Stevandic, Dnevni List front and page 16 ‘Novica Lukic died of wounds’ by De.L., ONASA/AFP – A Bosnian Serb civilian was killed Sunday during a shootout with police in eastern Bosnia in a failed raid aimed at arresting fugitives from international justice. The raid was described by international representatives as the first serious attempt by the local authorities to arrest war crimes suspects. “A person known by initials N.L. died in Visegrad hospital of injures received during the operation,” RS police spokesman Radovan Pejic told AFP. Pejic said the operation was aimed at arresting suspects identified only by the initials M.L. and S.L. but believed to be cousins Milan and Sredoje Lukic, indicted by the UN war crimes tribunal for crimes committed in Visegrad during BiH’s 1992-95 war. Police failed to find the suspects, Pejic said. Earlier witnesses told AFP that the police opened fire while trying to search a home in Visegrad. Local media identified killed N.L. as Milan Lukic’s brother Novica. Milan and Sredoje Lukic have been charged by the UN war crimes tribunal of having “committed, planned, instigated, ordered, and otherwise aided and abetted the planning, preparation, and execution of… persecution of Bosnian Muslim civilians on political, racial and religious grounds.” Milan Lukic commanded a paramilitary unit in Visegrad engaged in ethnic cleansing of all non-Serb inhabitants which included random killings, torture and rape. His cousin Sredoje was a member of the unit known as the “White Eagles.” The UN war crimes tribunal sentenced in February to 15 years in prison Mitar Vasiljevic, a co-accused with Milan and Sredoje Lukic. Earlier this month the RS authorities came under harsh international criticism for not doing enough to apprehend war crimes suspects, specifically Radovan Karadzic, despite an operation in March. Srpsko Sarajevo District Court has ordered Police to detain ICTY indictees Milan and his cousin Sredoje Lukic (37). Srpsko Sarajevo Public Security Centre Spokesperson, Radovan Pejic, confirmed that action had finished at 15:45 hrs and that none of indictees were arrested. “One person was wounded due to putting up resistance. That person was transported to Visegrad Hospital where he died soon”, said Pejic. He didn’t want to tell the name of the person. Srpsko Sarajevo District Prosecutor, Dragan Ninkovic, didn’t want to give more details either. Eyewitnesses claim that 100 policemen surrounded a house of Milan’s father, Mile Lukic early in the morning. In the house live Milan Lukic’s parents and brother Novica with a wife and a child. Eyewitnesses don’t know what caused shooting. RS Police Special Unit and some other units were involved in the action. Police stated that they had had “certain information” on movement of PIFWCs in that area. Eyewitnesses claim that policemen were masked and armed with automatic riffles. They blocked Visegrad, setting up VCPs on crossroads and roads that lead to town. EUPM was monitoring. SFOR was not involved. State Border Service and Police in neighbouring country were informed about this action. Milan and Sredoje Lukic are indicted for crimes against humanity and breaking rules of war. Ruzica Lukic, wife of Novica Lukic, who died in Visegrad Hospital, said that he wasn’t armed and he was not putting resistance. According to her, noise in the front of the house woke them up at 07:00 hrs. “Novica, drowsy, in pyjama, went to the door but they broke in before he could open it. Then I heard a shoot”, said Ruzica for SRNA Agency. She added that policemen ordered her to lie down on the floor in the other room. Her husband was transported to the hospital, her too, soon after because she was in shock. In that time Ruzica and Novica’s three-year-old son of was in Srbinje, and Novica’s father and mother in the Rujiste village. Ruzica is a doctor. She works in Srbinje Clincal Centre. Visegrad Mayor, Aleksandar Savic, is appalled. He emphasised that there is more civilised way to detain person. “Who will give explanation to the three year old son, wife and parents”, said Savic. He is even more appalled because it was ‘mali Vaskrs’ (small Easter) yesterday. (OHR: the first solemn action of RS authorities) – OHR Director of Communications, Julian Braithwaite, said yesterday to Nezavisne novine that OHR can not comment RS Police action in Visegrad because all facts are not known yet. He added that this was the first RS authorities’ solemn action against PIFWCs. “Milan and Sredoje Lukic are two dangerous persons wanted by ICTY. If someone was putting resistance police had to use force in self-defence”, said Braithwaite. He called up on all indictees to surrender in order to prevent consequences like this. “If they don’t surrender police will have to continue activities for their detention”, said Braithwaite. |
OHR, EUPM comment on RS police operation in Visegrad | RTRS, BHTV, Dnevni List, ONASA – The operation carried out on Sunday in the area of Visegrad by the Republika Srpska Interior Ministry (MUP) is the first serious operation undertaken by the RS special police forces against dangerous individuals suspected of war crimes, Office of the High Representative spokesman Oleg Milisic said. “Soon we will know whether this operation marks the real turning point in the RS’s relations with the Hague Tribunal,” said Milisic, commenting on the operation conducted by the RS MUP in the area of Visegrad in order to apprehend war crimes suspects. Exchange of small arms fire erupted when the police raided a family house in Visegrad, in which N.L. was injured. Later on he died from wounds he sustained in the conflict with the police. According to unofficial information, the deceased person is Novica Lukic, a brother of indicted war criminal Milan Lukic. Spokesman for the Public Security Center in Srpsko Sarajevo Radovan Pejic said the European Union Police Mission (EUPM) monitored the action, as well as that more details would be released subsequently. EUPM spokesman Jon Oskar Solnes told ONASA, by phone, he could not comment on the action before Monday, because he had not received full reports from his monitors on the spot. According to information provided by the Public Security Center in Srpsko Sarajevo, the operation was concluded at 3:45 p.m. |
SDS to submit financial report to OHR today | BHTV, RTRS, Dnevni Avaz pg. 8 ‘SDS operates through 64 accounts’ – Main Board of SDS will at the request of HR present a report on its financial operations on Monday in order to prove that a part of the financial means are not being sent to war criminals accounts. The Board concluded not to announce its position on the issue as long as OHR does not make its stand on the report. OHR banned SDS financing from the state Budget because of the doubts SDS financially supports war criminals. It is still uncertain what will happen if SDS’ report does not satisfy HR. OHR’s spokesman Oleg Milisic on Sunday did not want to give any comments. At the session on Saturday. The SDS Board accepted the financial report of 64 Party’s Municipality’s Boards. SDS Spokesperson Dusan Stojicic said that this report was established by legal standards, known in whole World. “We expect that this report will be sufficient base for suspension, meaning for abolishing of further application of the OHR decision freezing the financing of SDS from the Budget,” said Stojicic. This report will be presented to both Houses of BiH Parliament, members of Commission for European Integrations, to House of Representatives’ Commission for Foreign Affairs, House of People’s Commission for foreign Trade and to BiH Parliament’s Delegation in Europe Council’s Parliament and Parliament of OSCE. DL on Ashdown’s implementation of PIC recommendations from January | Referring to its article published at the beginning of 2004, which read that the PIC SB harshly criticised the work of the High Representative Paddy Ashdown, Dnevni List (p 11, “OHR intensified cooperation with opposition”, by Zvonimir Jukic) comments that, judging by his recent moves, the HR fully corrected his policy in line with the conclusions of the PIC session held in Brussels at the beginning of 2004. Reminding that the OHR at the time tepidly denied DL allegations, the daily reads that the HR’s practice over the first quarter of 2004 confirms the accuracy of DL original allegations and reveals that the HR took the PIC remarks very seriously: immediately after the PIC session he passed the decision on unification of Mostar; he broke the pact with the SDA opposing the party’s interference in judiciary and police and banned the removal of FBiH Prime Minister Ahmet Hadzipasic; he fined HDZ over obstructing education reform process; SDS was similarly fined over financing and supporting war crime suspects. DL goes on to add that OHR’s cooperation with the opposition has greatly improved and that in making decisions the HR almost regularly consults the highest opposition parties’ representatives who have so far fiercely criticised the HR’s policy. Commenting on the Srebrenica-related moves recently made by the High Representative, Markovic emphasizes that the only option left to the Serbs in BiH is to launch the issue of obtaining independence of RS from BiH, its separation and annexation to Serbia. Crisis within HDZ BiH | With regard to the initiative launched by about 90 members of the HDZ Central Board who demand convening of the 4th emergency session of this body by April 30 because of their dissatisfaction over the way in which the HDZ bodies function and act (see yesterday’s Cropress summary), Dnevni List front page splash and pages 6 and 7 ‘Raguz, Merdzo and Vrankic as scapegoats!’ carries President of the Association of Croat Refugees and Displaced Persons Stefo Masatovic denying the claims that Chairman of the House of Representatives of the BiH Parliament Martin Raguz, Federation of BiH Minister of Finances Dragan Vrankic and Vice President of the House of Representatives of the FBiH Parliament Josip Merdzo signed the aforementioned initiative. Editorial on HDZ factions | Dnevni List page 9 ‘Succession of political generations have started’ by Z. Jukic carries an editorial which says that during the last 10 years a few strong lobbies connected by similar political stands but also by business and friendly relations were created within HDZ BiH. The author says that these lobbies were practically ruling the party and in this way they were ruling the political life of BiH Croats and some people from these lobbies did not lose anything from the influence they had in the economic and political developments even after they left this party. The author carries a chronology of the events within HDZ BiH and the way in which some lobbies were excluded from the political life of the party. According to the author, the only stronger fraction that still has big influence in the political decision-making is the one led by a Croat member of the BiH Presidency Dragan Covic. The author also says that having in mind numerous criminal charges issued against Covic and his poor estimation of the strength of the position that he has within the party many people believe that this is a final countdown of his fraction as well. DL on election of Mayor in Mostar | Dnevni list (front page & p 2, “It is only Mostarians who will not directly elect their local leaders”, by Zvonimir Jukic) carries Majda Behram-Stojanov, a representative of Mostar-based office of Centre of Civic Initiatives (CCI) as confirming that the adopted amendments to the BiH Election Law that foresee direct election of local leaders will not be applied in Mostar. “In our campaign aimed at success of these amendments to the Election Law, one could notice that there were no activities in Mostar since we let the OHR handle this matter“, she says. DL adds it is clear that the future Mayor of Mostar would be elected according to the provisions of the city Statute imposed by the High Representative, i.e. by 2/3 majority of votes of the elected councillors in the new composition of the City Council. The daily notes that, bearing in mind that not even the latest constitutional changes legally affect Mostar, this town has remained to be a special case in the BiH legal and state system. Agreement on payment of salaries in BH Steel reached | Herceg Bosna Radio, BHTV, FTV, Oslobodjenje pg. 3, mentioned on the front page ‘Higher salaries until arrival of new buyer’, Dnevni Avaz pg. 8 ‘There will ber no strike in BH Steel’, ONASA – BiH Federation Prime Minister Ahmet Hadzipasic and President of the Trade Union of BH Steel Islam Imamovic signed on Sunday the agreement on the model of payroll accounts and payment of salaries in this company. The agreement was also accepted by most of delegates of today’s extraordinary session of the Assembly of the Trade Union. In that way, they gave up on the general strike announced for Tuesday, April 20. “The agreement is a compromise and it foresees the payment of salaries at the level that was valid until September last year, and the smallest salary in BH Steel will be at the level of 55 percent of the average salary in the BiH Federation,” Imamovic said. He added that the balance will be retroactively paid after the strategic partner enters the company. According to Imamovic, the agreement also encompasses workers “on hold”, to whom the compensation of 40 KM will be paid, but each compensation will be accounted to the amount of 80 KM. “The Assembly showed that delegates respect the importance of the project of entering of the strategic partner into BH Steel, which is the future of the company,” Hadzipasic said, adding that the agreement must be respected. Hadzipasic announced that the presentation of the two strategic partners “Ispat Group” and “LNM Holding” will take place on Wednesday, April 21. |
