Veselinovic; Glas Srpske pg 5 ‘The Hague is directing – drama’ by G. Dakic, ONASA – Republika Srpska President Dragan Cavic called on all the persons indicted for war crimes, who are citizens of the RS, to surrender themselves to the RS authorities. Cavic assessed that the issue of cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague had entered its most dramatic phase so far. “As much as we needed courage to create the RS, we need it now to preserve our entity,” stressed Cavic. He denied at a press conference that he had forwarded to the Serbian authorities a list with Serbian addresses of nine persons from the RS indicted by the ICTY. The RS president said it was not his duty to compile and deliver lists, adding that, in talks with Serbian President Boris Tadic and Prime Minister Vojislav Kostunica, he called on them to cooperate on the issue of apprehension of the indicted war criminals. “It is clear that there is a certain number of those persons, citizens of the RS, who are in Serbia at the moment. I do not deny that some of them may be in the RS as well,” said Cavic. He concluded that the RS government, Interior Ministry and Intelligence-Security Agency (OSA), as well as the BiH State Information and Protection Agency (SIPA), ought to assume the bulk of responsibility in that job. Commenting allegations by High Representative Paddy Ashdown that the RS was breaching the Dayton Peace Accord, Cavic said those were very serious allegations and that the framework for various actions against the RS was stemming from them. The RS president stressed the RS had done a lot in terms of cooperation with the ICTY and that there was a political consensus on the cooperation in the entity. However, Cavic said he still expected certain actions by the High Representative and the international community towards the RS. “Framework for various actions towards the RS stems from allegations that the RS violated the Dayton Accord,” said Cavic.

Serbian President Tadic: Survival of RS is in jeopardy

 

Herceg Bosna radio, Nezavisne Novine cover and pg 4 ‘The survival of RS is in jeopardy’ by Agencies; Glas Srpske pg 5 ‘Survival in jeopardy’ – Boris Tadic, the Serbian President, on Friday stated that owing to the Serbian failure to fully cooperate with the ICTY, the survival of RS might be in great jeopardy, adding: “If our law enforcement agencies fail to arrest war crime suspects from the RS, it would jeopardise the survival of the RS. And this is an absolute truth.”

He said he would resume talks with Dragan Cavic, RS President, and Mladen Ivanic, BiH Foreign Minister, on this subject.  He told the press in Serbia he has seen there is an absolute consensus of the so-called patriotic and non-patriotic parties in the RS regarding the arrests of war crime suspects, while such consensus in Serbia does not exist.

NN op-ed on Kostunica’s approach to ICTY

 

Nezavisne Novine op-ed pg 7 ‘Kostunica’s reservation for Hague fugitives’ by Dragan Jerinic – The author is writing about Vojislav Kostunica, Serbian Premier, saying that he has always been the protector of the deeds and image of Slobodan Milsoevic, and Milosevic’s true follower in the full term. The author stresses that Kostunica has taken over the reservation Milosevic established for ICTY war crime suspects, including those from RS. He concludes it is evident that Kostunica is in possession of the key for BiH admission into PfP and EU, as well as the key for survival of RS.

RS official warning: deadline expiring

 

Glas Srpske pg 2 ‘Deadlines expiring’ by G.K. Janko Velimirovic, Director of the RS Secretariat for cooperation with the ICTY, told GS that deadlines given to RS to fulfil duties towards ICTY are expiring, noting some concrete results are now expected.

Cubro; Glas Srpske pg 3 ‘Bags without a sign’ by S.S., FENA – SFOR members on Friday searched buildings within the FAMOS engine factory complex in Pale, taking a computer and some documents, the East Sarajevo Public Security Centre spokesman, Radovan Pejic, said. During and directly after the 1992-1995 war, the office of the then RS President and Hague indictee, Radovan Karadzic, was situated in the Famos premises. “According to information I have at my disposal, the whole factory complex was searched, with the administration building being singled out for a thorough search,” Pejic said.

Kusmuk; Glas Srpske cover page story ‘Books on mines’ by S.R.T.; EuroBlic cover pg and RSpg 1 ‘Ljubisa Lazic, deputy commander of “Panthers” arrested’ by Ljubo Ljubojevic, FENA – Bijeljina police on Friday confirmed that the members of SFOR on November 1 had discovered arms and explosive devices in the premises of Sindjelic football club in the Bijeljina suburb of Golo Brdo, and informed the Bijeljina PSC about their findings.  Members of the PSC carried out an investigation and discovered one mortar of 82 mm, three rocket launchers, three cases of mines for M-84, five cases of mines for M-72, 16 grenades M-60, two cases of ammunition 7.62 mm, eight pieces of rockets for the M-57 launcher, one M-53 launcher, one case with lighters for ES, 30 hand grenades, one rifle M-70, one infantry mine, and four cases of ammunition. On the suspicion that he was illegally keeping the arms in the said premises, Ljubisa Lazic (1964) from Golo Brdo, Bijeljina, has been detained and turned over to the Prosecutor’s Office for further investigation, it was announced by the Bijeljina police. Ljubisa Lazic used to be the deputy commander of the Panteri RS Special Police Unit, and currently holds the office of the President of the RS Veterans’ Association. During the search of Lazic’s house, the police have discovered several hand grenades, two cases of ammunition, 14 rifles, one machinegun and other arms. At a proposal of the prosecutor, the Bijeljina Basic Court has decided to put Lazic in a thirty-day custody. SFOR will destroy the discovered arms.

They were taken by helicopter to unknown destination. Tomislav Popovic is brother of Vujadin Popovic, former RS Army officer accused of war crimes in Srebrenica.

SDA on war crimes

 

Dnevni List, pg 2 ‘SDA proposes establishment of special commission that would investigate all crimes’, not signed, Nezavisne Novine pg 4 ‘Apology is ten years late’ by SRNA – The SDA maintains that the apology of the Republika Srpska Government to the victims of the Srebrenica tragedy would be sincere only if the RS authorities do their utmost in order that all missing and killed Bosniaks are found, those responsible removed from their positions and brought before justice, if the families of the victims are offered assistance in order to return and remain in their pre-war homes. SDA also proposes establishment of a special commission that would investigate into all crimes related to mass graves, concentration camps and destroyed religious facilities of all religions.

DL doubts BiH will join PfP in December

 

Dnevni List, pg 2 ‘How to get to Europe?’, by Jurislav Petrovic – Noting that the next BiH’s chance to become a member of Partnership for Peace programme is scheduled for December 9 and 10, when NATO is to meet again, the author reminds that the basic pre-requisite for that is arresting of war crimes suspects, foremost Radovan Karadzic and Ratko Mladic. The author reckons it is unlikely that BiH will become a PfP member, because BiH and the RS have not made a sincere effort to even get close to war crimes suspects. Petrovic concludes: “BiH must snap out of it and start drastically working on its foreign-policy image, which is, one must admit, very low right now”.

Update to PBES case

Nezavisne Novine cover and pg 3 ‘Mandic gave money to Hague fugitives’ by A. Sisic NN learnt from its source close to PB SS that Momcilo Mandic, the owner of PBES was allocating loans without covers to persons charged with war crimes. The list of persons whom PB SS allocated loans is as follows: Mirko Krajisnik (brother of Momcilo), Ranko Cicovic (former member of security of Radovan Karadzic), Ljubomir Borovcanin (ICTY indictee), Spasoje Tusevljak, Gojko Klickovic, SDS.

BHT, RTRS, Nezavisne Novine pg 3 ‘Indictees pleaded not guilty’ by A. Durmo Aleksandar Mandic, Drazenko Mandic and Dragoslav Popovic, at the Friday hearing before BiH Court, pleaded not guilty for irregularities and abuses of office related to the PB ES operations.

Update to arrest of organised crime group in Trebinje

 

 

Nezavisne Novine pg 5 ‘The suspect Pedja Dostic is hiding in Germany’ by A. Sisic – A group of five persons, members of organised crime group arrested on Thursday at Trebinje, Zeljko Tasovac, Vaso Glibo, Dragomir Bodiroga, Zoran Vukanovic, Nenad Darmanovic and Zoran Vukanovic (all from Trebinje) on Friday appeared before the Prosecutor of the BiH Prosecutor’s Office Special Department for Organised Crime, Jonathan Rattel. The Prosecutor demanded one month detention for all six of them, adding that the 6th suspect of this group, Pedja Dostic, is hiding in Germany .

FBiH Deputy PM Vrankic on crisis in FBiH Govt

 

 

 

Dnevni List, pg 5, mentioned on front, ‘Croats always get hurt in quarrels between SDA and SBiH’, by Jurislav Petrovic – The FBiH Deputy Prime Minister and Finance Minister, Dragan Vrankic (HDZ), commenting on the current crisis in the FBiH Government that has escalated in SBiH ministers’ decision not to attend decisions of the FBiH Government, says it is odd that ‘Aluminij’ Company of Mostar, as the most successful company in the area, is the target of many attacks. Questioned whether he knew if the SBiH ministers would return to the Government, Vrankic says he does not know, arguing it is about a well planned campaign staged by the SBiH. He goes on to say that one gets an impression it is about conflicts between the SBiH, SDA and certain lobbies, however Vrankic says the history has shown that Croats always get worse off, which is the case even now.

SDA’s Palavric on SDA-SBiH relations

 

Herceg Bosna Radio, Dnevni List, pg 2 ‘Next week is crucial for parliamentary majority’, by Danka Polovina-Mandic – The SDA and SBiH are set to hold a meeting next week, in a bid to once and for all sort out all problems in relations between the two parties. “We will hold definitive talks with the SBiH. There have been some attempts to hold talks so far, some talks have taken place. However, we are still unable to grasp what the SBiH wants exactly”, SDA Vice-President, Seada Palavric, told reporters in Sarajevo on Friday. According to Palavric, the next week is key to formation of parliamentary majority both at the BiH Federation and State levels. “This uncertainty must not last any longer, and we cannot bear situation in which we have a government at one level in which ministers from the SBiH are participating and making decisions, and their deputies in parliament fail to endorse those decision, while on the other level the ministers from the SBiH do not even attend the government sessions,” said Palavric. Identifying issues on which the SDA and SBiH disagree, Palavric cited, among other things, problems in the BiH diplomatic and consular network. “We have a situation that the SBiH has kept it representatives in diplomatic and consular missions which were established when the party was a part of the Alliance for Changes, and now it also wants posts which have been lost by, for instance, the Social Democratic Party (SDP),” said Palavric.

British MP Gareth on BiH’s priorities

 

Dnevni List, pg 26 ‘OHR must give more responsibilities to domestic institutions’, by Danka Polovina-Mandic – Carries an interview with Thomas Gareth, a member of the British Parliament and Parliamentary undersecretary, Department for International Development, who has been visiting BiH for past few days when he met with the Chairman of BiH Council of Ministers, Adnan Terzic, the entity Prime Ministers and the High Representative for BiH, Paddy Ashdown. Gareth says he has come to BiH to see how BiH authorities can be helped in order to bring BiH closer to the European Union. Questioned about the focus during the talks, Gareth says that two issues were in the focus. First, the law on registration of companies, for which BiH authorities were advised to make a law that would make possible the registration of companies easier and which should be adopted by March next year, and second specific issue was the reform to the public broadcasting. “We have spent around three million pounds in last three years on the consultant that helped the reform of the RTV service. The idea is to create a public RTV system in BiH that can function together with the two entity RTV services, and they should be observing both the languages and cultures of peoples that live here”, says Gareth. He also notes it is clear that more authorities ought to be transferred onto the local authorities, which is being discussed by some circles. However, Gareth warns that more authorities also mean more responsibilities.

Nezavisne Novine pgs 4,5 & 6 in NN weekend supplement Revija ‘I will not withdraw even if they press charges’ by Dragan Jerinic – In a lengthy interview to NN , Dragan Covic, Croat member to BiH Presidency, says that he has never in his life withdrawn from any position or work, adding: “I presented candidature for the position at BiH Presidency knowing of all those denunciations. Everything I said at the time I offered the programme applies now as well – there is no single legal provision I have violated or breached consciously or non-consciously…I trust the legal system of this state.”

Croat families from central Bosnia seeking asylum in Scandinavia

 

 

Vecernji List, front pg splash ‘Herzegovinains seeking asylum in Sweden’ and pg 5 ‘Refugees in Sweden marry even invalids in order to get asylum’, by Frano Matic – The article notes that many Croat families, originally from central Bosnia and which settled during and after the war in Herzegovina, are now trying to emmigrate to Scandianavian countries and they are using every possible trick to get the asylum. Apparently, some hundred families have emmigrated to Scandinavia in last two months and most of them are attracted to pretty good welfare programmes in the said countries.

Neum unhappy with distribution of residence tax

 

Slobodna Dalmacija, front pg splash and pg 19 ‘New law on residence tax destroys tourism: Neum loses 500.000 marks’, by E. Karamatic – The author notes that all guests that come to spend holidays in Neum, apart from children, must pay residence tax set at 2 KMs per day, and apparently of the sum that gets amassed, Neum was to get around 500.000 KMs. However, on June 26, 2003, the law on residence tax was imposed, which stipulated that the money was to be distributed according to the principle that the Canton 7 receives 80% of the sum and the FBiH the remaining 20%. Deputy Head of Finance Department with Municipality of Neum, Vicko Jogunica, argues that Neum desperately needs the money in order to prepare itself for the new season.

DNZ’s Dolic accuses SDA of plundering ‘Agrokomerc’

 

Vecernji List, pg 2, mentioned on front, ‘SDA plundered 100 million KMs from Agrokomerc’, by Zoran Kresic – Senior official of the DNZ, Rifet Dolic, has requested an investigation on plunders in the Velika Kladusa-based ‘Agrokomerc’ Company, for which he is blaming several officials of the local SDA in Velika Kladusa. Dolic says they made at least 50 detrimental contracts, which resulted in plundering of ‘Agrokomerc’s’ property worth millions of KMs. On top of this, Dolic notes that the FBiH Prime Minister, Ahmet Hadzipasic, and FBiH Minister for Industry and Energy, Izet Zigic, are hushing up the case.

Terzic, Humphreys and Hays on agriculture

 

Vecernji List, pg 5 ‘Foreigners for state ministry’, by Dejan Jazvic – VL reports that the Chairman of BiH Council of Ministers, Adnan Terzic, Head of EC delegation to BiH, Michael Humphreys, and Principal Deputy High Representative, Donald Hays, held talks about issues pertaining to the area of agriculture, namely how to eliminate shortcomings that prevent farmers to expand production and create new jobs. “It is clear that the creation of the Ministry for Agriculture at the State level could make easier many of those difficulties. Agriculture is the area that could give many benefits to the citizens, if legislative and administrative reforms were to be introduced without delays”, says a statement of the OHR and EC.
