Beta interview with Wolfgang Petritsch: DPA reform necessary
| RTRS, Glas Srpske pg 5 ‘A step – made backwards’ by Beta – Former HR to BiH Wolfgang Petritsch has assessed that a reform of the Dayton Agreement was necessary in order for BiH to become a country that can negotiate with EU. He noted that ten years since the Dayton Agreement was signed, the international community in BiH should make one step backwards and let BiH start deciding on its future alone. He also assessed it is the time to move on, considering the fact a significant progress was made in development of bodies and institutions, as well as in return of property and refugees. He said BiH now needs a rational model of the Constitution in order for it to resemble to European countries. He said BiH needs a government, while its administration should be more of a public service than a bureaucratic system. Asked whether a change of the Dayton Agreement or the Constitution would represent a threat to survival of RS, Petritsch said this was an unpleasant issue but added: ‘RS is made of people who live there and they must get a perspective of EU, new jobs, better education. This, not a piece of paper, will decide on whether RS would survive or not’, Petritsch said. |

| Oslobodjenje pg 9 ‘In a glory of genocide’ by Zija Dizdarevic – Commenting the interview SNSD leader Milorad Dodik gave to RTRS show ‘Oci u oci’ last Friday, the author focuses at the Dodik advocating the constitutional changes in a manner that would define the RS as the Federal unit. Both primary and secondary school pupils (Croats) in Zepce area do not attend classes

Marincic – Croat pupils in all secondary schools in the area of the Zepce Municipality will not be attending classes as of October 18 (today). This decision was passed at the meeting of parents of primary and secondary school pupils held on Monday. SD says that this decision has resulted in complete suspension of classes in the Zepce primary and secondary schools. The reason for such decision is unfulfilling of the demand for giving up the 9-year primary school education according to the Croat curriculum until conditions for it were not met. Dodik, Kondic acquitted of charges
| RTRS by Nada Arlov – Former RS Prime Minister Milorad Dodik and former RS Minister of Finances Novak Knodic were acquitted of charges for abuse of position. Verdict was passed by the Council of Banja Luka Basic Court. Dodik and Kondic stated that they have had full trust into the Court, stressing that they were convinced that justice would prevail. Chairman of Court’s Council Spasen Keleman stated that evidences have shown that all decisions that Dodik and Kondic were incited for were passed by the Government, thus the Council has acquitted them. Defence Attorney Krstan Simic stressed that this case is a proof that pressures on judiciary exist, adding they must end, while Prosecutor Milenko Delic didn’t want to comment this, adding that he assumes that appeal will be submitted to the Court’s verdict. On loans granted by Jelavic that are not being paid back

Tulic Commenting on the warning given by state Prosecutor John McNair that the FBiH Ministry of Defence should file lawsuits against those do not pay back loans approved by former FBiH Defence Minister Ante Jelavic, Deputy FBiH Defence Minister Marko Strbac stated that it is their legal obligation to secure paying back of the loans. He added that they have already launched certain activities in order to achieve this goal and added that the only problem is that among the persons who do not pay back the loans are those who are holders of Homeland War medals, who lost job meanwhile. Strbac believes that they should show some sort of understanding for these peoples Strbac also disagreed with the number of persons that allegedly do not pay back their loans, which was given by Hercegovacka Banka Provisional Administrator Toby Robinson (she said that 30 persons only pay back the loans).
