Croat Radio Herceg Bosna, BHTV 1, FTV, RTRS, Oslobodjenje pg. 5, mentioned on the front page ‘Six months for the truth about Srebrenica’, Dnevni Avaz pg. 2 ‘the date is coming by which the RS authorities must announce the truth about the Srebrenica victims’, Dnevni List page 10, by F, “Republika Srpska must fulfill constitutional obligations”, Nezavisne Novine, pg. 5, ‘The demands in Srebrenica case need to be fulfilled’; Glas Srpske, pg. 2, ‘Old obligations to Republika Srpska’, Blic pg. 7 ‘Deadline for disclosing the truth is becoming closer’ – Senior Deputy High Representative Bernard Fassier and OSCE Acting Head of Mission Victor Tkachenko on Sunday sent a letter to the RS President, the RS Prime Minister and the Speaker of the RSNA (Republika Srpska National Assembly) underlining the responsibility of the Republika Srpska (RS) under the BiH Constitution to comply with the Decisions of the Human Rights Chamber (HRC). In the letter Ambassadors Fassier and Tkachenko focus on the 14 applications known as the Srebrenica cases. These cases were filed by the immediate family members of the men presumed to have been killed in the massacre at Srebrenica in July 1995, the OHR said in a press release. The letter addressed to RS President Dragan Cavic, RS Prime Minister Dragan Mikerevic and RSNA Speaker Dragan Kalinic emphasized the fact that the deadline set by the HRC for the RS to disclose the truth of the fate of victims and the whereabouts of their bodies is fast approaching and that there has been no sign from the RS authorities that these deadlines will be respected. The HRC’s decision of 7 March gave the RS authorities six months to comply with the decision, which included financial aspects and orders to disclose information. Ambassadors Fassier and Tkachenko write that they “expect that the RS will undertake all actions needed for implementation of all orders of the HRC in due time and that the RS shall meet its constitutional obligations in a satisfactory manner”. Sunday’s letter also reminds the RS authorities of their obligation to comply with other war-crimes-related issues, including the arrest of those indicted for war crimes, most notably Radovan Karadzic and Ratko Mladic.

EC’s Humphries: We support work of Paddy Ashdown

He does not do anything without consultations with us and we, the members of the PIC Steering Board, are supporting his work,” said Humphries.  

DL: Interview with Frane Maroevic, Media Advisor for EC Office in BiH

In the interview for Dnevni List (p 19, “BiH gets closer to EU very slowly”, by Katarina Pehar), Frane Maroevic, Media Advisor for the EC in BiH, gave an overview of activities of the EU/EC as the biggest donor in BiH. Asked to comment on the dynamics of BiH getting closer to the EU, Maroevic answers that the EC’s Feasibility Study is to be completed in November and that its results will show if BiH is ready to start negotiations on signing the Agreement on Stabilization and Accession and what is needed for BiH to meet the demands from that Agreement. Maroevic assesses that the current dynamics of BiH getting closer to the EU is very slow and named Croatia as a good example to BiH of how to achieve progress and how to learn from countries that have gone through that process. As for the possibility for BiH to survive without international assistance, Maroevic says that BiH must build its institutions up to the level where it would not need international ones any longer, adding that the EU institutions will always exist in BiH and hoping that the assistance in the future will be more of a technical and advisory nature.

SDA accusing IC of favouring division of BiH

Dnevni List (page 8, by De. L., “Reforms are big lies to SDA”) – saying that the reforms are the main topic in BiH today, DL carries a Vice President of SDA, Seada Palavric, as saying that the reforms are a big lie. “We did not need the IC to preserve the status quo, and it appears to be doing that in almost every issue (…) Listen to an ordinary citizen, an ordinary grandma, who is illiterate, from the RS, who says: ‘Well, why did my people die if the RS is not going to be a State of the Serb people’. That’s the problem”, says Palavric. DL also carries an OHR spokesman, Oleg Milisic, who rejects claims that the OHR is favoring the RS saying that the IC will not give up the comprehensive reforms.

Mladic case to be resolved by the end of the year

 

 

 

Croat Radio Herceg Bosna, RTRS, FENA – Serbian Premier Zoran Zivkovic has said in Washington that agreement had been reached with US officials that former/wartime Republika Srpska Army commander Ratko Mladic must be arrested by the end of this year if he is in Serbia, or that proof must be presented that he is not there. At a press briefing Friday evening, the second day of his visit to the US, Zivkovic ruled out the participation of any third party in a possible arrest operation, for which modalities are being worked out. He said that the “policy of conditioning” is not a good approach and stressed that co-operation with the Hague Tribunal is also an international commitment for Serbia-Montenegro in accordance with domestic law.

NATO on cooperation with Serbia and Montenegro

Oslobodjenje pg. 7 ‘Mladic in The Hague, SCG in the Partnership for Peace’, SENSE – NATO does to reject a possibility to cooperate with the Government of Serbia and Montenegro in apprehending wartime RS Army Commander and a war crimes indictee Ratko Mladic, but the kind of this cooperation is yet to be defined. NATO has confirmed that the extradition of Mladic to the ICTY represents a very serious condition for the accession to the Partnership for Peace program.

Reuters on Karadzic

Nezavisne Novine, pg. 4, ‘New Western tactics for arrest of Karadzic’, Vecernje Novosti pg. 4 ‘Pressure on family Karadzic’ – In its analysis, the British news agency “Reuters” assessed that the fact that Radovan Karadzic has been escaping justice for the past eight years is extremely humiliating for the international community and the NATO troops in BiH. According to Reuters report, “the West has invented a new tactics, which is that the pursuers, meaning IC, is closing in on Karadzic by targeting his family and close friends.” The analysis also refers to some doubts amongst the experts on Balkans affairs that these latest developments would bear any fruit. Marcus Koks from the European Stability Institute, is of the view that the arrest of Karadzic still remains the sole solution, because it is hard to believe that Karadzic would ever voluntarily surrender.

Croatian Army General Dzanko questioned about destruction of Mostar’s Old Bridge

 

Jutarnji List (front and page 3, by Antun Masle, “Dzanko questioned about destruction of Old Bridge in Mostar”) – in light of reports in the weekend newspapers (see yesterday’s Cropress summary) about the questioning of the Croatian Army General, Luka Dzanko, by the ICTY investigators in Zagreb, JL says the investigators were, among other issues, interested in circumstances surrounding the destruction of the Old Bridge in Mostar. To be more exact, JL claims the investigators were interested whether the tank that destroyed the Old Bridge belonged to the HVO (Croat Defence Council) or HV (Croatian Army) i.e. whether the HV was in the Neretva valley/Herzegovina during the Croat-Bosniak conflict.

Medical state of former prisoners of war from Birac

Glas Srpske, cover page story, ‘It is worse nowadays than it used to be’ – The health state of around 100 former inmates (who were at camps across BiH Federation during the war), who were examined and recommended for medical and mineral resort treatment is deteriorating on a daily basis. The health state of around 58 former inmates has deteriorated, because no adequate medical treatment was provided to them on time. Following neurological examinations, the consequences of beatings, mainly with firm objects on head and spinal column, were established. According to psychiatrist, the post-traumatic stress disorder, owing to tortures at camps, must be properly treated.

Commemorative plaque revealed at Keraterm

Nezavisne Novine, pg. 8, ‘Commemorative plaque revealed’ – Under organisation of Association of the former inmates from Prijedor, Association of Prijedor Women “Izvor” from Sanski Most and NGO “Bridges of Friendship” from Riznavovici, the commemorative plaque was revealed on Saturday in front of the main building of the former/wartime camp of Keraterm. The plaque was revealed in the memory of those inmates, who lost lives in Keraterm.

Demands for placement of plaque in Viktor Bubanj barracks

Glas Srpske, pg. 3, ‘Bitter taste of truth’ – Republika Srpska Association of inmates will next week initiate proceedings necessary for having the commemorative plaque for the Serbs killed placed in the camp of Viktor Bubanj (wartime military barracks and prison in Sarajevo). According to Slavko Jovicic, Vice President of the Association, “we demand from the international community to apply same standards for the requests coming from all peoples of BiH and cease with the so far biased approach.”

Charges against war-time leadership of Derventa

Glas Srpske, pg. 2, ‘The Hague waiting for camp heads’, Blic pg. 13 ‘Inmates from Derventa sue war-time leadership’ – The Association of the inmates from Derventa has announced that it would press charges before the ICTY against the war-time leadership of this municipality, for the crimes committed against Serb civilians. The Association members find Vinko Begic (Derventa Mayor), Ivan Duspara (Police Station Commander), Sulejman Alijagic, SDA Municipal Board President and Iko Stanic, HDZ Municipal Board President, the most responsible for establishment of the camps, at which 350 Serb civilians died during their three-months-and-a-half reign in this municipality.

Croat indictee seeks guarantees from FBiH Government

Vecernji List (front and page 3, by Dejan Jazvic, “Ljubicic seeks guarantees from Sarajevo”) – reports that the lawyer of Pasko Ljubicic, a Croat charged by the ICTY with war crimes against the Bosniaks of central Bosnia, has asked the Government of Federation of Bosnia and Herzegovina (FBiH) to offer guarantees so Ljubicic could be on pre-trial release. Tomislav Jonjic, a Zagreb-based lawyer, requested the FBiH Government to give the same guarantees it previously gave for Bosniak military officers, namely Sefer Halilovic, Enver Hadzihasanovic, Mehmed Alagic, Amir Kubura and Naser Oric. Ljubicic voluntarily turned himself in to the Croatian authorities on November 21, 2001 after it was revealed that the ICTY raised an indictment against him.

Interview with Croat Liaison Office to ICTY Mihaljevic

Vecernji List (front “Bugojno in autumn” and page 5 “Processing of crimes against Bugojno Croats in autumn”) – an interview with the Croat Liaison Officer to ICTY, Goran Mihaljevic. He says the wartime documentation of the BiH Army is now accessible to his Office and Croat indictees in The Hague, some one thousand documents. In that context, Mihaljevic says the co-operation with domestic institutions when it comes to providing information has improved recently, both with the Federation of Bosnia and Herzegovina (FBiH) Intelligence Service (FOSS) and FBiH Ministry of Interior. With regards to the latter, Mihaljevic notes the co-operation significantly improved after Minister Miroslav Nikolic took over the MoD. Mihaljevic also announces that a special ICTY investigator, tasked with the Bugojno crimes, will be doing one of his final missions on the ground in August. In that aspect, Mihaljevic expects a few indictments by the ICTY adding that ever if the cases were to be handled by the BiH Court, the culprits will be properly punished.

Mostar restructuring

 

 

 

 

 

 

 

 

 

 

Dnevni List (page 17, by D. L., “Commission should have been made of experts, not political representatives”) – says that the High Representative’s attempt to solve the Mostar issue through the work of the Mostar Commission was destined to fail because, according to DL, politicians should have never been members of the Commission. The daily believes the most acceptable and rational proposal would be to form an expert, politically independent team, which would submit its proposals to the legislative and executive authorities in the City. In that context, DL says if proposals of such an expert team were not to be adopted, then the OHR’s role would be clear and the OHR would remain clean. On the other hand, in the current situation, DL says the OHR deserves a minus for its “tactless and inapplicable” approach to making of the statute of Mostar. The daily also reminds of an initiative from the 1970s when there was an idea to organize Mostar as a city. Back then there were thoughts to organize Mostar in three municipalities, namely municipalities North, Mostar Grad (Town) and South. DL believes the same model could be applied even today and it would decrease ideological, national, economic and political segregation within the city level. Furthermore, DL believes the organizational set-up of Mostar should not be linked to organization of the Canton which has created many uncertainties. Finally, the daily again stresses that the “OHR must admit the mistake that the Commission should have been made of experts, and not political representatives”.

Secret Mikerevic-Dodik meeting

Nezavisne Novine, cover and page 3, ‘Secret meeting between Mikerevic and Dodik in Laktasi’ – Dragan Mikerevic, Republika Srpska Prime Minister, had a secret meeting in Laktasi over the weekend with Milorad Dodik, SNSD President. According to Mikerevic, the meeting discussed the political situation in the Republika Srpska and the pressures of the SDS at PM’s Cabinet. NN source close to PDP claims that Mikerevic met with Dodik with an assent given by Mladen Ivanic, PDP President. According to the source, “following most recent attacks against Government, Ivanic decided to find a salvation in negotiations with Dodik.”

However, Mikerevic claims that the meeting with Dodik did not make any reference to eventual restructuring of Government. He said that he wanted to hear views of the leader of the biggest opposition parties.

SDS on Bosniaks’ requests

Glas Srpske, pg. 2, ‘Political provocation‘ – SDS has qualified the most recent request of the Club of Bosniaks at the Republika Srpska Council of Peoples (for urgent alteration of the Law on hymn, coat-of-arms, flag, stamps and territorial organisation of Republika Srpska) was a political provocation. In SDS view, such a campaign represents a misuse of the protection of national vital interest.

IFMES report

Nezavisne Novine, pg. 3, ‘Baktijar Aljaf: SDS did not order a report on Republika Srpska’ – Baktijar Aljaf, Director of the Institute for Middle East and Balkans studies from Ljubljana (IFMES), denied media speculations in Republika Srpska that SDS ordered a report be created, which would, inter alia, say that the Republika Srpska President, Dragan Cavic, initiated secret negotiations with Milorad Dodik, SNSD President, regarding the restructuring of the Republika Srpska Government . According to Aljaf, the report was ordered by “one University”, whose name he did not want to state. He also said that the report was worked out by analysts from BIH, whose names he did not want to reveal either. He also claims that all reports, which IFIMES publishes, are objective.

Belgrade’s Vecernje Novosti: RS has lost almost all elements of sovereignty

Vecernje Novosti pg. 6 – ‘Bosnian hotpot about to be completed’ – reports that the policy of international community in BiH and Serbia and Montenegro is quite different. While the EU and EC are trying to divide Serbia and Montenegro on two parts, in BiH the situation is different: the international factors, regardless of the ordinary citizens’ stands and wishes, are trying to abolish the Republika Srpska and to merge it into unitary BiH. In spite of the fact that was the reason for the recent war in BiH. The Republika Srpska from the Dayton’s period and today’s Republika Srpska are quite different when it comes to elements of sovereignty.  At all entrances and border crossings between RS and its neighbouring counties is BiH flag accompanied with board ‘Welcome to BiH’, while the BiH State Border Service is at the borders. The textbooks have been revised in accordance to the instructions of multiethnic commissions for education in BiH – more suitable textbooks will be used in RS schools as of this autumn. New passports do not have entity insignia and name – only BiH’s. Constitutional changes and October elections brought new image of all RS institutions: the government is multiethnic with one Bosniak and one Croat vice-president. According to the new Constitution, two RS vice-presidents are a Bosniak and a Croat, and the same applies for deputy speakers of the RSNA. But that is not all. The future is bringing new, but similar, things. The Republika Srpska National Assembly is to discuss the future status of the RS Army, which, according to the proposals of Serb politicians, might look like former Territorial Defence. This would be the best solution, because SFOR and Bosniaks are requesting formation of a single BiH army. The next thing that awaits the deputies is VAT and customs. Proposals and suggestions of the IC are to introduce VAT on BiH level – money will go to one account and further allocated from there. Economists warn that this will result in Republika Srpska ‘s loss of its fiscal sovereignty. And finally, there should be a BiH Customs, which inevitably leads to cessation of RS Customs Administration. And noone asks citizens what they think about it.

Oslobodjenje pg. 3, mentioned on the front page ‘Pensioners to seek for their rights in the street – Protest rally to take place in front of the FBiH Government building on Tuesday’, Dnevni Avaz pg. 8 “Mass protests of embittered pensioners’ – A pensioner’s protest rally is scheduled to take place before the BiH Federation Government building in Sarajevo on Tuesday. According to President of the Executive Board of the Association of the FBiH Pensioners Jozo Ljiljanic, a large number of retired people from the entire entity is to attend the rally. Ljiljanic emphasized that the pensioners would reiterate demands for the urgent resolution of their difficult financial and social position. Commenting on the announced protest rally, FBiH Prime Minister Ahmet Hadzipasic said he would meet the pensioner’s representatives and offered them what was possible meaning what was realistic at the moment.   

Dnevni List (page 2, by Jurislav Petrovic) – an editorial in light of announcements that BiH pensioners will be protesting in front of building of the Government of Federation of Bosnia and Herzegovina (FBiH) in Sarajevo. The author to a degree understands the position of the FBiH PM, Ahmet Hadzipasic, who allegedly cannot increase pensions because of the IMF, which does not allow a re-balance of the FBiH budget. Finally, Petrovic suggests the pensioners to block the taxpayers who are not honoring their obligation and not the FBiH Government.

DL on appointment of Steering Boards in public companies

Dnevni List (front and pages 4 and 5, by S. Kuzman) – an article in light of a decision by the Government of the Federation of Bosnia and Herzegovina (FBiH) to appoint temporary steering boards in companies in which the FBiH has a majority share. DL believes the decision is illegal and reminds of the High Representative’s decision/Law on ministerial and government appointments saying the Law has been violated. Furthermore, DL argues the FBiH Govt’s decision is politically motivated and basically represents a continuation of policy from 1999 i.e. the sale of HPT Mostar’s assets, in other words the HT (Croat telecommunications) will give up charges against Dragan Covic, HT will give up the third GSM licence, door to “Eronet” for the licence is open. Saying that all this means that the High Representative must react, the article suggest to the HR Ashdown “if you mean good to the country, if you want to be principled and if you want to have any support (…) stop the retrograde processes”.

DL on appointment of general manager of Direction for Indirect Taxation

Dnevni List (page 3, by De. L., “HDZ lobbies for Fuad Kasumovic”) – the article says that according to previous announcement a general manager of Direction for Indirect Taxation should be appointed tomorrow. DL’s source close to the Indirect Tax Commission confirmed that the most serious candidates for the post are Zelimir Rebac, Trivo Marinkovic, Sefika Hafizovic, Azra Hadziahmetovic and Fuad Kasumovic. The daily learns from the same source that the Federation of Bosnia and Herzegovina Ministry of Interior pressed charges against Kasumovic over the abuse of office and accepting of bribe. In that context, DL says should Kasumovic be appointed that would compromise the Commission led by Joly Dixon and create yet another farce. DL claims the HDZ has been lobbying for Kasumovic.

DL’s editorial: “Fiscal revolution”

Dnevni List (page 6, by Jadranko Prlic) – an editorial about the work of the Indirect Tax Commission and plans how to sort out the fiscal system in BiH. Prlic says the new system, once it is operational, will improve the fiscal situation to the benefit of the people. “With such and similar solutions one builds a State. And without it, as Henry Kissinger says, commenting on the situation in Iraq, democracy is impossible to develop. Another lesson from Bosnia and Herzegovina”, says Prlic.

Hunger strike in front of OHR Mostar this morning

Dnevni List (page 3, by M. M., “Hunger strike in front of OHR”) – reports that one Drago Lukenda from Siroki Brijeg is starting a hunger strike in front of the building of OHR Mostar this morning at 0800 hrs. According to him, reason behind the strike is an injustice done unto him by the OHR and domestic politicians with regards to his project of construction of hydro power-plant at a place called Duge near Prozor. In a short statement for DL, Lukenda says it is about prevention of construction of the power-plant whose value is 3 million KMs and which is problematic to the Bosniak returnees only. DL notes that municipal authorities gave the green light for the construction back in 1989 so Lukenda does not see a reason why he cannot build it today. More details will be published tomorrow.

Update to BL Clinical Centre strike

Nezavisne Novine, pg. 6, ‘If Clinical Centre is disbanded, we will seek medical treatment in Sarajevo, Tuzla and Bihac’ – Dr. Slobodan Hajder, member of the Striking Board of the Clinical Centre of Banjaluka, warned that if Banjaluka CC were disbanded, not only that two thousand personnel would lose their jobs, but the citizens would then have to go for medical treatments in Sarajevo, Bihac or Tuzla. He accordingly called on Republika Srpska citizens to join the CC staff in its protest on 5 August in Banjaluka, in the sign of support.

Miljevic: BiH has gone bankrupt

Vecernje Novosti pg. 9 – Damir Miljevic, former advisor of then-PM Mladen Ivanic for economic issues and president of RS Association of employers, says that BiH has bankrupted, because the bankrupt means incapability to respond to obligations. “Situation in BiH is exactly like that, although news agency have not reported about it. However, the RS Prime Minister and Finance Minister, as well as Chairman of CoM, have said they are working on solving the BiH public debt amounting more then 10 billion KM, which is more than BiH’s GDP amounts. A country is credit-incapable when the public debt is 30%, and we have more than 100% of public debt. Therefore, BiH has bankrupted.” Speaking about the reforms, Miljevic says that he has not noticed that the Republika Srpska Government pushes ahead with the reforms, because only reform he saw being implemented in last two years is the reform on taxation system. According to him, that is normal, because the authority in BiH does not have a concept what to do with BiH. On the other side, there is the international factor that does not help, but rules. “Here we have the situation that someone else rules, while you do something, although you don’t know how to do it.”

Newly-built mosque inaugurated in Kotorsko

 

 

 

 

 

 

BHTV 1, FTV, RTRS, Oslobodjenje pg. 6, mentioned on the front page ‘Donja Mosque reconstructed’, Dnevni Avaz pg. 3, mentioned on the front page ‘Let this be the beginning of the reconstruction of all destroyed facilities’ – A religious ceremony was held in the village of Kotorsko in the Doboj municipality (central RS) to inaugurate a newly-built mosque. The ceremony was attended by the head of the BiH Islamic Community Mustafa Ceric, the RS Vice-president, Adil Osmanovic, and the rabbi of the RS Jewish community, Jozef Atijas. The leader of the Doboj municipality, Obren Petrovic, and a crowd of about 15,000 Muslim believers also attended. The funds for the mosque, worth 186,000 KM, were provided by the Islamic believers of Kotorsko, Doboj and this part of BiH as well as the Islamic Community. Out of the 1,100 Bosniak families who lived in Kotorsko before the war, 450 have returned to their homes. There is a plan to build another mosque in the village. In the Doboj municipality, four mosques and two Islamic religious schools have already been built, another seven mosques are under construction, and there are plans to build another five.

BiH in military mission in Iraq

Nezavisne Novine, cover and page 5, ‘Soldiers from BiH may go to Iraq in autumn’ – Enes Becirbasic, Secretary General of the BiH Standing Military Committee, confirmed that the soldiers from BiH may go for a peace mission to Iraq sometime in autumn. Robbery in Trn/Laktasi

Nezavisne Novine, cover and page 2, ‘The amount of EURO 250 thousand stolen from the owner of “Ogimil” firm’ – Unknown perpetrator(s) have robbed EURO 250 thousand from the apartment and business premises of the private firm “Ogimil” in Trn in Laktasi on the night Friday to Saturday. According to Miodrag Milincic, the owner of the firm, he took that money from the bank from his personal account in order to start with construction of a new firm facility. He did not clarify what the exact amount of money stolen was. The investigation is ongoing. 

Fire in Mostar bakery

Apparently, a kidney in India is worth 1.000 US$ whilst the price of a kidney in BiH is between 10.000 and 35.000 US$.
