Political Developments/Reforms

Dailies: HDZ divided over Jovic’s candidacy

Oslobodjenje cover splash, pg 3 ‘Division in the HDZ’ by V.Z. – Daily writes that following the candidacy of Ivo Miro Jovic to the position in the BiH Presidency, HDZ is facing a division claiming this was also obvious in the course of discussion on Jovic before the BiH House of Representatives when three HDZ deputies, Martin Raguz, Vinko Zoric and Filip Andric did not support him. Daily says before the BiH HoR session, HDZ Caucus was holding unplanned meeting to discuss Jovic’s candidacy for three hours, and after that deputies were given a piece of paper with his name written on it and signed by Barisa Colak, HDZ leader, and not by Zoric, who is the head of the Caucus. HoR deputies objected to this. Raguz also admitted that Caucus was not unanimous on Jovic’s appointment: “I sustained from voting because Jovic’s candidacy was not transparent. It was not established at the session of the HDZ Presidency, and even I, as member of the Presidency, was uniformed about it.” Asked whether he would leave HDZ as it was speculated by media, Raguz answered: “I am staying in HDZ. But the chances to work with these people within democratic frameworks are very slim.” However, Colak denies possibility that HDZ will divided over this issue.

Dnevni List, pg 2 ‘Colak, Miro Jovic v Raguz, Zoric’, by Mensud Zorlak – The author says that the voting in the BiH House of Representatives regarding the election of Ivo Miro Jovic into the BiH Presidency showed the extent of disharmony within the HDZ. Zorlak notes that the strongest Croat party in BiH has two camps/factions, one led by the party president Barisa Colak, the other by MPs in the BiH HoR Vinko Zoric and Martin Raguz. On top of this, Zorlak notes that many people believe that the decision of HDZ Presidency to nominate Jovic was illegitimate.

BiH HoR: HDZ’s Jovic appointed Croat member of the Presidency

RHB, Pink, BHT, Hayat, FTV, RTRS, Oslobodjenje pg 3 ‘Ivo Miro Jovic appointed BiH Presidency member’ V. Zivak, Dnevni Avaz pg 8 ‘Ivo Miro Jovic a step away from BiH Presidency’ H. Orahovac, Vecernji List, front pg splash ‘Ivo M. Jovic new member of BiH Presidency’ and pgs 2-3 ‘Jovic splits HDZ Caucus’, by Dejan Jazvic, Dnevni List, pgs 2-3, mentioned on front ‘Bosniaks elected Croat member of BiH Presidency’, by Mensud Zorlak, Slobodna Dalmacija, back pg ‘Ivo Miro Jovic replaces Covic’, by Z. Rerig – BiH House of Representatives (HoR) appointed Ivo Miro Jovic, HDZ candidate, to the position of new Croat member of the BiH Presidency at its session in Sarajevo on Wednesday. The HoR’s decision yet needs to be confirmed by the BiH House of Peoples (HoP). Two HDZ representatives including Jovic voted for the appointment. “If Ivo Miro Jovic enters Presidency, if the HoP confirms the appointment, I will work for the benefit of all the peoples and citizens in BiH,” stated Jovic, and added that he will work on building the BiH community with equal rights for all of the peoples, regardless of all the criticism against him related to his alleged nationalistic ideas/behavior. Before voting on appointment, HDZ representatives discussed this issue for almost three hours, and Jovic’s name was the final proposal signed by HDZ President, Barisa Colak. One of HDZ representatives in HoR, Martin Raguz claims that this way of nomination wasn’t legal. “Some people in HDZ didn’t liked the balance of power at the HDZ Presidency session on Friday and they interrupted the session and delayed voting on this issue”, says Raguz and adds that decision was made through phone communication only among certain HDZ Presidency members. On the other side, Colak claims that Jovic’s nomination was absolutely legal. “This is decision made by HDZ Presidency, President and Vice-Presidents done this job in accordance with conclusion made by the HDZ Presidency,” said Colak. Two other members of the BiH Presidency, Sulejman Tihic and Borislav Paravac, hopes for good cooperation with new Presidency member. Nezavisne novine cover pg splash and pg 3 ‘Ivo Miro Jovic was elected BiH Presidency member’ by M. Cubro, EuroBlic pg RS2 ‘Jovic instead of Covic’ by D. S., Glas Srpske pg 2 ‘Jovic instead of Covic’ by Srna also reported on the issue.

Tihic, Radom za Boljitak comments on Jovic’s nomination/election

Oslobodjenje pg 3 ‘We cannot chose our colleagues’ – Bosniak member of the BiH Presidency Sulejman Tihic said that it was up to the HDZ as a party that was supported by majority of Croat voters in BiH to select the Croat members of the Presidency. Oslobodjenje pg 3 ‘ Election of Ivo Miro Jopvic an absolute failure’ – According to a press release issued by the People’s Party Working for Prosperity, the HDZ’s proposal for Ivo Miro Jovic to be elected Croat member of the Presidency is an absolute political failure.

SD: Jovic should serve all BiH citizens, not HDZ only

Slobodna Dalmacija, pg 19, mentioned on front ‘Jovic, the party soldier’, by Petar Milos – Commenting on the election of Ivo Miro Jovic, the author says that Jovic’s statement in ‘Dnevni Avaz’ that he would accept the candidacy because he feels “like a soldier of his party” is at least funny since it comes amid talks on abolishment of compulsory military service in BiH. On a more serious note, the author says there is nothing wrong with serving a party with a soldier’s dedication and discipline, however given the fact that Jovic will be serving in the BiH Presidency, he should be serving not his party, but all citizens of BiH.

DL: Covic gains full control of HDZ

Dnevni List, front pg splash and pg 3 ‘Criminal lobby completely takes over strongest Croat party: Covic crushes HDZ’, by M. Batarello – The article argues that the removed member of BiH Presidency and current Vice President of HDZ, Dragan Covic, has secured a full control of the HDZ with latest moves, which includes the decision of the HDZ of Mostar to nominate him for the position of HDZ president. Claiming that it was in fact people that were installed in the HDZ of Mostar by Covic himself who nominated him, DL says that Covic managed to defeat all of his opponents/other factions in the party including former mayor of Mostar, Ivica Prskalo, former president of HDZ in Canton 7, Josip Merdzo, and MPs in the BiH House of Representatives Vinko Zoric and Martin Raguz.

SD: Covic installs his people in party

Slobodna Dalmacija, pg 16 ‘Old games without limitations’, by Emil Karamatic – Commenting the events related to the election of Ivo Miro Jovic, the author says the whole issue was about Dragan Covic installing his people into powerful positions in order to prepare himself for the 9th convention of the HDZ in June.

Ashdown lifts ban on three HR-removed officials

RHB, Pink, BHT, Hayat, FTV, RTRS, Dnevni Avaz pg 2 ‘Ashdown rehabilitates three low ranking officials’ S,N., Oslobodjenje pgs 4-5 ‘Three low-ranking officials pardoned’ A. Omeragic, Dnevni List, pg 9 ‘Ashdown did not rehabilitate a single big name’, by Hina, Vecernji List, pg 3 ‘Amnesty for Zeljko Trivan, Marina Deronjic and Branka Dadic’, by eme, Slobodna Dalmacija, pg 18 ‘P. Ashdown rehabilitates three persons’, by Z. R., Nezavisne Novine pg 2, announced on cover ‘Ashdown rehabilitated three removed officials’ by N. Krsman, EuroBlic pg RS2 ‘First rehabilitation’ by Dusanka Stanisic, Glas Srpske pg 5 ‘First rehabilitations’ by N. Z., FENA – The High Representative, Paddy Ashdown, has decided to lift the ban on three officials who were removed by the decisions of the High Representative. Ashdown told a press conference in Sarajevo on Wednesday that the decisions have been reversed in the cases of Zeljko Trivan, Branka Dadic and Marina Deronjic. All have signed the commitment to uphold the Dayton Peace Agreement and the Constitution of BiH. Zeljko Trivan and Marina Deronjic were both removed for obstructing property law implementation. The property laws have now largely been implemented and the High Representative’s decision reflects these changed circumstances. The names of others who committed a similar offense under similar circumstances and who were removed will be reviewed, announced Ashdown. Branka Dadic was removed for her role in promoting “Croat self-rule”. She was a receiver of orders, rather than someone who gave them, and I have taken this into account when making my decision, Ashdown said. The High Representative announced that this process will be continued.

HR Ashdown: local institutions should take appropriate measures regarding Manjaca/Bileac incidents

BHT, Hayat, Oslobodjenje pg 10 ‘Paddy Ashdown waits for Radovanovic’s measures’, Dnevni Avaz pg 2 ‘Serious incidents in Manjaca and Bileca’ – RS Ministry of Defence report on incidents at RS Army barracks in Manjaca and Bileca, when recruits refused to take the oath to the BiH, indicates responsibility of the lower rank officers. Responsibility of the high ranked officers from the RS Army headquarters and RS MoD is not mentioned, and therefore, BiH Minister of Defence, Nikola Radovanovic, returned the report to the RS MoD for further consideration. After determination of responsibility, sanctions will follow. “We look at Mr. Radovanovic, State Minister of Defence, who took these events very seriously. International Community shouldn’t react here, unless the local institutions fail in taking appropriate measures,” stated the High Representative, Paddy Ashdown.  It is announced from the BiH MoD that content of the report on events in Manjaca and Bileca will be published by the end of this week, including measures that will be undertaken against responsible persons.

RS NGO’s establish headquarters for defending RS institutions

BHT, FTV, RTRS, mOslobodjenje pg 4 ‘Headquarters for defending RS institutions established’, Dnevni List, pg 7 ‘Protests to preserve RS institutions’, by A. Beus, Vecernji List, pg 4 ‘Protests in RS on May 17’, by bs, EuroBlic cover pg splash and pg RS1 ‘A protest for survival’ by Rajna Radosavljevic, Glas Srpske pg 5 ‘Let’s save Srpska!’ by G. K. – Eleven RS NGO’s will be organizing/holding protests all over the RS on May 17 with aim to protect constitutional order in BiH and constitutional status of the RS.  These protests should be a strong message to the representatives in the RS National Assembly that no reforms’ solutions that are not in accordance with BiH and RS Constitutions can be accepted, said Savo Cvjetinovic, representative of the RS Veterans Association. The NGO’s established a headquarters for defending RS institutions.

Expert police commission to hold session today

Dnevni Avaz pg 2 ‘Expert Commission for police will work in the BiH Council of Ministers’ by E.S. – Spokesperson for the Chair of the BiH CoM, Bojan Zec Filipovic, explains that the expert police commission is not a formal body but a group which will, in accordance with the conclusions of the Vlasic meeting on the police reform, negotiate police regions: “The starting point for their work will be the proposal by the [Police Reform] Commission… They should complete their work by 9 May, but there is a possibility to extend its work to 11 May.” Filipovic explains that the CoM Chair, Adnan Terzic, expects RS to put forward names of its representatives in the Commission after which he would formally appoint the Commission.

Oslobodjenje pg 8 ‘Four days to draft proposal of police regions’ by Az. K. – SDP member of the Expert Police Commission tasked to prepare the proposal of police regions, Damir Hadzic, confirms for daily that the first meeting will be held today [which is with two days of delay]. Thus, the experts will have only 4 days to discuss people maps. Hadzic told daily he would support five regions, noting the only alternative to that is 9 regions within boundaries of pre-war public security centers.

VL: 9+1 police regions is most likely solution

Vecernji List, pg 4, mentioned on front ‘Map that envisions 9 plus 1 regions is most inevitable’, by Miso Relota – According to VL, when it comes to the work of the Commission in charge of making of police maps, the most likely solution seems to be a map that envisions 9+1 police regions. The seats would be situated in Bihac, Banja Luka , Livno, Mostar, Foca, Sarajevo , Tuzla , Doboj, Travnik and Zenica.

RS Pensioners’ Party: Vlasic Agreement should be rejected

Glas Srpske pg 5 ‘Let it be Herceg-Bosnia’ by N.D. – The RS Pensioners Party on Wednesday called on representatives of RS and IC “to agree with Serbs, Croats and Bosniaks a form of governmental structure of BiH, which would satisfy all the three peoples. BiH should remain a federal state, where the existence of RS and F BiH must not be brought into question. Croats should be enabled to form Herceg Bosnia.” In the press release, the Party warns that Vlasic meeting upon Wiilfred Martnes’ model is making a path for disappearance of all the RS authority bodies.

RS politicians argue whether RS NA conclusions were violated during Vlasic talks

Glas srpske pg 5 ‘Bill without Assembly?’ by N. Diklic – The author of the article wonders whether political representatives from RS have breached RS NA and RS Government’s conclusions with regard to police reform during Vlasic talks and carries statements of RS politicians. Marko Pavic (DNS) says nothing has been finally agreed upon or signed at Vlasic meeting. Milanko Mihajlica (SRS) thinks time would show the other side of medal and he claims party representatives, by such a stance, have showed they do not respect the legislative authority. PDP’s Velimir Sakan says politicians have only tried to find an alternative for Martens’ police reform model. Rajko Todorcevic (Center Club) thinks rejecting of RS NA conclusions sends a poor message to citizens. Insets ‘Freedom’, ‘Casually’ and ‘Center’ carry statements of SNSD’s Nebojsa Radmanovic, SDS’s Mladen Bosic and Center Club respectively. The first two think RS NA conclusions have not been violated since nothing has been signed, while the Center stresses they would stay faithful to the conclusions.

Hayat interview with BiH CoM Chairman Terzic on police reform, BiH’s road to EU

Hayat Lejla Zvizdic – CoM Chairman Adnan Terzic was the guest of NTV Hayat prime time news on Wednesday. Reporter asked Terzic whether it was true that he had a meeting with HR Paddy Ashdown on Wednesday and whether the commission for determining BIH police maps was established yet. Terzic said that the commission was not completed yet since RS Government was being late with appointments and adds that the commission will probably be completed by Thursday morning. Terzic further said that he had a regular meeting with HR where they agreed that the second phase of negotiations regarding police reform in BIH will start on 16th of May. Asked to comment on his statement regarding the visit of German Chancellor Gerhard Schroeder where Terzic said that this visit represents the strongest support to BIH in the last 10 years, Terzic answered that the support was in fact support to CoM and him as a Chairman since Schroeder responded to his invitation only and not to any of the previous ones which in fact was what he meant with the statement. Terzic also said that BIH needs a strong vote in Brussels and why not go for the strongest one. Asked about his preferences on the country from which the next High Representative for BIH will come Terzic answers that he would be glad if he would come from a country determined to make that the next HR be the last one.

Politicians confused with RS President’s decision to appoint Interior Minister a member of Commission for development of police maps

Nezavisne Novine pg 4 ‘It is illogical for SDS President to appoint Police Minister to the Commission’ by V. Popovic – RS President Dragan Cavic has appointed Interior Minister Darko Matijasevic his personal delegate at the Commission for development of police maps, although, as in accordance with Vlasic Agreement, he as the President of SDS should have appointed a member of the party that would represent stances of the party.  CoM Chairman Spokesperson Bojan Zec Filipovic says he was only informed Matijasevic was appointed the Commission member, but said he did not know in which capacity Cavic had appointed him. SNSD Secretary General Igor Radojicic says ‘overlapping of functions’ is obviously present in Cavic’s case since he held a press conference at which he spoke about the Valsic talks as RS President, although he had attended the talks as SDS President. DNS’s Drago Kalabic said ‘it is illogical that Cavic had appointed Minister Matijasevic, while representatives of other parties have appointed party members’. SPRS’s Petar Djokic is also confused with this appointment. PDP’s Velimir Sakan thinks it is the right of RS President to ‘reach a decision for which he believes is right’.

NN op-ed critical of Cavic

Nezavisne Novine op-ed pg 7 ‘Good Friday and little Cavic’ by Pero Simic – The author is again criticising the conduct of RS President, Dragan Cavic, calling him a dictator. The op-ed follows Cavic’s criticism against editorial policy of RTRS stated at a recent press conference. The author concludes: “If Cavic were following up on people’s mood in RS, he would acknowledge people is not depressed with the editorial policy of any media, but instead with empathy and fatal policy he is leading in our small entity. Having acknowledged somewhere deep down in his soul his end is approaching, in spite of his servility and cooperation with his few international friends, Lucky has become nervous again. Therefore, be aware.”  (NOTE: Simic often refers to Cavic as Lucky, a character from a local movie.)

NN op-ed compliments Cavic for having strength to present painful things to public

Nezavisne Novine op-ed pg 7 ‘Who is bothered with the heroic words of dragons’ by Dragan Risojevic – On one hand, the author commends the RS President, Dragan Cavic, for having found strength to address the public on many occasions and say the painful and inevitable things. On the other, the author criticises RS Presidnet for having assaulted and vented his fury on the members of the press (with reference to Cavic’s criticism against RTRS for having reported on a person Zmaj of Sipovo at the time when such an important issue of police reform is underway).

SNSD’s Spiric: Novic is the most professional candidate for SIPA Director

Nezavisne Novine pg 4 ‘Sredoje Novic is the most professional candidate for SIPA Director’ by V. P. – Deputy Chairman of HoR Nikola Spiric thinks Sredoje Novic should be appointed Director of SIPA because he is a professional and not a candidate that would be selected on national basis. He warned the thesis on collusion between crime and politics would be confirmed if political orientation won over professional orientation. ‘The manner in which the international community monitors the selection of SIPA Director is not good because the Director is not a political person but a professional because of which the vacancy had been published in the first place’, Spiric added.

Danas: ‘OHR being abolished

Danas, front pg splash ‘OHR being abolished’ and pgs 10-13 ‘OHR being abolished, EU Office being established’, by Zdenko Jurilj – Writing about the visit of the German Chancellor, Gerhard Schroeder, to Sarajevo, the author says that the Chancellor had a longest meeting with the High Representative, Paddy Ashdown. According to information ‘Danas’ got from “well informed sources close to German diplomacy”, the two touched some of most sensitive issue that will mark future political events in BiH. Apparently, HR Ashdown openly admitted to Schroeder that he had been thinking for a long time that the HR’s powers should be radically changed, however the process should go along with strengthening of authorities of the EU. Furthermore, the HR told the Chancellor that he was not satisfied one bit when the OHR has to impose political solutions, which are often criticized by the BiH authorities and BiH citizens. Danas also reports that the two mentioned possible models of new engagement of the IC in BiH, foremost of the EU member countries, which would result in the establishment of the EU Office instead of the OHR. The EU Office would be led most probably by a German diplomat. In this context, Danas says the German diplomacy is already in intensive talks with France about staffing issues of the future EU Office. According to Danas’ source, should a German lead the EU Office, his close, important aides would be French or vice versa. Finally, Danas claims this would weaken the US and British influence, however both the US and UK , because of their strategic interests, would like to maintain the influence over military, police and intelligence.

BiH Presidency member Tihic says BiH should have a greater EU state such as Germany as a mentor

Dnevni Avaz pg 4 ‘Germany might be our mentor on the road to EU’, FENA – BiH should have a mentor in one of the greater/more significant and influential participating states of the EU, which could help us fulfill the requirements for the purpose of accessing Euro-Atlantic integration, BiH Presidency member Sulejman Tihic told FENA. Commenting on Germany’s interest for the post of the High Representative in BiH after the completion of Paddy Ashdown’s mandate, Tihic said that he had also presented this stand at the Summit in Istanbul and on Tuesday during the meeting with German Chancellor Gerhard Schroeder. “Perhaps, the appointment of a high representative from Germany, which has helped BiH in many ways, from receiving refugees to establishment of peace and stabilization, is one of the ways for turning their mentorship into practice”, said Tihic.

SBiH’s Belkic, SDA’s Dzaferovic, Petar Kunic, HDZ’s Zoric comment on Shroeder initiative to organize BiH according to German model

Dnevni Avaz pg 4 ‘Regions should be multiethnic’ by Aj. Delic – Commenting on the statement given by German Chancellor Gerhard Schroeder that BiH should use German experience when change of the BiH Constitution is in question, member of the SBiH Presidency Beriz Belkic said that only the project of de-centralized state with regional authorities would be acceptable. Chairman of the BiH House of Representatives Sefik Dzaferovic reiterated already known SDA stand according to which BiH should be a de-centralized state and not the Federation. Dzaferovic added that it would be the best for BiH to have regions, which must be multi-ethnic. An independent representative in the BiH Parliament Petar Kunic believes that BiH has already been organized as the Federation and there is no need to change the Constitution since this would cause big political confrontation. DA inset under headline ‘Zoric: Schroeder has good vision’ carries President of the HDZ Caucus in the BiH HoR Vinko Zoric as saying: ‘Schroeder has good vision and I believe that BiH would look good as the Federation.’

Three BiH Croat parties sign constitutional reform declaration

FTV, Oslobodjenje pg 10 ‘Imposed, unjust and politically unsustainable Constitution’, Dnevni Avaz pg 5 ‘Dayton Constitution unsustainable’, Dnevni List pg 6 ‘HDZ did not sign statement on constitutional reforms’ by M. Batarello, Vecernji List pg 2 ‘Opposition against 2 entities’ by eme, ezavisne Novine pg 3 ‘The Dayton Constitution is a brake of development of BiH’ by A. Sisic, Glas Srpske pg 5 ‘The Constitution is not fair’ not signed, SRNA – Representatives of the Croatian Peasants’ Party of Bosnia and Hercegovina (HSS BH), the Djapic-Djurisic Croatian Party of Rights (HSP) and the New Croat Initiative (NHI) met in Sarajevo on Wednesday and signed the Joint Declaration on Principles of Constitutional Reform in BH. A statement says that the BH Constitution imposed in Dayton is unfair, dysfunctional, untenable in terms of the economy, of the political system and security and it is an obstacle to the overall development of the country because of which changes are being initiated. The signatories say they will continue intense work on parts of the BH Constitution together with other Croat parties, non-governmental organisations and other political parties in BiH. One of the principles of the joint declaration is that BH is the homeland also of the Croat people, that it is a multi-ethnic and democratic state in which Croats, Bosniaks and Serbs are constituent nations throughout its territory. The 11-point document says that in BiH democratic methods and political means shall be used to protect the national identity and existence of the Croat people in measure equal to that enjoyed by other constituent nations. “The Croats in BiH, as part of the Croatian nation, cooperate with Croatia in the domains of culture, science, education, health service and economy in order to survive and develop their national identity,” the joint declaration says, adding that the Croatian language is equal to the Bosnian and Serb languages throughout BiH. The joint declaration was signed by NHI chairman Kresimir Zubak, HSS chairman Marko Tadic and Djapic-Jurisic HSP chairman Zvonimir Jurisic.

Petritsch/Finci’s article on Dayton Agreement: Uncompleted job

Oslobodjenje pg 11 ‘Uncompleted job’, Nezavisne Novine op-ed pg 8 ‘Bosnia and Herzegovina needs a courageous vision’ by Wolfgang Petritsch & Jakob Finci – The authors express their full commitment to democratic and pluralistic BiH, achievable only after BiH civil society becomes more active, as well as to process a base of which was placed in 2003, that will culminate at Geneva conference in October 2005. They stress the political will and unshakeable determination are necessary in order to see this state function.

BH journalists’ Association and Helsinki Committee: Cavic is exerting pressure against RTRS

RTRS, Nezavisne Novine pg 9 ‘Cavic is exerting pressure against RTRS’ by R.Segrt – BiH Journalists Association and RS Helsinki Board for Human Rights fiercely condemned RS President, Dragan Cavic’s criticism against RTRS editorial policy (when he said RTRS is the media which depressed and deceived RS citizens). The thing that makes the situation even worse is the fact that the President said this on the World Media Freedom Day, according to Association. The Association reminded the President, but other politicians as well, that RTRS was a public service, which should serve all RS citizens, and not individuals or political leaders. RS Helsinki Board stated that on the World Media Freedom Day journalists should only be praised for the work, which is extremely difficult. Oslobodjenje pg 4, Slobodna Dalmacija last pg ‘New pressures against RTRS’ by D. Pasic carried BH Journalists reactions as Dnevni Avaz pg 4 carried RS Helsinki Committee statement.

Bosniak Caucus at RS CoP: demilitarization of BiH is unacceptable

Pink, BHT, RTRS, Glas Srpske pg 5 ‘Veto in sight’ by G.D. – Requests of Bosniak Caucus in RS Council of Peoples on raising the issue of VNI protection (over RS NA Declaration on defense reform) have been forwarded to Joint Commission of RS Parliament and Council of Peoples for further harmonization since RS COP on Wednesday failed to reach any decision on this issue. Chair of Bosniak Caucus within RS CoP, Ramiz Salkic, said that the Declaration presupposes demilitarization of BiH, which is unacceptable at this moment, since it does not refer to demilitarization of Cantons, which would be in line with the Dayton Agreement.

Srebrenica Task Force held a session, discusses further actions

Pink, BHT, Hayat, RTRS, Oslobodjenje pg 6 ‘Names of employees in police, SIPA (involved in Srebrenica crime)  a priority’, Dnevni Avaz pg 9 ‘Dragomira Andan not on the list of 892 persons’, Dnevni List pg 2 ‘RS Police Director is not on list of 892 persons’ not signed, Slobodna Dalmacija last pg ‘RS Police Director is not on list of 892 persons’ by A. Macanovic, Nezavisne Novine pg 9 ‘Results depend on cooperation of RS Government’ by R. Segrt, EuroBlic pg RS2 ‘Andan is not on the list’ by N. B., Glas srpske pg 2 ‘Andan is not on the list’ by G. Klepic – Taskforce for implementation of conclusions of final report on Srebrenica, to which RS Government, and on request of the High Representative, extended mandate, has held its first session with representatives of RS Ministry of Defence and Ministry of Interior. The Ministries should submit the Taskforce with certain data, which have not been included in the previous report. In its first report, the Taskforce has identified 892 persons who were involved in events which happened in Srebrenica, but who are still employed within RS and BiH institutions. The HR, Paddy Ashdown, claims that the report lacks data on about 200 members of Special Police Units, RS Army members in Zvornik. According to the RS Police Director, Dragomir Andan, the list with names of those employed within BiH and RS institutions is to be published these days. The Chair of the Taskforce, Jovan Spaic said that Andan’s name was not on the list with 892 persons. Andan says that such allegations are nothing else but rumours. The Taskforce should submit its report to the RS Government by September 30.

DA: Mladic is in Pancevo, NATO investigates SCG, RS army members

Dnevni Avaz cover splash ‘NATO carries out the comprehensive investigation’, pg 2 ‘NATO investigates two members of SCG Army and a member of RS Army’ by E. Sarac – DA learns form the sources in intelligence circles in BiH that Ratko Mladic is hiding in military premise in Pancevo [SCG] under protection of SCG Army’s Intelligence. The same sources claim that NATO intelligence for the part three days interrogates persons who maintained direct contact with Mladic. Apparently, Branislav Puhalo and Dragan Lalovic, active members of SCG Army and member of Mladic’s security have been investigated by NATO, as well as a member of RS Army. DA further claims that Mladic arrived to Pancevo from Niksic and before, in mid November last year, he was hiding in Veliki Zep in Han Pijesak. While in BiH, Mladic was apparently provided with the protection by RS Army troops.

ICTY has no information on Karadzic’s whereabouts, Mladic in SCG
