RSNA discusses new RS Govt

 

 

BH Radio 1 –At the session of the RS National Assembly inBanja Luka, delegates currently discuss the new RS Government. Presenting the work of the Government, PM-designate, Pero Bukejlovic, has said that the priorities of its work will be the economic development and meeting international obligations, meaning creating conditions for more intensive cooperation with the ICTY. Bukejlovic has ensured the majority support for his Cabinet, with total of 46 votes from SDS, PDP, Radicals and Club of Center.

Ilic released from custody

RHB – On Monday, NATO released Vladimir Ilic from custody and handed over to the RS Ministry of Interior in Bijeljina. NATO detained Ilic under suspicion of assisting persons indicted for war crimes at large.

Popovic  – The Chair of the DNS Caucus in the RS National Assembly, Drago Kalabic claims that SDS offered him 100 000 KM in return for a support of the RS Prime Minister designate Pero Bukejlovic’s Government. He refused to disclose the name of a person that allegedly tried to bribe him. Kalabic stated he believes that the SDS was trying to ‘destroy PDP’ which was ‘blackmailing’ the party. Kalabic said he did not accept the money, and also rejected to support and participate in the new Government. SDS did not want to comment on lies.

BHT 1  – “That is true, but I don’t want to talk about it, because it is going on for a couple of years”, said Kalabic.

RTRS – RTRS reports according to the unofficial information, DNS Vice President Jovan Mitrovic promised his support to Bukejlovic.

PDP supports Bukejlovic, but will not participate Govt

 

Glas Srpske pg 5 ‘Majority in sight’ by N.Diklic and S.Savic – In a statement to GS, PM Designate Pero Bukejlovic says he expects the majority RSNA support for the new Govt and a reply from OHR on the list of ministerial candidates.

NTV Hayat, Slobodna Dalmacija pg 14 ‘Bukejlovic without obstacles’, by A. Macanovic– PDP announced on Monday that the party will support the new RS Government, but will not participate in it. PDP representative Vinko Radovanovic said: “Neither personnel nor [working] concept of the Government are worth of being  supported.”  SDS Vice Chair Dusan Stojicic said: “I believe that, despite certain problems, agreement on principles of coordinated political activities is going to be upheld tomorrow.” 

RTRS – SDS member Borislav Bojic stated that all parties that signed the Agreement on coordinated political activities should understand the responsibility that RS faces now. It appears that the Minister of Interior Darko Matijasevic, Trade and Tourism Boris Gaspar and Minister for Refugees and DP’s Jasmin Samardzic will keep their positions. Future Minister of Labour according to RTRS will be Miodrag Deretic and Dr. Ivo Komljenovic will be the new Minister of Health. It is also known that Djordje Lajsic will take over the Ministry of Traffic and Communications whilst the new Finance Minister will be Svetlana Cenic.

Glas Srpske pg 5 ‘False politics’ by N.D. – SNSD issued a press statement on Monday criticizing PDP of its decision to support Bukejlovic, adding that PDP “has confirmed false and hypocritical policy of this party.”

Oslobodjenje: ‘Bukejlovic searches for Bosniaks and Croats close to SDS and radicals’

 

Oslobodjenje pg 7 ‘Bukejlovic is searching for Bosniaks and Croats close to SDS and radicals’ by A. Omeragic Adil Osmanovic, RS Vice President on Monday said in a statement to Oslobodjenje that “ultra-nationalistic party would be established in this entity, whose task would be to obstruct the reforms, especially in the fields of police and defence”. Pero Bukejlovic is expected to appoint five Bosniaks and three Croats at positions at the new RS government. These officials will most likely be Bosniaks and Croats close to the SDS and radicals. According to inset ‘RS Government must compose representatives of all peoples’, Donald Hays, PDHR, commented on the issue, saying he has not seen the list with potential candidates. He noted that: “The constitutional provisions do not stipulate to which parties ministers must belong.”

NN op-ed on gains of SDS and PDP through election of new RS Government

Nezavisne Novine op-ed pg 7 ‘Ivanic’s flight’ by Dragan Risojevic – The author carries an overview of events with regard to election of new RS Government and at the end concludes that, on one hand, SDS has got a government in which it can do whatever it wants to do and they will have an opportunity to privatize several large firms (Telekom, Elektroprivreda) but, on the other hand, it will have to face the challenge of cooperation with the Hague Tribunal. The author comments by saying this might turn to be too big “piece of cake” for SDS. According to Risojevic, Ivanic would lose certain positions at the RS Government, but this would be a short-term loss because the rating of the party, as of a protector of Serb national interests, has benn rising through these events, which would be quite important at the forthcoming general elections next year.

SDS and PDP cannot overthrow state Government

Nezavisne Novine pg 2 ‘SDS and PDP cannot overthrow BiH CoM’ by M. Cubro – Upon some announcements on vote of confidence in state Government, member of the Presidency of Party for BiH and delegate at BiH Parliament Beriz Belkic says SDS and PDP cannot overthrow BiH CoM. Deputy President of SDA Mirsad Kebo said CoM had the support of SDA and refused to comment statements of SDS and PDP with regard to this issue since these referred to him as well since he is the Minister for Human Rights and Refugees. HDZ and CoM Chairman Adnan Terzic also refused to comment statements of SDS and PDP on overthrowing CoM and state Government.

Sisic, Glas Srpske pg 3 ‘The Federation without a president’ by Srna – Vice President of FBiH, Sahbaz Dzihanovic, on Monday sent the FBiH Government and Parliament an initiative with proposals on constitutional changes that should result in reduction of public administration and public costs. His initiative includes the abolishment of institutions of President and Vice Presidents of FBiH, reduction of number of FBiH ministries from 16 to 10 and downsizing of administration to one third of the current administration. “It is estimated that in the FBiH, including the cantons and municipalities, more than 85.000 people are employed in bodies of legislative, executive and judicial authorities and services. It means that some 70 of GDP goes to financing of state institutions”, says Dzihanovic. His proposal also includes the transfer of several competencies from the FBiH onto the BiH State , foremost in areas of defence and armed forces, interior affairs and intelligence-security, as well as displaced persons, agriculture, forestry, waterworks and veterinary. Dzihanovic assesses that the FBiH budget would save some 400 million KM if the comprehensive reforms are carried out.

PINK – Dzihanovic concludes on his suggestions: “The aim of the solutions is to reduce the state administrative apparatus, to reduce public costs, to make the organization of state authority more efficient, rational and cheaper.” 

Terzic: Reform of public administration or state bankruptcy’

 

Dnevni Avaz pg 2 ‘Terzic: Reform of public administration or state bankruptcy’ by F. Cardzic – Following the weekend warning of Donald Hays, PDHR, regarding a possibility of seeing BiH go bankrupt, Adnan Terzic, BiH CoM Chair, agrees with the claims, adding that it should actually represent “a warning to politicians in BiH to head more strongly into public administration reform”. According to Jusuf Kumalic, BiH Deputy Finance Minister, the statement PDHR Hays gave was well-intended, adding: “He wants to bring politicians to their senses and make them realise they must implement reforms in an accelerated manner and start establishing rational, economic and functional state.”

Ivanic on political situation in RS/costs of public administration

 

Vecernje Novosti pg 2 ‘Bosnian needs satisfied Serbs’ by Dusan Stojakovic – In an interview to VN, the leader of the PDP, BiH foreign minister Mladen Ivanic, comments on the December sanctions presented by Paddy Ashdown, saying that since the world’s description of RS has become milder. Ivanic reiterated that for stability in BiH, the most important thing is for RS citizens to be content with their position and that this has nothing to do with Kosovo. “As long as we are content, BiH will have no problems with stability,” concluded Ivanic. He stressed that the RS Government apparatus is half as expensive as the FBiH government’s. “In the last four years, RS has been developing faster than the FBiH. The average monthly wage in 2000 was KM 480 in the FBiH and KM 300 in RS. In December of last year it was KM 535 in the FBiH and KM 455 in RS. The difference is only 18%,” explained Ivanic. He explained that the RS budget is more effective in collecting revenue and that pensions, once far apart, are much closer now – KM 210 in the FBiH and KM 180 in RS. “Had foreigners invested the same in RS as in the FBiH, we would be far ahead of the other Entity,” said Ivanic.

Round table on prevention of conflict of interests notes differences in entities practices

 

RHB, PINK, Oslobodjenje pg 6 ‘Officials must go through vetting at the state level’ by A. Terzic, Nezavisne Novine pg 9 ‘737 officials tendered resignations’ by N. Krsman – BIH Election Commission organised a round table on prevention of the conflict of interests in BiH institutions. Member of the Commission Lidija Korac stated that so far 737 officials resigned due to conflict of interest in the past 2 years. Korac also stated that 235 municipal officials didn’t take over their duty since the last elections.

NTV Hayat – The Law on conflict of interests exists at the state level, however the entities and District Brcko still have not endorsed their laws. They are only in the form of drafts and some of proposed solutions they stipulate still cause problems. While FBiH and District Brcko propose the BiH Election Commission in charge of implementation of the law, RS law foresees different option. Adviser in the RS Ministry of local governance and self-governance, Ostoja Kremenovic, said: “We have proposed a solution… for the RS Election Commission to be in charge of issues regarding conflict of interests at the level of local self-government units.”  Member of the state election commission Lidija Korac said: “The commission believes that this solution is not going to provide the unified implementation of the law, which means that the aim will not be accomplished…. We do not want to deny the right to the RS National Assembly to find the best solutions, but our intention is for the law to be implemented in a same form in the whole BiH territory.”

SDS, HDZ comment on Tihic’s statement regarding alleged secret deal btw them

 

BHT 1 – The member of the BiH Presidency, Sulejman Tihic, says he thinks that there might be confidential deal between SDS and HDZ on BiH’s lawsuit against Serbia-Montenegro for aggression and genocide. While SDS officials deny these accusations, HDZ admits that they discussed this matter, but say that these were not secret talks. “I’m disappointed, because I thought that HDZ is finally making some progress in terms of supporting BiH as a state”, said Tihic. Desanka Radjevic, member of SDS’s Main Board, said that she doesn’t know anything about secret negotiations between SDS and HDZ. Nevertheless, she supports any kind of out-of-court settlement, because she thinks that BiH lawsuit against Serbia-Montenegro has no legal ground.

Dnevni Avaz pg 5 ‘Nobody from HDZ had secret negotiations with SDS’, mentioned on cover ‘No secret arrangements with SDS’ by F. Vele Dragan Covic, member of BiH Presidency, regards fears of Sulejman Tihic  (that SDS and HDZ secretly agreed to dispute BiH lawsuit against SiCG) as senseless. He firmly denies any sort of arrangement between SDS and HDZ, adding that he questioned BiH lawsuit against SiCG in order to react on some occurrences related to this problem. On this he notes: “I am concerned over the fact that somebody is regarding BiH lawsuit against SiCG as a lawsuit of its people or its group of people.”

Oslobodjenje op-ed comments Tihic’s statement: End of SDA policy

 

Oslobodjenje op-ed pg 9 ‘The end of SDA policy’ by Zija Dizdarevic – The author speculates into potential reasons of seeing HDZ of BiH deny support to BiH lawsuit against SiCG, claiming that it is possible there is a sort of an arrangement between Zagreb and Belgrade. The author also notes, referring to Monday’s interview to Dnevni Avaz Sulejman Tihic gave, that the alliance SDS-SDA-HDZ is facing a new crisis, since Tihic fears of secret arrangements between his partners at the damage of BiH, without questioning the responsibility of his own party. The author concludes the policy of hypocrisy, SDA has been running for a long time, may turn back in its head, adding that from the standpoint of BiH interests, SDA policy has already faced disaster.

Oslobodjenje: Parties in BiH agree DPA has been outdone

 

Oslobodjenje cover pg splash and pgs 4-5 ‘Dayton Agreement has been outdone, BiH needs a new organization’ by S. Sehercehajic-V.Zivak – Article reads that the majority of collocutors, such as Sulejman Tihic and Josip Merdzo, are of the view that Dayton Peace Agreement and this organization of the country have been outdone. Moreover, the representatives of the opposition parties share the view that the current authority, with the national political parties leading it, cannot face with the responsibility for constitutional changes (Miro Lazovic, Karlo Filipovic, Kresimir Zubak). Commenting on Tihic statement that entities are artificial categories resulting from aggression against BiH, Momcilo Novakovic, the SDS delegate at the BiH Parliament, finds “any mention of entity abolishment unacceptable”, and adds: “We will not take part in any process until the level of changes is defined. We have not so far seen a single proposal of constitutional changes which would guarantee an intense development to BiH.” Tihomir Gligoric, SPRS delegate at the BiH Parliament, is of the view that it is necessary to launch a dialogue regarding constitutional changes in BiH.

Covic meets Jurisic: Talks on constitutional changes to commence on February 23?

 

Dnevni List pg 8, mentioned on front ‘HDZ wants to take over proposal on new organization of BiH from HSP’, by Nermin Bise – Reports that the Croat member of BiH Presidency and Vice President of HDZ, Dragan Covic, received on Monday the President of HSP BiH Djapic-Jurisic, Dr. Zvonko Jurisic. According to Jurisic, it was Covic who insisted on having the meeting. DL notes that the HSP Djapic-Jurisic recently came up with a proposal of new constitutional organization of BiH, according to which the entities and cantons would be abolished and BiH would become a state with 8 provinces. DL also notes that the HDZ announced the other day that it would come up with its proposal regarding the future organization of BiH, and DL speculates that HDZ wants to take over the HSP’s proposal. On the other hand, Jurisic says that the HSP is nobody’s pawn, arguing that it is obvious that the HDZ does not have either a vision on platform on the future organization of BiH. Finally, Jurisic says that Covic is announcing a meeting of all parliamentary parties from all three constituent peoples the aim of which is to start talks on future solution to re-organization of BiH. The meeting is apparently scheduled for February 23 at Neum.

Vecernji List, pg 3, mentioned on front ‘On constitutional changes on February 22 at Neum’, by Zoran Kresic – VL learns that the meeting on constitutional changes will take place at Neum on February 22 and 23 and that the participants will include presidents of HDZ, SDA, SDS, PDP and SBiH. Member of BiH Presidency, Dragan Covic, comments: “I believe we will need a series of talks to achieve success. In the beginning, we will not discuss constitutional changes, we will talk about problems the state is facing. BiH is simply economically not viable a state”.

GS: Sarajevo imam lobbies against consummation of US, Serbian goods

 

Glas Srpske cover splash story ‘Jihad will be needed’ by E. G. S., Vecernje Novosti pg 16 ‘There will be time for jihad’ not signed – GS reports that Imam Sulejman Bugari from Sarajevo visited a mosque in Novi Pazar (SiCG) where he had addressed believers and talked against consuming of US and Serbian goods, as well as some meat products from BiH (Lijanovici) and Slovenia. Imam Bugari also said: ‘Do we really need experts from abroad to tell us what to do when we have our experts? Both American and Jewish people – whatever they do for Sandzak and BiH, they are not doing it for the benefit of Sandzak and BiH. Tomorrow they will send a high representative to you in Sandzak and put things straight in your state, just like they have sent one to Bosnia. We in Bosnia already have tied hands and cannot do anything without our dear and pretty Paddy Ashdown.

RS NA Speaker with Head of OSCE Regional Office

 

Nezavisne Novine pg 3 ‘There is no vital national interest’, Glas Srpske pg 2 ‘Abuse of Constitution’ by N. D. – RS NA Speaker Dusan Stojicic’s cabinet issued a press statement with regard to remarks brought by RS Council of Peoples. The press statement reads the resignation of RS Government and its adoption before the Parliament cannot be considered to be the issue of vital national interest. Stojicic met with the Head of Banja Luka OSCE Office, Giorgio Blais, and said the election of the new Government can be disputed only from the point of view of the constitutional principles defining the national composition of RS Government. NN quotes Stojicic as saying: ‘All other statements and requests are in domain of political abuse of RS Council of Peoples, made with an aim to create an institutional blockade with great consequences for RS citizens and system in its entirety’.

Durmo – On Monday, a MP in the House of Peoples of the BiH Parliamentary Assembly, Hasan Cengic, pleaded not guilty before the BiH Court to the charges of office abuse allegedly committed during 1996 and 1997. Cengic’s lawyer, Vahidin Kadic, filed a complaint in which he contested the jurisdiction of the BiH Court , as well as formal shortcomings in the indictment. The BiH Court will reconsider this complaint and decide on it next week. An inset to DL under headline ‘Cengic against media!?’ carries that Cengic also complained over the fact that the BiH media learnt before him that the indictment against him had been upheld.

Vlaho – The main hearing in the Mostar mortar rounds case scheduled for Monday has been postponed for Wednesday because one of the suspects (Jusuf Piralic) and his lawyer did not show up at the hearing due to bad weather conditions.

Dnevni List, pg 6, mentioned on front ‘Manager of Sokovit Branko Kolobaric does not remember a single detail’, by Erna Mackic, Nezavisne Novine pg 9 ‘Sokovit” gave 1 million KM for shares of Hercegovacka Banka’ by A. Durmo – Reports on continuation of trials to Ante Jelavic in the ‘Hercegovacka bank’ case Monday. Former manager of ‘Sokovit’ Company (company is believed to be closely tied with HDZ), Branko Kolobaric, took the witness stand on Monday, however, according to DL, Kolobaric could not answer to almost every question that Prosecutor John McNair posed to him, since Kolobaric claimed that he did not remember details. Kolobaric did remember that ‘Sokovit’ was formed in order to produce and sell explosives and that a contract worth 6,9 million KM was signed with the FBiH MoD and that an advance payment of 1 million KM was paid out to ‘Sokovit’. Kolobaric noted that the plan was to invest the money into the organization of production, however the money was used to buy stocks in the ‘Hercegovacka bank’.

Indictment on “Pogorelica” case to be upheld or rejected before F BiH Supreme Court

 

Nezavisne Novine pg 4 ‘Indictment for “Pogorelica” case was sent for confirmation’ by A. Sisic – The Office of the Chief Federation of BiH Prosecutor Monday sent to Federation of BiH Supreme Court an indictment against Bakir Alispahic, Enver Mujezinovic, Irfan Ljevakovic, Ejub Ikic and Edhem Veladzic for a confirmation. The above mentioned were charged of establishing “Pogorelica” terrorist camp near Fojnica. The indictment should be either confirmed or rejected in the following eight days.

US Ambassador visits SIPA

 

 

 

 

 

 

 

PINK – U.S. Ambassador to BiH, Douglas McElhaney, said on Monday during his visit to the SIPA headquarters in Sarajevo that US supports the establishment of a single state-level police structure in BiH, adding SIPA will play the key role in the new structure, especially in the domains of combating terrorism and organized crime. The US Ambassador presented the SIPA officials with US Government’s donation of 120 computers of US $ 145.000 worth.  SIPA Director Sredoje Novic said: “I am pleased with the fact that the SIPA has already been engaged in over 60 different cases concerning organized crime, fight against terrorism, witness protection, as well as gathering intelligence on war crimes indictees.”

BHT 1, Hayat – McElhaney said that the US will continue to support SIPA.

Ivanic on police reform

 

Vecernje Novosti pg 2 ‘Bosnian needs satisfied Serbs’ by Dusan Stojakovic – In an interview to VN, the leader of the PDP, BiH foreign minister Mladen Ivanic, said that the minimum his party will accept within police reform is the continued existence of RS police within the RS police ministry. He added that PDP has nothing against a police director at the BiH level but that RS must also have a police director. He feels that the police re-organization as proposed by the OHR could lead to a different territorial and constitutional organization in BiH, adding this is a reason why the PDP can not support it.

NATO releases Vladimir Ilic

 

PINK, BHT1, RTRS, Dnevni Avaz pg 2 ‘NATO has handed Vladimir Ilic to RS police’, Nezavisne Novine pg 4 ‘NATO handed over Ilic to the police’ by SrnaOn Monday, NATO released Vladimir Ilic from custody and handed over to the RS Ministry of Interior in Bijeljina. The Public Information Office of the NATO Headquarters in Sarajevo has announced that Ilic is being incarcerated in a RS detention facility to serve a sentence for the murder of a policeman in Bratunac.  NATO detained Ilic under suspicion of assisting persons indicted for war crimes at large.

NN claims disciplinary proceedings were run against Dragomir Andan

 

Nezavisne Novine pg 5 ‘Andan cannot be RS Police Director’ by S. Karic – According to NN, Dragomir Andan, the current Head of East Sarajevo PSC and one of candidates for the position of RS Police Director, cannot be appointed to this position because two disciplinary proceedings have been brought against him in past. The first proceeding was brought on September 11, 1992, while he was the Chief of Bijeljina PSC, for a violation of duty, as a result of which he was temporarily suspended. The second proceeding was launched in 2003 due to a severe violation of duty while he was the Head of CID in Prijedor. NN also claims Andan does not have 8 years of experience at leading posts, as requested in the vacancy for the position of RS Police Director, but only three years.

Dragan Mektic on adoption of Laws concerning Police forces

Arms found near Mostar

 

Vecernji List, front pg splash and pg 2 ‘Rocket system found in pigsty’, not signed – The Herzegovina-Neretva Canton Ministry of Interior informed the public on Monday that a vast quantity of various weapons and ammunition was found at the village of Kuti Bijelo Polje near Mostar on Friday. Among other items, three sets of ‘Maljutka’ (anti-tank) rocket systems, as well as 5 surface-to-air ‘Osa’ rockets, were found in an abandoned pigsty.
