HR Ashdown addresses RSNA

 

 

BH Radio 1 New at 1200 by Radmila Grubisa, RS Radio, Herceg Bosna Radio – The High Representative Paddy Ashdown today addressed the RS National Assembly underlying that the failure to fulfil obligations towards ICTY is the last big obstacle on the BiH’s path to Euro-Atlantic integrations. He reiterated that top war crimes suspects, Radovan Karadzic and Ratko Mladic must be arrested in the next few weeks. Ashdown reassured RSNA that their fears of constitutional changes are ungrounded, as they are possible only with consensus of all three peoples.

RS Vice-president Osmanovic says RS MoI bears responsibility for lack of cooperation with ICTY

FENA – Vice President of RS Adil Osmanovic accused on Tuesday the RS Interior Ministry of being the most responsible for lack of cooperation with the ICTY. Osmanovic told journalists it would not be realistic to expect that the situation changes in the next few weeks i.e. that the RS starts cooperating with the ICTY. He also noted that he was happy with HR’s speech today before the RS NA, foremost in the part that spoke about the responsibility of the RS institutions regarding failure to implement the DPA.

Gunshots fired at center for autopsy in Lukavica

ONASA – Several gunshots were fired on Monday night at the facility of the Center for autopsy and identification of the Commission for Searching Missing Persons in Lukavica. Police said the shots were fired from Mojmilo hill, part of Sarajevo in the Federation BiH.

Todovic trial to be transferred to BiH judiciary?

BH Radio 1 News at 1200, RS Radio – ICTY Chief Prosecutor Carla Del Ponte demanded from the ICTY Presidency Theodor Merron to approve transfer of the case against Savo Todovic, indicted for war crimes against Bosniaks in detention center Foca, to BiH judiciary.

Women – Victims of War call on all NGOs to support Ashdown

 

BH Radio 1 News at 1200, FENA – Women – Victims of War Association calls on all NGOs in BiH to give their support to the High Representative for BiH, Paddy Ashdown, “in order to materialize promises of the smaller BiH entity, and enable return of victims, witnesses and families of the killed ones to pre-war places of residence”. “We give full support to the High Representative to use powers from his mandate and sanction those who obstruct arrest of war criminals”, reads a press release issued by the Association today. Association also claims that the HR has finally realized that the RS is refusing to cooperate with the ICTY, by which it endangers the future of BiH.

 – One person was killed and 2 were injured in a shooting that happened in a tram in Sarajevo on Monday. According to the statements from eyewitnesses 4 men were involved in a conflict when one of them pulled out a gun and started shooting. Police managed to get the shooter. Sarajevo Canton MoI spokesman Magbul Skoro stated that all 4 men that were involved in the incident were known to the police from before.

RTRSIso Karpuzi was killed in a shooting that happened in Sarajevo. He was known to the police for various law violations in the past. Police arrested Admir B. after the shooting under suspicion that he committed the murder.

PRC members from RS say decision on single police not made in Brussels

 

Herceg Bosna Radio, RTRS, Oslobodjenje pg 8 ‘RS against joint police in BiH’, Dnevni Avaz pg 12 ‘Decision on a single police not made’, Dnevni List pg 3 ‘Nevertheless, final decision on police to be passed in Brcko’ by M.B., Vecernji List pg 3 ‘RS does not give up its police’ by bsMembers of the Police Restructuring Commission from RS stated on Monday that a decision on establishing a single police in BiH had not been made in Brussels. According to BiH Deputy Security Minister Dragan Mektic not a single out of 6 PRC members from RS is authorised to accept such the proposal that changes constitutional order of RS.

Brcko District Mayor on police reform

 

Glas Srpske, pg. 5 ‘Agreement in Brcko’ by M. Dj. – Brcko District Mayor Branko Damjanac has stated he would suggest to the Commission for Police Reform to have the District as a seat of one of the regional centres of the police. He has confirmed that the next session of the Commission will be held on November 17 and 18 in Brcko, by which time all disputable issues should be resolved and a single concept of organising of the local structure of the police should be agreed upon.

VL: 5000 Police officers might lose jobs due to Police reforms

 

Vecernji List pg 7 ‘Severance pays or retraining’ by E. Medunjanin – VL says it has been estimated that as much as 5000 police officers might lose jobs due to the police reform in BiH. According to the article, the Trade Union of police officers will come up with its proposals for resolving of the issue of surplus police officers and one of them is their transferring to other security services. However, in case that it turns out that a part of police officers have to leave, the Trade Union will demand severance pays. VL concludes that the agony of policemen will not last long since judging by the statements of competent ones, all the things related to the police reform will be known in the next two months.

Srebrenica Report

 

BHT, FTV, RTRS, Dnevni Avaz pg 9 ‘Human Rights Commission started considering the report on Srebrenica’, Nezavisne Novine, pg. 2 ‘Analysis of RS Government’s report on Srebrenica has commenced’ by R. C., Glas Srpske, pg. 2 ‘Srebrenica under a magnifying glass’ by Srna – The BiH Constitutional Court’s Human Rights Commission have started discussing at its plenary session opened on Monday the report of the Srebrenica Commission forwarded by the RS Government. It is announced that session will last whole this week.
Oslobodjenje pg 2 ‘Report on Srebrenica on the RSNA agenda’ – At the continuation of its regular session in Banja Luka on Tuesday, the deputies to the RS National Assembly are expected to discuss Srebrenica Commission report forwarded to the BiH Constitutional Court’s Human Rights Commission for consideration by the RS Government last week. Regardless of recommendation made by RS Prime Minister Dragan Mikerevic that the report should not be discussed before announcement of the official Human Rights Commission’s position on the document, the issue was put on the agenda at the proposal of DNS deputy Drago Kalabic. Kalabic said it was unacceptable that Mikerevic suggests RSNA what to do.

FTV, Dnevni Avaz pg 4 ‘Robinson announced appeal in case of Eronet’ – Hercegovacka Bank Provisional Administrator Toby Robinson stated it is disappointing that after 5 court proceedings in which Eronet proved that this company is legal owner of shares sold to Alpina Comerc, Hercegovina Osiguranje and Grude Municipality, Mostar Cantonal Court decided to annul the agreement on transfer of HT shares in Eronet to these two companies and municipality. Robinson underlined that such decision has no legal ground and announced appeal to the Federation of BiH Supreme Court.

Oslobodjenje pg 6, mentioned on cover ‘Request for exemption/exclusion of Tadic rejected’, Dnevni List, pg 3 ‘No obstacles to trials to Dragan Covic and Bicakcic’, mentioned on front, by Nermin Bise – The Constitutional Court of BiH has rejected a request submitted by Prosecutor Mats Mattson, who accused the President of BiH Constitutional Court, Mato Tadic, of receiving bribe, in the same time requesting that Tadic should not be involved in taking decision on constitutionality of the Law on immunity. The Constitutional Court rejected the request as ungrounded because it came too late since the decision on abolishment of immunity to Dragan Covic and Edham Bicakcic was already taken. The Secretary General of the Constitutional Court of BiH, Dusan Kalember, explained that Mato Tadic was still the President of the Court, with all the authorities.

Slobodna Dalmacija, back pg ‘BiH : Tadic denies charges on receiving bribe’, by H – President of BiH Constitutional Court, Mato Tadic, stated that the corruption charges, which were reported by media in BiH, were utterly unserious. Tadic denied the charges in the Sarajevo-based ‘Dnevni Avaz’ daily.

Daviddi warns BiH could loose 200 million KM over multiple VAT rates

 

 

 

 

Dnevni Avaz pg 3 ‘BiH could loose 200 million KM’, mentioned on cover, by S. NumanovicRenzo Daviddi, the deputy Chief of the EC delegation in BiH, warns that if amendments to the VAT Law as proposed by the BiH Parliament’s Commission for finances and budget are adopted, the BiH will be loosing at least 200 million KM annually. He explained that this is the estimate based on decrease of the budget resources coming from tax collection in amount of 130 million KM. “There are estimates that… at least 60 millions KM are also begin lost due to manipulation of goods classification. If this proposal of the law gets adopted, the Indirect Taxation Administration will need to employ another 100-200 people, and that increases the costs of the administration… If these amendments are adopted, BiH will have a big lose in revenues,” says Daviddi stressing that BiH authorities are free to bring any decision but should think of these things.

Editor of BiH dailies against VAT on print media

 

Dnevni List, pg 9 ‘Attempt of domestic authorities to detroy media’, mentioned on front ‘Authority detroys media’, by Arijana Beus – Considering the recommendation of the competent parliamentary commission to introduce a VAT set at 17% on print media, DL notes that it is estimated that it would lead to print media becoming more expensive. The media have labeled the move as a direct hit against the freedom of speech. Accoding to the editor in chief of Nezavisne Novine, Dragan Jerinic, and his colleague from Vecernji List, Ivan Pavkovic, the introduction of VAT will have a negative effect on the circulation of papers, which could lead to demise of some media outlets. The editor in chief of Oslobodjenje, Senka Kurtovic, notes : « This is an attempt of domestic authorities, when they cannot do it legally, to destroy us in an illegal manner, presenting it as a part of VAT law ».

SBiH supports Zigic’s proposal re: privatisation

 

Oslobodjenje pg 2 ‘Prevent robbery of at least things left’, Dnevni Avaz pg 2 ‘SBiH: It is finally a time to stop privatization robbery’ by Fena – The press release issued by the Party for BiH [SBiH] reads that the revision of the privatization is not directed against anybody directly, but has been proposed to establish belongings of the state, workers and citizens in public companies. Party underlines is fully supports the FBiH Minister of Energy, Mining and Industry, Izet Zigic, who also proposed the changes and amendments to the Law on Privatization of the Companies that would cover reform of companies in debt, sale of shares, succession terms, etc. As for the privatization revision, SBiH believes that BiH has one last chance to prevent the robbery of remaining public resources.

SDA leaders discusses problems in FBiH Govt

 

Dnevni Avaz pg 2 ‘Izetbegovic: We will protect state property’ by A.M., Dnevni List, pg 5 ‘Not a word on removal of ministers’, mentioned on front, by E. Mackic– SDA Board met on Monday to discuss the issues which appeared following the latest session of the FBIH Government at which delegates were supposed to address privatization revision and possible changes to the Privatization Law. SDA first gave opportunity for FBIH Prime Minister Ahmet Hadzipasic and FBIH Communications and Transport Minister Nedzad Brankovic to separately explain their stances on what happened at the Government’s session. While Hadzipasic announced possible removals of the ministers, DA comments that based on statements of SDA leaders that would not happen. SDA Vice President Bakir Izetbegovic stated that the conclusion was that SDA “will protect state property”, adding that Brankovic and Hadzipasic will sort their problems without party’s interference.  

Oslobodjenje pg 8 ‘Dismissal of ministers will not occur’ by S.Se. – SDA Board demand from the FBiH Government to solve all procedural issues that came up after the latest session. SDA Vice President Seada Palavric confirmed that despite Hadzipasic’s announcements, no demands for minister’s dismissals were mentioned at the board’s session. C. also carried the statement by Palavric.

DA claims Brankovic owns shares in investigation funds

 

Dnevni Avaz pg 2 ‘Brankovic with Lojo and ‘Kmecka druzba’ co-owns ABDS’ by A. Hadziarapovic – Despite the fact that FBiH Transport and Communications Minister Nedzad Brankovic who opposes proposal for privatization revision stated in TV debate with Izet Zigic [See Weekend Media Brief Oct 30n31]  that he owns no shares, DA says that is not true. According to daily, Brankovic is founder and one of the local shareholders of the company which manages privatization funds ABDS from Sarajevo. The company also includes privatization and investments fund BIG. Journalist writes that this “puts into question his justification that because he owns no shares he has no personal interest to prevent revisions of the privatization.” Article also reads ABDS is also co-owned by 46 locals, 9 Slovenians and prominent ‘Kmecka druzba’. DA says that one of the shareholders is director of Sarajevo Tobacco Factory Sefik Lojo, reminding that this company is on the top of the list of companies proposed to be revised. In addition to all this, DA claims Brankovic is also connected to Sarajevo Brewery.

VL feature of privatization in FBIH: SBiH and Zigic damage budget for 76,7 million KMs

 

Vecernji List, pg 2 ‘Izet Zigic and SbiH damaged coutry for 76 million KMs’, by Zoran Kresic – VL notes that the FBiH budget has been directly damaged for 76,7 million KMs in the process of privatization of several companies, over which ministers Izet Zigic and Maid Ljubovic (both SbiH) have the jurisdiction. VL explains that of 56 strategic companies in the FBiH, new buyers were found for companies such as Enker of Tesanj, Intersped, Granit of Jablanica, Bira of Bihac, Velmos of Mostar and Metalno of Zenica, whilst the privatization of Feroelektro Company was annulled because it was originally bought by a Croat company Stanici of Kresevo. VL further explains that four of these companies were bought by different partnerships and by VGT consortium from Visoko, which works under the SDA. VL also notes it is unclear how such successfull companies like Enker, Granit and Metalno, were sold for 0,5 million KMs each. When it comes to the latter, VL says the FbiH Prime Minister, Ahmet Hadzipasic, personally took part in the privatization of the company.

Hadzipasic meets with UK Cliff, discusses privatisation, Aluminij

They spoke about political and economic situation in FBIH. Hadzipasic spoke about positive trends in FBiH when it comes to increased export. It was stated that renewal of railway traffic in FBIH is one of priorities. Cliff and Hadzipasic also spoke about solution for Aluminij Mostar. It was also emphasized that in some cases the revision of the privatisation should be carried out even before the adoption of the relevant law.

Bosniak caucus on payment of war damages

Popovic, Glas Srpske, pg. 5 ‘They are waiving with a veto again’ by G. Dakic, EuroBlic, pg. RS2 ‘National interest is jeopardised by the budget’ by Rajna RadosavljevicBosniak Caucus in the RS Council of Peoples initiated procedure on protection of vital national interests.This is in relation to the Law on Provisional Delay of Claims from the Budgets of Towns and Municipalities in RS, which was recently adopted in the RS National Assembly. This law halts payments ordered by court verdicts for confiscated properties and damages against legal and physical entities in the RS during the war. President of the Bosniak Caucus in the Council of Peoples Ramiz Salkic said that the procedure of vital national interest protection was not launched only because of the case of Alijagic brothers, to which Trebinje Municipality and the RS have to pay of 36 millions KM of compensation. “Funds from BiH legal suit against Serbia and Montenegro for aggression could be used for paying of war compensations. Everyone knows that most of the confiscated properties ended up on another side of Drina river,”stated Salkic.

Buk Bijela power plans construction isse

 

BHT – RS and Montenegro representatives discussed on Monday in Trebinje tender for construction of hydro-power system Buk Bijela on river Drina.This construction would also mean flooding a part of world unique Tara canyon. Currently, project is in phase of discussion. Three months ago a working group for technical evaluation of the project was established. “We are trying to look at all aspects since this is a complex project that has its impact on environment. We are considering all of those aspects, technical, economic, financial, energy and ecology; none of the governments will make no mistakes. Procedure will be conducted in accordance with relevant law,” stated Buk Bijela Project Secretary Zdravko Milovanovic. The biggest obstacle for construction currently is ecology study that should show if this project is acceptable.

Nezavisne Novine, pg. 6 ‘Ecological aspect to be audited’ by N. Kolak – On Monday in Trebinje, members of a Joint Tender Committee for the implementation of “Buk Bijela” hydro-energy project achieved an agreement on establishing of a council for an audit of ecological aspect of the system. 20 experts from SiCG and RS will be members of this council.

Montenegrin Minister of Economy Darko Uskokovic has stated that the so far activities have not been providing with pre-conditions for signing of an agreement between RS Government and Montenegrin Government on the construction of “Buk Bijela” hydropower plant. BiH Foreign Trade Chamber on FIPA Hajric’s criticism

 

RTRS, Oslobodjenje pg 5 ‘Economic and not political institution’BiH Foreign Trade Chamber stated that the allegations of FIPA Director Mirza Hajric on alleged bringing into question of FIPA future operations are unfounded. Chamber feels that Hajric made a calculated pressure on BIH Parliament representatives in order to make his agency as the untouchable authority in representing BiH economy.

Nezavisne Novine op-ed pg 7 ‘Where does FIPA go?” by Natasa Krsman – The op-ed is about the Foreign Investments Promotion Agency (FIPA), led by Mirza Hajric, which still is not operational. The author blames not only the Director of the FIPA but also the BiH COM, that should have fully established this agency. The author questions why Hajric strongly opposes to setting East Sarajevo as the FIPA centre.  

FBiH budget for 2004 to undergo rebalancing

 

Vecernji List pg 4 ‘FBiH budget decreased to 1,1 billion’ by f – The Federation of BiH Government submitted to the FBiH Parliament a draft of changes and amendments to the FBiH budget for this year and according to Speaker of the FBiH House of Representatives, Muhamed Ibrahimovic, the budget revision will be at the agenda of the HoR session in the second half of November. VL says that the FBiH budget for this year amounts to 1,250 billion KM, while the budget revision envisages its decrease to 1,183 billion KM.

Nezavisne Novine, cover ‘50% of children in BiH have no health care insurance’ and pg. 8 ‘Approximately 50% of children in BiH have no health care insurance’ by R. RakicFaruk Alijagic, the President of the Union of the Federation of BiH Associations for Aid to Mentally Retarded Persons, on Monday stated that approximately 50% of children in BiH have no health care insurance while rights of mentally retarded children are in a jeopardy. He says that this assessment was included in a conclusion of the first report of NGOs for children care in BiH and the Government Committee for rights of children. Alisah has added that the report will be forwarded to the BiH CoM, entity Governments and competent Ministries of Cantons. The above listed institutions will be asked to improve children rights and protection in BiH.

Update to disputes over census in BiH

 

EuroBlic, cover and pg. RS1 ‘Serbs are pro, Bosniaks oppose’ by J. D. – The article carries an overview of the dispute regarding the census issue in BiH and quotes Head of SDA caucus Seada Palavric as saying that a proposal, according to which the Law on census should be brought through a shortened procedure and according to which the census should be conducted in April next year, was unrealistic.

EuroBlic inset ‘Census would cost 5 to 10 KM per capita’ quotes Palavric as saying she thinks the Law, should it be adopted, cannot be implemented for the next three years. One of the reasons for this, according to Palavric, is lack of funds because census would cost 5 to 10 KM per capita.

EuroBlic inset ‘By census against manipulations’ reads that “Zajedno do istine” Association on Monday demanded from RS authority to urgently start creating pre-conditions for a census in RS and Federation of BiH. The Association believes a census would prevent ‘yet another manipulating with Serb people and their rights’.

VL: HDZ Mostar to be dissolved

 

 

 

 

Vecernji List, pg 2 ‘HDZ of Mostar to be dissolved’, mentioned on front, by Miso Relota – The daily announces that the HDZ Presidency will be meeting next week to discuss results achieved during the local elections, noting that before that, the City Biard of HDZ in Mostar will be also meeting in presence of the HDZ President, Barisa Colak. VL notes that the President of HDZ in Mostar, Miroslav Coric, confirmed that he was not satisfied with the results the party achieved in Mostar. VL also reminds that Colak earlier noted that dissolving of some municipal board of HDZ could not be ruled out, and in that context, VL argues that a possibility of dissolving the City Board of HDZ in Mostar is mentioned most often because the party underachieved in Mostar, especially in city areas North and West.

Appointment of BiH Ambassador to CoE

 

Dnevni Avaz pg 3 ‘Slobodan Soja travels to Strasbourg instead of Bozanic?’ by M. Dr. – After Dragan Bozanic gave up on appointment to the position of BiH Ambassador in the Council of Europe, DA claims that he is to be replaced by Slobodan Soja, former BiH Ambassador to France. Lepa Babic, spokesperson of the BiH Foreign Affairs Ministry, stated that ambassador should be known by the end of this week. Advisor to BiH Presidency Chairman Borislav Paravac, Drago Vukovic, says that politicians in RS have already talked about this issue.

Oslobodjenje pg 3 ‘New candidate Ana Trisic – Babic?’, mentioned on cover, by V. Zivak – According to Oslobodjenje Ana Trisic-Babic, the Assistant to the BiH Foreign Affairs Minister, could be a new candidate to the ambassadorial position in the Council of Europe. Ka. – High Representative to BiH Paddy Ashdown will not visit the location of the mass grave Stari Kevljani near Kozarac on Tuesday despite the invitation by the Association of Prijedor’s Women “Izvor” from Sanski Most. Daily writes that the visit was discussed on OHR on Monday and that it was decided to exclude it from the plan to visit RS. President of “Izvor” Seida Karabasic said she was not surprised by the fact that HR rejected the invitation, but with the manner that was done – a secretary from the OHR has simply said via telephone, without an explanation, that Ashdown will not visit Kevljani on Tuesday.

European Parliament delegation visits BiH

 

Dnevni List pg 5 ‘European Parliament delegation visits BiH’ by NINA – The European Parliament delegation for relations with Albania, BiH and Serbia and Montenegro led by its Chairperson Doris Pack pays a 3-day visit to BiH starting today. On Tuesday, the delegation will meet with Speakers of the House of Representatives and House of Peoples of the BiH Parliament, British Ambassador to BiH Ian Cliff, Head of EC delegation in BiH Michael Humphreys etc. The delegation will visit Mostar on Wednesday, while the meeting with High Representative Paddy Ashdown has been planned for Thursday.

Registration of refugees in RS

 

Herceg Bosna Radio, BHT, RTRS, Oslobodjenje pg 6 ‘New registration of refugees started’, Dnevni Avaz pg 8Registration of refugees and displaced persons started in RS on Monday. Registration will last for one month and it is expected that some 30000 people participate. Individuals who register themselves as refugees will have the right to 6 month alternative accommodation paid by RS Ministry for refugees and displaced persons. After 6 months expire those individuals will be put under jurisdiction of BiH Ministry of Security.
