Cavic confident compromise on police can be found

RHB – Talks on police reform continue in Banja Luka today. RS President Dragan Cavic is confident that a compromise solution on this issue can be found. Cavic added that in case that an adequate solution was not found, the RS authorities might be faced with many political consequences.

EU will not give up on three principles regarding police reform

 

BH Radio 1 – Spokesperson for the EC delegation in BiH, Frane Maroevic, stated that if BiH wants to start the negotiations on the Stabilization and Association Agreement with EU by the end of year, than if has to reach an agreement on police reform by the end of this month. Maroevic explained that the EC needs some time to prepare the negotiations, and underlined that EU will not give up on the three main principles of the police reform.

PINK by Ljubisa Davidovic – Negotiations on police reform will continue in Banja Luka on Monday afternoon, and will be participated by the negotiation teams of the BiH Council of Ministers, and Governments of FBiH, RS and Brcko District, as well as the representatives of the Zenica-Doboj and Hercegovina-Neretva Cantons. This will probably be the last round of negotiations, since the final deadline for accepting all of the requirements for the start of negotiations on Stabilisation and Association Agreement is Thursday, September 15, comments the reporter adding all negotiations on police reform so far have failed to bring results. Stances of the RS negotiation team are still the same, basically not accepting the transfer of police authorities to the state level. They also refuse to accept the territorial organisation of police regions which would cross the entity border lines. Chair of BiH Council of Ministers Adnan Terzic deems that police reform is only acceptable if all police authorities are transferred to the state level, and if police crosses the inter-entity border line. FBIH Prime Minister Ahmet Hadzipasic stated that the requirements set by the European Commission must be accepted fully, without alternatives. However, Hadzipasic is optimistic regarding the Monday’s negotiations. “I think that the common sense must win”, stated Hadzipasic. Reporter commented that the negotiations on Monday must be successful, otherwise BiH can’t hope for the start of negotiations on SAA soon.

RTRS by Bojan Kecman, Sanja Stankovic – RTRS reporter speculates that the fifth round of negotiations is unlikely to produce some “spectacular” changes in the positions of the negotiating teams. While HR Paddy Ashdown and other IC representatives in BiH insist on obeying the three basic European Union principles, RS Prime Minister Pero Bukejlovic said that, at this point, it is not possible to reach a consensus on the final solution. On the other hand, French Ambassador to BiH Anri Zipper de Fabbiani said that the solutions RS has presented so far are not satisfactory. Therefore, according to Fabbiani, “it is high time to change this, on September 12th. Time is passing by, so don’t miss this opportunity”. The Headquarters for the Protection of the RS Constitutional Position believes that RS would disappear if the police reform process is completed; they announced protests for the September 23rd, when the new RS National Assembly session is scheduled. But those protests could start even sooner, if RS representatives accept police reform on Monday. “If RS negotiating team accept any principle that is not in line with preserving with the RS and BiH Constitution, then we will overthrow such government by democratic means. We don’t need such government, who would betray all the principles of people who gave their lives for the RS”, said Slavko Jovicic, RS Association of Inmates Vice-President.

Hadzipasic says three EC principles must be respected, Covic comments police reform agreement would be compromise

 

FTV – FTV carries the statements of the FBiH Prime Minister Ahmet Hadzipasic and HDZ President Dragan Covic on the police reform. “FBiH Government’s stance is that BiH should and can enter Euro-Atlantic integrations and the only way to enter is to [respect] EC criteria… if the agreement [on police reform] is not in accordance with those three principles we will again remain where we are now,” stated Hadzipasic.      “I believe that agreement will be made these days, which will give one agreement, which will provide a Commission on State level, which in next five to six months should make new plan, which would then be carried out in next five to six years – and that is not it. That is too slow, that is not what we have expected, but it is evident that at this moment, everyone is searching for a way out to save the process in some way, and I believe that some kind of agreement… will be made in next few days,” stated Covic.

Bukejlovic: at this moment consensus on RS police is not possible, but after certain period

 

FTV, Oslobodjenje pg 6 ‘RS is not against European principles’ by O. Vukovic, Glas Srpske pg 3 ‘The Constitution is not an obstacle’ by Z. Markovic – RS Prime Minister Pero Bukejlovic stated in an address to the citizens that police reform is possible without constitutional changes. Bukejlovic’s address released Saturday on web-site reads: “At this moment, in which there is a high level of agreement on important issues concerning police reform, the process has been brought into the question because the arguments of the RS institutions, before all RS National Assembly’s, have not been accepted.” Bukejlovic underlines that in this moment it is “not possible to ensure a consensus on final solution for the RS police and it being under entity’s jurisdiction. However, we believes that after certain period of implementing police reform in BiH and analysis of entire process under different conditions this issue can be launched againt and we can discuss it in different atmosphere.”

SDS to support RS Government re police reform

 

Glas Srpske pg 5 ‘Talks instead of threats’ by Z. Ma. – Reacting to threats of sanctions against the RS and SDS in the event that talks on police reform fail, SDS stated on Sunday that it rejects all accusations, which serve as a basis for such conclusions and added that a solution to police reform cannot be reached by force and pressure, but only through democratic dialogue and respect of arguments. SDS expressed support for the positions of the RS Government and its negotiating team in their effort to reach a compromise based on realistic feasibility and common European practice. SDS also stated that it would support those solutions that are an expression of agreement of RS institutions.

Sarac carries President of the RS Council of Peoples (CoP) Remzija Kadric as saying that the RSNA conclusions that RS Prime Minister Pero Bukejlovic is referring to during the police reform negotiations are illegal since they were disputed by the RS CoP and their interpretation was demanded from the RS Constitutional Court. Kadric stressed that he claims under full responsibility that there would be no obstructions if Croats and Bosniaks were involved in the negotiating team. He added that this should have been done since according to the Article 1 of the RS Constitution Bosniaks and Croats are constituent peoples and they equally share authority in the RS. Dodik opposes possibility to ban SDS

 

FTV – After it was stated that SDS will be marked as main culprit for failure of police negotiations and that this could result with banning of this party, SNSD leader Milorad Dodik has issued a statement in which he objects to banning of SDS, stressing that SDS is in front of its debacle and that it is losing support daily. Asked weather SDS will change its stance, Dodik said that this would mean that threats of International Officials have succeeded.

Ollie Rehn replies to HR Ashdown; GS: neither first nor the last reform

G. – The article quotes EU Enlargement Commissioner Ollie Rehn as saying: ‘Police reform is one of the last crucial issues that need to be resolved before launching SAA negotiations’ and it interprets this statement by saying: ‘Ollie Rehn has in a direct way told RS public, but also Paddy Ashdown, that the police reform is neither the first nor the last reform in BiH’. Inset ‘Bellow the counter’ – according to sources, CoM Chairman Adnan Terzic offered RS delegation to adopt two versions of an agreement on police reform – one official agreement and one for domestic public. The first one would mean the adoption of the Martens’ draft proposal, while the second one would serve only to convince public that the proposal of RS delegation was adopted. The RS delegation, reportedly, rejected Terzic’s proposal.

Article comments that the current police structure does not satisfy the needs of the citizens in BiH, reminding that in 2003 the European Commission has established that the police is inefficient in fighting crime, and in 2004 EC said that police is divided and limited with the ethnic entity border lines. It further reminds that ICTY Chief Prosecutor, Carla Del Ponte, stated in 2004 that the “there are systematic weaknesses in the police and security structures, especially in the RS.” Because of all this, says daily, the police reform is a necessity especially having in mind that the current structure, which employs 22560 officers costs BiH about 350 million KM, or 2,9% of the gross national product.

Vecernje Novosti op-ed pg 2 ‘Last defence of Dayton’ by Dusan Stojakovic – The author comments on police and defence reforms and says if RS politicians accept police reform its competences would be reduced to the level of competences of a canton and this would mean final abolishment of the Dayton agreement. He also says HR Ashdown has forced RS to accept something nobody dares to ask from Great Britain to accept, where police authorities respect boundaries of England, Wales and Scotland. ‘Obviously, European standards are not applicable neither for Ashdown nor Contact-group for RS’, the author notes.

DL op-ed: BiH authorities should implement police reform

Beus carries an editorial on the police reform and, among the other things, the author says: ‘Truly the time has come that the BiH authorities start thinking about BiH citizens and not about their interests only. If you ask BiH citizens what they want, they will tell you that they want to join the EU. Hadzic – Over hundred police officers and members of RS Ministry of Interior have secured the liturgy served in the Serb Orthodox Church in Konjevic Polje, near Bratunac. The church was illegally built on private property and Bosniak returnee, Fata Orlovic, and has been a reason for dispute and tensions in the area. Day before the liturgy, Orlovic has surrounded with Church with wire, after which RS MoI has decided to ban her to leave the house during the ceremony. “Police arrived on [Sunday morning] and took down the fence and brought the priest in the church, while me and my family were banned to leave the house… I give them ultimatum: they have a month to take the church out of my yard, and after that [deadline] I am not sure what will happen,” stated Orlovic. Kristo, Lozancic: Continuation of FBiH Govt session depends on Dzihanovic

 

Oslobodjenje pg 2 ‘Continuation of session depends on Dzihanovic’, mentioned on cover, by Av. A. – FBiH Justice Minister, Borjana Kristo, told daily that FBiH Government is not in crisis as speculated. However she added that the Government is not complete either, thus any decision it would bring would be unconstitutional and illegal. “I am certain this will be solved in a way stipulated by the Constitution,” said Kristo, adding that Government session will be held once the replacements for Ibahima Naradrevic and Tomo Lucic are appointed. Jazvic says that if the Federation of BiH Vice President, Sahbaz Dzihanovic, does not sign the decisions on appointments of two new Ministers in the FBiH Government, the executive authority in the FBiH will be in a systematic crisis and its further work might be even judged as unconstitutional. Coric – Two Bosniak and one Serb Association in Stolac (Youth Forum (Forum Mladih), Association for rebuilding of coexistence and Association of Serb returnees respectively) have submitted a demand to authorities for establishment of new Municipality Stolac. Chairman of the Association for rebuilding coexistence, Amir Medar, Chairman of Forum Nerin Dizdar, and Chairman of Association of Serb returnees Slobodan Kurilic stated that they want new Municipality because current authorities are violating human rights as well as all laws in all segments and they announced they will demand for a meeting with Stolac Mayor Stjepan Boskovic to take place in the course of this week. Dzanic – A FBiH Government delegation led by Prime Minister Ahmet Hadzipasic met with the management of “Agrokomerc” in Velika Kladusa on Sunday. Hadzipasic informed the company managements that the FBiH Government did not adopt the privatisation program for this company at its last session, but that it would again be discussed at the next session. He said that the primary task in “Agrokomerc” is to again start production, maintain existing and open new production lines. The company has been reregistered, its ownership structure defined and value of property in BiH established to total 32 million KM. The amount of claims processed through courts has so far reached 9,5 million as a result of which the company’s account has been blocked and the start of production prevented, Hadzipasic said. SDP demands from S. Halilovic to lobby for unified VAT rate among SBiH members

 

Dnevni List pg 8 ‘SBiH supports SDP proposal? by NINA carries an SDP press release which says that this party expects from BiH Minister of Civil Affairs Safet Halilovic to impose his stand ‘that a unified VAT rate is fatal for already poor BiH citizens’ to the BiH Council of Ministers. SDP also demands from Halilovic to oblige colleagues from his party in the Parliament to vote for the SDP initiative on this issue. 

Chair of graphic industry Trade Union says there has to be more rates of VAT

KukanAmer Toskic, the Chair of the BiH Graphic Workers Trade Union, says in an interview to daily that he doesn’t agree with statements by Renzo Daviddi, chief of EC Economic and Political Department, and that single rated VAT has no alternative. Toskic underlines that VAT must be implemented in several rates in order to protect workers, pensioners and other population categories. He also harshly criticises the international community for insisting on introduction of the single rated VAT.

Old foreign currency savings depositors announce actions against Nova Ljubljanska Banka

 

Dnevni List pg 4, mentioned on cover ‘Relations between BiH and Slovenia under strike of BiH depositors’ by A. Beus – The Association of Old Foreign Currency Savings Depositors announced a big action against ‘Nova Ljubljanksa Banka’, which has bought Tuzla Banka recently, as well as attacks against all Slovenian property in BiH. President of the aforementioned association Svetozar Nisic announced that they would set to Nova Ljubljanska Banka a deadline (by the end of the year) within which they should start to return their debts to the depositors, otherwise, old foreign currency savings depositors would block all branch offices of this bank.

FTV, Dnevni Avaz pg 2 ‘Kenan Dervic released yesterday’ by I.C. – DA learned that Kenan Dervic, suspected of threatening the US Embassry in Sarajevo, has been released from detention in Travnik on Sunday. Dervic was detained since last Friday. Decision on release was made by the authorized Prosecution and Court who allegedly established after interrogating him that there is no further need for detention. PINK, BHT1, RTRS, Nezavisne Novine pg 3 ‘BiH Court released the suspect’ by D. Muminovic– reported on arrest, but not on the release.

Kebo announces regional conference on missing persons

 

BHT1, PINK, Dnevni Avaz pg 4 ‘Regional conference on missing persons soon’ by Fena, Oslobodjenje pg 2 ‘BiH suggests regional conference on missing persons’ by Fena, Glas Srpske pg 3 ‘Last page was opened’ by Fena – BiH Human Rights and Refuges Minister Mirsad Kebo said that the BiH Council of Ministers accepted his proposal to send an initiative towards Croatian and SCG governments for holding a regional conference on missing persons. “This should allow us to open the final page from our recent history, both from a humanitarian and political aspect. From the humanitarian aspect this should ensure that the destiny of missing persons is finally discovered and that the responsibility of those who committed crimes is established. This needs to be done at the regional level because the conflict too was of such character,” Kebo told FENA.

VL: Criminalization of Herzegovina has been on scene during last 10 years

Leto carries that during the last 10 years criminalization of Herzegovinian Croats has been on scene (Hercegovacka Banka case, Lijanovici case, attacks on the Catholic Church officials etc.). VL says that it is clear that the well-devised policy stands behind all these cases and the goal of such policy is to intimidate Croats and hide illegalities within ‘ones’ own lines especially in Sarajevo. VL also says that preparations for constitutional changes have started and weakened Croats who would be nodding and agreeing with all ideas of international, Bosniak and Serb representatives respectively are desirable partners.   

Drvar: Blockade of roads in eve of ‘Maestral’ war military operation

 

Oslobodjenje pg 4, Dnevni List pg 3 ‘Blockade of road and company Finvest announced’ by NINA – On September 13, at the 10 anniversary of the joint Croatian Army and HVO military operation ‘Maestral’, Serb returnees to the Drvar Municipality announced a blockade of the roads and company ‘Finvest’ in order to make familiar the public with the PDP initiative to proclaim ‘Maestral’ a criminal military operation. Head of the DrvarMunicipality Anka Papak-Dodik confirmed this information to DL.
