Trial of Milosevic before ICTY to resume on July 14

 

BHTV, FTV, Oslobodjenje pg 3, mentioned on cover ‘Continuation of Milosevic trial on July 14’, FENA/AFP – The trial of Slobodan Milosevic before the Hague Tribunal will resume on July 14, if the defendant’s health condition allows, the ICTY announced on Tuesday. The Tribunal judges have requested from the Court Secretariat to provide an attorney who could eventually be appointed to officially represent the former Serbian President. Milosevic categorically refuses to be represented by anybody else, and wants to defend himself by his own. The announced “radical measures” are for now reserved: the judges have opened the procedure that could lead to imposing a legal representative if it is assessed that Milosevic is not able to represent himself. The announcement specifies that the trial will resume July 14 and proceed until July 21, and will again be continued August 31, “which will give the defendant additional time to prepare his defence”. Milosevic is suffering of serious cardiovascular disturbances and high blood pressure. He is indicted for war crimes and the crimes against humanity, and for genocide due to his role in the three great conflicts that led to the dissolution of former Yugoslavia .

Mario Matic sentenced to six years in prison for war crimes

 

Herceg Bosna Radio, BHTV, FTV, RTRS, Oslobodjenje back page ‘Mario Matic sentenced to six years in prison’, Dnevni Avaz pg 8 – Mario Matic (1971) was sentenced on Tuesday in Mostar to six years in prison and to a lump-sum compensation of 200 convertible marks for killing Ismet Kovacevic and physically and verbally abusing Vejsil Hajduk in April 1993 when he was a member of the HVO (Bosnian Croat Defence Council) military police. According to the presiding judge, Zoran Krtalic, the court considered a series of mitigating circumstances when sentencing Matic for a war crime against civilian Bosniak residents in the time of a military clash between the BiH Army and the HVO in 1993.

‘SDA will not withdraw its ministers from the RS Government’

 

 

 

 

 

Oslobodjenje pgs 4-5, mentioned on cover ‘SDA will not withdraw its ministers from the RS Government’ by V. Zivak – PDP on Tue4sday officially requested RS Prime Minister Dragan Mikerevic to remove the SDA-nominated ministers from the Government. “SDA has no reason to withdraw its ministers from the RS Government,” said Sefik Dzaferovic, the SDA General Secretary, adding that not the Bosniak Ministers in the RS Government were responsible for a lack of cooperation with the ICTY and non-admission of BiH into PfP. 

Glas Srpske pg 2 ‘Serb target’ – Mladjen Zaric, PDP senior official and MP at RS NA from Bijeljina assessed that the SDA ministers at RS Government, in collaboration with the parties from F BiH, are exerting pressure aimed at “disassembling RS’.

According to him, SDA ministers should be replaced with Bosniaks form other political parties.

Brkic Milinkovic carries a commentary on the last accusations between Serb and Bosniak politicians after High Representative Paddy Ashdown passed the decision on the removal of RS officials. The author says that in this way the space for new divisions has been opened and it would be interesting to see the Croat stand in whole issue.

PDP to answer Cavic after it gets positions of SDS

 

Oslobodjenje pg 4 ‘PDP waits for SDS positions’, Dnevni Avaz pg 4 ‘PDP waits for final SDS position’, ONASA – The Party of Democratic Progress (PDP) will answer to Republika Srpska (RS) President and acting President of the Serb Democratic Party (SDS) Dragan Cavic after the SDS announce which steps it intends to undertake after the recent decision of High Representative to BiH on the dismissal of 59 officials in the RS. PDP Vice-President Goran Milojevic confirmed in a statement for ONASA on Tuesday that Cavic sent on Monday a letter to PDP President Mladen Ivanic, in which he asked did last week’s request of the PDP Main Board for the early parliamentary elections mean that the PDP left the assembly majority in the RS National Assembly. “We answered on Monday to Cavic that we will insist on our proposal for the early parliamentary elections, and we will answer other questions when we get clear positions of the SDS, probably at the session of the PDP Main Board on Saturday, July 10,” Milojevic said. The next session of the SDS Main Board is announced for Thursday, July 8. After last week’s session of the SDS Main Board, it was announced that new members of the Presidency have been elected and that Cavic has taken over the duty of the leader until the SDS Assembly, which is expected to take place after the local elections in October.

Ivanic noted that PDP will reach final decision regarding its future actions at PDP Chair  Board session, which is to take place on Saturday, 10 July.

In the letter, Ivanic also noted that Cavic can be assured “PDP would be defending the constitutional position of RS President with all constitutional means possible”.

Cavic yesterday did not want to make any comment on Ivanic’s letter. His Cabinet told NN that Cavic would make his position on this issue public during today’s show at RTRS.

Vecernji List, pg 2 ‘Removal of ministers from SDA depends on SDS’, by Branka Stevandic – regarding the request of PDP and SRS to remove three SDA ministers from the Republika Srpska Government, VL notes that the request needs the blessing of the SDS, which is a part of parliamentary majority in the RS NA. VL notes that the President of SDA, Sulejman Tihic, believes that the request to dismiss the SDA Ministers and request for early elections are Mladen Ivanic’s attempts to destabilize BiH and RS. Regarding the PDP-SDS rapport, in which the SDS’s Dragan Cavic requested from PDP to explain whether the PDP’s request for early elections means that the PDP is leaving the parliamentary majority in the RS NA, VL notes that the PDP will be declaring itself once the SDS announces its clear position regarding the latest decision of the High Representative for BiH, who removed several RS officials. In that context, VL carries a statement of presumably Vice President of PDP, Goran Milojevic, who says the PDP has responded to President Cavic that the PDP is sticking to the idea of early elections, whilst other issues will be made clear after the PDP gets positions of the SDS. PDP’s Main Board is scheduled to meet on Saturday, July 10.

Ivanic says RS is in political crisis

 

Herceg Bosna Radio, Oslobodjenje pg 5 ‘Entity and party’s head of diplomacy’, SRNA, FENA – BiH Foreign Minister Mladen Ivanic, who is also the chairman of the Party of Democratic Progress (PDP), said late on Monday that the RS had entered a political, and not institutional crisis, due to the dismissal of 59 officials from public and political life. “The RS has lately achieved great results in the spheres of military reforms, establishing VAT, unified TV system, commission for Srebrenica and others, but the dismissals followed after the cooperation, which is unjust,” Ivanic said for Bijeljina-based BN Television. He said that the RS, because of BiH’s candidacy for the NATO’s Partnership for Peace, “went as far as to change its constitution”. Ivanic believes that the international community has so far only established the relationship of “who is next and when” with the RS, which, as he said, is a proof of disrespect for the RS in the light of the reforms it has implemented. He asked that the OHR launch the fight against crime, but not to abuse it, which was the case with the current dismissals of 59 RS officials. Ivanic said that these dismissals had the aim to pose the question of whether the RS leadership was the legitimate choice for leading the entity or not. “What would our credibility be if we accepted this just like that and stayed calm? What can they tell people they are settling for? Nothing, of course, and that is why this is the right moment for setting elementary principles,” Ivanic said. He added that “the international community will not force the RS to implement reforms by threatening with punishment, but the RS will do it itself, according to its wishes”.

NN op-eds on removals of 59 RS officials

 

Nezavisne Novine op-ed pg 7 ‘Removals might be a remedy, but not a solution’ by Slavo Kukic – The author is writing about the latest decision of High Representative, Paddy Ashdown, when he removed 59 officials in RS. According to the author, the latest “decapitation” would be main topic of political discussion for a long time, expressing his personal support to this decision. He further admits that unfortunately, there are people like those removed in RS in F BiH. On this, he, inter alia, implies to Dragan Covic. The author also raises the question what is the point of the latest removals, noting that the problem of BiH does not rest with individuals, but with absence of proper institutions and system. The author also wonders why “British Lord” has done this just now, after having admitted nationalistic party officials were reformists, elected by people. He concludes the article by saying: “The latest decisions might result in ethnic homogenisation? Or, was this, God forbid, a real goal of the British Lord? Or is it just a phobia chasing me? Who knows?”

Nezavisne Novine op-ed pg 7 ‘Any sort of extremism is dangerous for BiH’ by Miro Lazovic – The author is expressing support to the latest decision of HR Paddy Ashdown, saying that everybody were somewhat surprised over such a bulk of removals. He also calls on RS people to come to senses and no longer allow SDS cheating on them. He also calls of RS people and officials to speak about future and not the past, quoting the example of Dragan Cavic. He also admits there is also parallelism and divisions in F BiH. He concludes BiH does not need only political, but also psychological changes in the heads of BiH citizens.

Kunic and Poplasen on removals

 

Glas Srpske pg 5 ‘Right does not live here’ – GS carries statements (regarding HR Paddy Ashdown’s removals) of Petar Kunic and Nikola Poplasen, both Professors with Banja Luka Law Faculty. Kunic says: “There is no internal law here at the present time, neither do actions of HR have any legal basis in Dayton Agreement.”

He also notes High Representative only has a right to interpret, not to create the law – formally speaking, HR’s cannot impose Laws, according to him.

Poplasen claims that deliberations passed by Wolfgang Petritsch and Paddy Ashdown are brimming with holes, noting that implementation of deliberations passed in such a manner exclusively ground on a military force of NATO and economic power of The West. According to GS inset ‘Warning’, Vitomir Popovic, BiH Human Rights Ombudsman, is of the view that “removals of democratically elected persons, imposition of laws and SFOR arrests are examples of violation of basic human rights and freedoms.”

GS on “falsely addressed HR decisions”

 

Glas Srpske pg 5 ‘There are mistakes too’ – GS brings some false information presented in HR decisions on removals, referring to the cases of Savo Krunic, Mile Pejcic, Pero Sakota, Mirko Bojinovic (not Vojinovic), Nemanja Vasic. Accordingly, GS raises a question whether High Representative knew whom and why he removed.

VL on political situation in BiH: Crisis on horizon?

 

Vecernji List, pg 2 ‘Serbs in silent boycott of institutions’, by Dejan Jazvic – Following the postponement of last week’s session of the BiH Council of Ministers due to ‘lack of quorum’ and announcement of the Chairman of BiH CoM, Adnan Terzic, that the session would be held on Tuesday, which was not the case, VL notes that the new session has been scheduled for this coming Thursday. In that context, VL reckons should the Thursday session not take place, it would be clear that the executive authority in BiH is in crisis. On top of that, VL notes that the BiH Presidency should be meeting by end of the week, saying that there are no reliable indications that the Serb member of the Presidency, Borislav Paravac, would attend the session. VL concludes that should the Serb representatives go and boycott the institutions, early elections would be a very realistic option.

Vujovic and Vecernji List pg 3 ‘It is USA interest to stop creation of Islamic state in Balkans’ by dja – In cooperation with Foundation ‘Friedrich Ebert’, the BiH Ministry of Foreign Affairs organized yesterday the 7th diplomatic forum during which they discussed new challenges after the EU extension and its consequences on BiH and the whole region. On this occasion analyst of the International Crises Group Senad Slatina stated that the reduction of the USA forces in BiH and coming of EUFOR might tighten relations in BiH. Also, according to his opinion there is a danger that EU countries might not have unified policy towards our country and that their individual interests might come in conflict in BiH.

Tihic not to attend Serbian president’s inauguration

 

Herceg Bosna Radio, BHTV, HINA – The chairman of the BiH Presidency, Sulejman Tihic, has said that he will not travel to Belgrade to attend the inauguration of Boris Tadic as new Serbian president, and some of the Bosnian media say it is scandalous that the ceremony is scheduled for 11 July, the anniversary of the 1995 Srebrenica massacre. “I certainly will not go (to Belgrade) on 11 July, and I am not sure which one of us from the Presidency should attend inaugurations below the level of head of state,” Tihic said in an interview with the Sarajevo daily Dnevni avaz published on Tuesday.

VL: Invitation to attend inauguration of new Serbian President deepens crisis in BiH

 

Vecernji List, front and pg 19 ‘Serbs go to Belgrade, Tihic to Srebrenica’, by Dejan Jazvic – the BiH Presidency should in two days discuss the invitation to attend the inauguration of the new Serbian President, Boris Tadic, which has been scheduled for July 11. VL notes it is already clear that the Chairman of BiH Presidency, Sulejman Tihic, will not be attending the ceremony because it coincides with the burial of some 300 victims of Srebrenica. On top of that, Tihic believes that statesmen should only attend inauguration of Presidents of States, which Serbia is not. VL goes on to say that a possible ‘no’ by the BiH Presidency will not stop the Serb member of BiH Presidency, Borislav Paravac, nor other Serb officials to go to Belgrade on July 11. High Representative to visit Banja Luka on Wednesday

 

Dnevni Avaz pg 9 ‘Ashdown to visit Health Center and Emergency Center’, FENA – High Representative Paddy Ashdown will be in Banja Luka on Wednesday where he will visit the Banja Luka Health Centre and the Emergency Centre, OHR spokesperson Kevin Sullivan told a press conference in Sarajevo on Tuesday. Ashdown will talk to the medical staff who have not received their salaries for four months. The Emergency Centre, which is “temporarily” based in the basement of the Health Centre for more than 30 days, treats more than 120 patients every day. The High Representative will also meet students and discuss with them current issues and the future of BiH.

Ashdown straightens the Republika Srpska out as terrorists threaten Europe

 

Belgrade’s Nedeljni Telegraf pg 8 ‘Implosion of the Republika Srpska summons Al Qaida to Bosnia’ by D. Belic  – Bosnian hotpot boils again. This time in the Serb part of ‘Dayton’s Bosnia’. While the news on search after Radovan Karadzic and Ratko Mladic follow each other, Briton Paddy Ashdown, High Representative in BiH, undertook serious steps to remove all people suspected of helping the two fugitives. The writer is asking whether by this Ashdown’s moves, the IC has taken over a great responsibility to doubt on a wide circle of people that the RS citizens elected and who are now accused of being against democracy and human rights. Is the IC, with so many soldiers, policemen and intelligence officers, so powerless it cannot find two men in BiH, and so much powerful to doubt on thousands of their potential allies and even to torture some of them? And here we come to a key question: how much is Bosnia a real state? According to Ashdown’s moves, it is not, at least not completely. Not because it is under the international patronage, but because of civic divisions that are more and more disastrous. In which European country is possible to divide citizens according to Ashdown’s estimations on ‘suitability’: those are suspicious and those are cooperative? Where in the world is possible to remove people without law and court? After the war i.e. after Dayton , when the RS was recognised as one of two BiH entities, Serbs thought ‘ Dayton ’s Bosnia ’ is a state that won’t be ‘tailored’ again. But all these years after the Dayton , a political war for tailoring ‘ Dayton ’s Bosnia ’ has been waged. Ashdown is not the first one to tailor it – all previous High Representatives did it, but Briton has a chance to ignite the fuse under Bosnian hotpot. Implosion of the RS, and drastic Ashdown’s measures inevitably lead to that, causes destabilisation of ‘ Dayton ’s Bosnia ’, and that means strengthening of Muslim’s extremism. In that case, Bosnia again becomes a battlefield of interethnic conflicts – most probably in a form of terrorist actions. Some branches of Al Qaida, with their bases in Bosnia , will most probably be activated toward Europe after these pressures on RS. The question is whether Ashdown, by taking the measures against individuals and institutions in the RS, had in mind that these days au ultimatum that Al Qaida gave to Europe expires, cancelling exemption from terrorist attacks. Or he did not take these threats seriously?!

Belgrade’s Nedeljni Telegraf pg 8&9 ‘I do not abolish RS’ carries an interview with High Representative Paddy Ashdown on his last moves against 59 individuals in the RS. He says he only removed those who do not cooperate with the Hague. “The RS is guaranteed by the Dayton Accord. These removed individuals are removed because they violated the Dayton,” High Representative says.

Dnevni List pg 6 ‘BiH with unified Police in 205!?’ by NINA – DL says that the first proposal on organization of future BiH police forces should be expected by the end of this year. Chairman of the Commission for Restructuring of Police in BiH Wilfred Martens stated for Radio Free Europe that various forms of police acting in BiH should be re-defined and harmonized with the best European standards and practice. He also said that the first meeting of this Commission will take place in Sarajevo on July 22 and the Commission will be passing decisions through consensus. Director of SIPA Sredoje Novic stated that the police reform and establishing of the central database are necessary.     

DL interview with BiH Security Minister Colak

 

Dnevni List pg 7 ‘Security situation in BiH is not dramatic in any case’, mentioned on cover ‘Security situation in BiH is not dramatic’ by D. Polovina-Mandic carries an interview with BiH Minister of Security Barisa Colak who says that the Old Bridge opening ceremony will be maximally safe event. Asked whether the current situation in the RS reflects on functioning of the state authority, Colak says that such possibility exists, however, he hopes that the option that leads towards resolving of the problem will prevail. Also, Colak confirmed that the lack of quorum was the reason because of which the last session of the BiH Council of Ministers did not take place. Asked as the HDZ President to comment on the initiative of PDP President Mladen Ivanic to organize early elections, Colak say that HDZ has nothing against the early elections in a context that they are not afraid of them, however, Colak does not believe that these elections would bring something good at this moment apart from slowing down of very significant reforms.

SFOR conducts raids of houses north of Konjic

 

Vecernji List, pg 3 ‘Doctor from Pakistan a SFOR’s target’, mentioned on front, by Robert Soldo – SFOR’s Multi-national Brigade Southeast confirmed that its troops yesterday conducted an operation in villages of Grusca and Dubocani, some 50 kilometres north of Konjic. According to a spokesman of Canton 7 Interior Ministry, Srecko Bosnjak, the Police has been informed that anti-Dayton activities were being conducted there, but could not specify what it was about. According to VL’s knowledge, SFOR found 1200 small rounds (7,62 and 7,9 mm), and no rifles. However, VL says that allegedly the real aim of the operation was to see whether there is a mujahiddin camp in the area. Apparently, a ‘doctor from Pakistan ’ was leading a group of domestic and foreign ‘followers’, who use mountains of Igman, Bjelasnica and Visocica as their hiding places.

Vlaho – DL carries that the Municipal Board of Refugees and Displaced Persons of the Konjic Municipality issued a press release which says that during the last few months 6 Croats in this Municipality died under mysterious circumstances although autopsies showed that they died of heart attack. The press release also says that this Board is going to inform High Representative Paddy Ashdown and BiH Security Minister Barisa Colak about this situation.

Nezavisne Novine pg 2 ‘741 persons on FOSS list’ – NN source close to SFOR claims that the security agencies in BiH have a list with names of 741 persons on it, who are linked with terrorist activities. NN source claims that “the list was prepared by FOSS two years ago. I think it is the most complete information about the persons linked with radical Islamic organisations carried out by a local institution. A large party of foreign intelligence agencies are nowadays using this FOSS list.”

Slobodna Dalmacija pg 20 ‘Judge Boland ‘left’ Jelavic’ by Z. Tulic – With regard to the demand that the Special Department for Organized Crime and Corruption with the BiH Prosecution sent to the BiH Court for transfer of few cases from the Cantonal Courts in Mostar and Sarajevo to the state court, according to SD information the BiH Court might decide which cases will be transferred at the BiH Court by the end of this week. Commenting on the fact that Bernard Boland who was a judge in the process against Hercegovacka Banka case suspect Ante Jelavic left this case due to illness, SD says that many people interpret his departure as a diplomatic move of the BiH Court since according to law Bland could not be the judge for the initial proceedings.

FBiH Prime Minister Hadzipasic: Pensions will not be reduced

Dnevni Avaz cover page, pg 5 ‘Pensions will not be reduced’ – In an interview with the daily, FBiH Prime Minister Ahmet Hadzipasic said that the WB-proposed Memorandum of Understanding defines principles of the future relations within the pension-invalid insurance sector in BiH and it brings no financial obligations including any kind of pensions reduction. 

Hadzipasic announces budget rebalance

 

Nezavisne Novine pg 4 ‘BAM 100 million missing in budget’ – In an interview to NN, Ahmet Hadzipasic, F BiH Prime Minister, says that the filling of F BiH budget in the first five months of this year is lagging behind the planned schedule for the amount of BAM 100 million. Owing to this deficit, according to him, F BiH Government will in June define budget rebalance. He further claims that until budget rebalance is adopted, allocations to budget beneficiaries would be reduced for 10%. Exceptions are material expenses of F BiH Army, Interior Ministry, payment of one half of outstanding pension and disability pension, payment of foreign debt and interest rates on this debt.

OHR: Bulldozer Process Phase III starts Wednesday

 

Dnevni Avaz pg 11 ‘Bulldozer Process Third Phase starts today’, FENA – The third phase of the Bulldozer process in BiH will be officially launched in Sarajevo on Wednesday in the presence of Principal Deputy High Representative Donald Hays, BiH Council of Ministers Chairman Adnan Terzic, Entity Prime Ministers Ahmet Hadzipasic and Dragan Mikerevic and representatives of the new BiH Association of Employers. OHR spokesperson Kevin Sullivan told a press conference in Sarajevo on Tuesday that the FBiH, RS and Brcko District associations of employers would hold a General Assembly on Wednesday and adopt the statute of the new BiH Association of Employers. “At the end of the Assembly BiH Council of Ministers Adnan Terzic will be officially and publicly delivered the request for the registration of the new association. That will be the sign for the launch of the third phase of the Bulldozer process”, Sullivan said.

Difficult situation in FBiH Army

According to the FBiH Army’s spokesman, brigadier Hamza Visca, the decision is a logical consequence given the lack of funds for both the conscripts and professional troops. Questioned when the July class was expected to start with the military training, brigadier Visca stated it could be expected in September after the re-balance of the FBiH budget. Furthermore, brigadier Visca notes that many surplus troops, who were recently discharged from service, are objecting against the decision, especially the ones who underwent additional training abroad.

Opening of bridge over Una River in Gradina

This has also marked the beginning of works at the other side of the bridge, which connects Jasenovac with Ustica in Croatia .

Audit into BiH Parliamentary Assembly for 2003

One of auditors’ remarks concerns MP’s pay increase at the moment when budget resources were almost spent.

According to NN inset ‘Danilovic replaced Drpa’, Steering Board of the Serb Brod Oil Refinery on Monday appointed Savo Danilovic as the Acting General Manager of Refinery instead of Ilija Drpa, whom HR Ashdown removed from position.

FBiH HoP on military apartments in FBiH

 

Dnevni List, pg 4 ‘Ajanovic’s proposal on military apartments in FBiH withdrawn’, by Erna Mackic – The House of People of the FBiH Parliament withdrew from yesterday’s agenda a Proposal of law on apartments under tenancy rights, the proponent of which was Mirnes Ajanovic (BOSS), and which was adopted at the last session of the FBiH House of Representatives. Ajanovic is embittered because the failure to adopt his proposal of the law will give former JNA officers enough time to buy out the remaining 1500 apartments, whilst the defenders’ families would end up on the street. Sarajevo dailies also reported on the session.
