharged. Ivanko also said that the IPTF had another meeting with the chief of Zvornik police, who informed them about forming a special investigation team for investigating the murder in Kalesija.

Sarajevo – The State Reserves Directorate (SRD) Manager Kurtovic replied to the letter from HR Westendorp regarding the CAFAO reports on corruption. In his answer, Kurtovic says that CAFAO did not find any abuses in the work of the State Reserves Directorate, neither tax embezzlement, nor any other evidence that might point out at a possibility that the SRD revenues were used for private purposes. Kurtovic also reminds Westendorp that there are no grounds for mentioning the CoM Co-chairman Silajdzic, and the former Minister of Finances Kikanovic. Kurtovic stresses that mentioning the two of them in the context of orders and agreements is totally absurd. Kurtovic said that the purpose of these reports was to create an impression of corruption, and because of that those two reports were assembled together, although they are not related by any means. Kurtovic said that because of this, we recognise these reports as an ill-intentioned mischief.

Sarajevo – A seminar about educating cadres for the work in offices for refugees and displaced persons was held today, organised by the German Embassy, and the Red Cross of the Sarajevo Canton. The seminar covered the implementation of international refugee rights in work, health, insurance, and pension.
